DILG Zambales and partner NGAs team-up to intensify community-based drug rehabilitation efforts of LGUs

The Department of the Interior and Local Government of Zambales (DILG Zambales) headed by Provincial Director Armi V. Bactad, CESO V, facilitated the conduct of the province-wide Orientation on Community-Based Drug Rehabilitation Program (CBDRP) Policies on November 22, 2021 via zoom meeting platform, to further strengthen the capacities of local government units towards their anti-drug abuse and clearing efforts.
The activity was participated in by Local Health Officers, Local Social Welfare Development Officers, Chiefs of Police (COPs), Anti-Drug Abuse Council (ADAC) LGU Focal Persons and Liga ng mga Barangay (LnB) Presidents from the thirteen (13) local government units (LGUs), including the Provincial Government of Zambales.
The said undertaking was co-facilitated by the Department of Health (DOH), Philippine Drug Enforcement Agency (PDEA), Department of Social Welfare and Development (DSWD), and Regional Juvenile Justice and Welfare Council (RJJWC).
DILG Zambales, Provincial Validation Team assess 13 Pilot Barangays for SGLGB to produce Champions of Good Barangay Governance

The Department of the Interior and Local Government of Zambales (DILG Zambales) headed by Dir. Armi V. Bactad, CESO V— provincial validation team chairperson, led the conduct of the Provincial Validation for the 2021 Pilot Testing of the Seal of Good Local Governance for Barangay (SGLGB) reviewing the entries of the thirteen pilot barangays from the municipalities of Zambales on November 16, 2021 via Zoom Meeting Platform. The activity aims to further assess, garner ideas and devise mechanisms in enhancing the SGLGB implementation.
PD Bactad, in her message, emphasized that the significance of the pilot testing is to provide inspiration and encouragement to all barangays. “We hope that with this pilot testing, ay mabigyan natin ng inspiration at encouragement ang ating mga barangays to exhibit their high level of performance in barangay governance. This is not a competition among the barangays, but rather a competition among themselves, para ipakita [kung] gaano kaganda ang lebel ng pag-gogobyerno, especially, mula sa ating itinuturing na first line of defense – ang mga barangays,” PD Bactad said.
The provincial validation team composed of the following members assessed and evaluated the documents submitted by the 13 barangays: LnB Provincial Chapter President Hon. Raedag A. Villamin, Jr., Provincial Planning and Development Office Representative Ms. Racquel Tacdoy and Civil Society Organization (CSO) Representative Rev. Rosalio I. Mendoza, Jr. Also present to provide technical assistance were DILG Zambales personnel: Cluster Team Leader Judith B. Romero, LGOOs VI Shieralyn B. Esteban, Nedricks P. Canlas, and Jonnel B. Edillor, and LGOOs II Rose Ann D. Agostosa, Paulin Johanne L. Reyes and Aljon S. Bautista.
DILG ZAMBALES, PARTNER NGAS GEAR UP BADACS IN STRENGTHENING ANTI-DRUG ABUSE EFFORTS

The Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad, CESO V facilitated a three (3)-day Online Training for Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Councils (SICAP-BADAC) on November 8-10, 2021 via Zoom Cloud Meetings. The activity primarily aims to continually capacitate local Anti-Drug Abuse Councils (ADACs), particularly the barangays.
The activity was conducted in partnership with the Philippine Drug Enforcement Agency (PDEA), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Commission on Human Rights (CHR), National Youth Commission (NYC) and Regional Juvenile Justice and Welfare Council (RJJWC).
In attendance were the key members of the Barangay Anti-Drug Abuse Councils (BADACs) composed of Punong Barangays as Chairpersons, Sangguniang Barangay Members (SBMs) on Peace and Order as Committee Chair on Operations, SBMs on women and family as Committee Chair on Advocacy and non-government organization (NGO) representatives from the 230 barangays in the province.
The said undertaking aimed to strengthen the BADACs to become well-equipped in planning and implementing drug abuse prevention programs and activities, and to refresh them with the necessary knowledge and skills to effectively perform their duties and functions.
In her message, PD Bactad stressed that it is necessary to upscale the information drive on the programs of the government to eradicate drug-related problems in the country and enhance the capacities of barangay officials in performing their crucial roles in the fight against illegal drugs at their level.
PD Bactad also expressed her heartfelt gratitude to the partner agencies for giving time for the activity for their commitment and support for the successful conduct of the activity through sharing their knowledge and expertise.“Layunin po ng pinagsama-samang pagsisikap ng aming ahensiya at mga [partner agencies] po natin na mapalakas pa lalo ang ating mga organisasyon, ang kakayahan ng mga barangay officials at bawat barangay sa isang napakatagal na pong problema ng ating bansa - [drug menace]” PD Bactad said.
