On October 13, 2022, the DILG Zambales conducted its regular Provincial Team Conference  for the month of October 2022. The activity served as a avenue to discuss key mandates and assess the overall performance of the team.

Local Government Capacity Development Section (LGCDS) Chief Rose Ann D. Agostosa started the discussion regarding the status report of submission for various DILG PPAs. She added some reminders and upcoming activities under her Section.

Next, Local Government Monitoring and Evaluation Section (LGMES) Chief Stephany A. Panaligan presented the status update in monitoring of all DILG PPA’s compliance. A reminder was also given on the submission of reports for the upcoming deadlines.

Engr. Jelly Mae T. Ebalobo of the Locally Funded Team reported the status of  submission of documents in the implementation of FY 2021 and 2022 Local Government Support Fund (LGSF) Programs, uploading and enrollment status in SubayBAYAN portal, updates on Rapid Subproject Sustainability Assessment (RSSA) portal, LRMAT survery booking and submission of forms in SubayBAYAN-RLIP.

ADAS II King Andrew Phil A. Apsay and ADA IV Lloyd Janver S. Apan reminded everyone concerning finance & administrative and personnel matters. The latter also introduced the newly hired and promoted personnel of DILG Zambales namely: LGOO VI Lianne Abegail Muñoz, LGOO VI Threeks Fontamillas, Engr. III Jelly Mae T. Ebalobo and Engr II Princess Ivy B. Coloma.

Afterwards, all DILG Field Officers were given alloted time to report their accomplishments based on the action plan formulated related to the gaps identified on various functionality audits. Commitment setting between the Provincial Office and concerned Field Officers  were also facilitated.

In view of the foregoing, the DILG Zambales introduced PERFORM Zambales or “Personnel Evaluation and Re-calibration towards eFfective, Outstanding and Reliable teaM Zambales” as a continuous enhancement activity  to monitor and evaluate the overall performance of DILG Zambales.

Lastly, PD Martin Porres B. Moral thanked everyone of the progress made by each personnel for the past month and reminded them to “Make it your individual mission” as they fulfill their mandate.

The Local Government Unit and Liga ng mga Barangay of San Antonio, Zambales in partnership with the Department of the Interior and Local Government (DILG) Zambales and Philippine National Police (PNP) conducted Skills Enhancement Seminar for Barangay Anti-Drug Abuse Councils (BADACs) last October 12, 2022 at Events Center, 2nd Floor, RHU Extension Building, Brgy. Rizal San Antonio, Zambales. The activity aimed to enhance the capacity of BADACs in the performance of their duties and responsibilities as well as the BADACs performance in the functionality audit conducted by the Department.

It was participated by all 14 BADACs of San Antonio composed of Punong Barangays, Sangguniang Barangay Members, Sangguniang Kabataan Chairpersons, Purok Leaders, Cluster Leaders, Barangay Tanods and CSO Representatives.

Among the topics discussed are the ill effects of drugs, PNP Project R.E.A.D.Y. (Resistance Education Against Drug for the Youth), Salient Features of RA 9165 as amended by RA 10640, Processing and Documentation of Drug Clearing Operations, Composition, Duties and Functions of BADACs and the BADAC Functionality Audit.

Among the speakers who shared their knowledge and expertise were PLT Darren Q. Ganotan, OIC-COP, PCMS Carol D. Quinola, PEMS Romer A. Caranzo and PSSGg Marvin Soler of San Antonio Municipal Police Station and LGOO VI Jonnel B. Edillor of DILG. The activity was also graced by Hon. Edzel L. Lonzanida, M.D. who thanked the attendance and active participation of all barangays. He reminded everyone that the cooperation and support of every stakeholders is vital in achieving the goal of a drug cleared San Antonio by 2023. He stated that anti-drugs related PPAs are already in place in the municipal plan and funds were already allocated but without the help of everyone, he cannot do it alone, but with the support of all, everything is achievable.

The Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad, CESO V, conducted a “Provincial Roll-out on the conduct of the Anti-Drug Abuse Council Performance Audit and Awards for Audit Year 2021” today, April 8, 2022 via Zoom Video Conference platform. The orientation aimed to further achieve the success of local government units’ (LGUs’) revitalization and strengthening of their respective Anti-Drug Abuse Councils (ADACs) in terms of functionality and effectiveness.

The activity was participated in by LGU ADAC Focal Persons and encoders from the 13 municipalities and Provincial Government of Zambales, DILG Cluster Team Leader, Municipal Local Government Operations Officers (MLGOOs), and Provincial Focal Person.

Provincial ADAC Focal Person, Local Government Operations Officer VI Maharlina J. Tejada, led the discussion of the Memorandum Circular 2022-034 titled, “Guidelines in the conduct of ADAC Performance Audit and Awards for Audit Year 2021,” which provides the guidelines, criteria, and tools for assessing the functionality and effectiveness of local ADACs.

The Department of the Interior and Local Government (DILG) Central Luzon— thru the DILG Zambales Provincial Office— and its partner Local Resource Institute (LRI), President Ramon Magsaysay State University (PRMSU) — spearheaded a back-to-back Focus Group Discussion (FGD) and Utilization Conference (UC), which are in line with the implementation of the Citizen Satisfaction Index System (CSIS) Project—a performance-based measuring tool of the DILG—in the Municipality of Botolan, Zambales.

The said undertaking was conducted on April 6 and 7, 2022 at the Conference Room of Botolan Municipal Hall, Barangay Batonlapoc, Botolan, Zambales, and started with the focus group discussion facilitated by the PRMSU with the civil society organizations (CSOs). This served as an avenue to deliver the citizen satisfaction survey results to the CSOs and determine relevant interventions from their organizations to deepen their participation in local governance through the local special bodies. Twenty-three (23) CSOs in the LGU participated in the process.

Furthermore, the second day of the activity focused on the presentation of the CSIS research findings to the local government unit (LGU) of Botolan, with the officials, department heads, CSOs, national government agencies (NGAs), representatives of PRMSU, and other stakeholders in attendance. In the undertaking, the participants responded to the survey’s areas of concern and were oriented to the crafting of the Citizen-Driven Priority Action Plan (CPAP), which shall contain the concrete set of actions of the LGU to answer the survey’s areas for improvement. A signing of the pledge of commitment was also facilitated by the DILG.

The Department of the Interior and Local Government (DILG) Zambales, headed by Provincial Director Armi V. Bactad, CESO V, conducted an orientation for this year’s iteration of the Peace and Order Council (POC) Performance Audit, on March 28, 2022 via Zoom Video Conference platform.

Municipal Local Government Operations Officers (MLGOOs), Local Government Units’ (LGU) POC Focal Persons and POC Secretariat Staff from the 13 Municipalities, and the Provincial Government of Zambales participated in the said activity as part of their initial preparations for POC Audit which will culminate in May 2022.

POC Audit Provincial Focal Person, Local Government Operations Officer (LGOO) V Suslijah John N. Gesmundo discussed the DILG Memorandum Circular (MC) 2022-013, entitled 2019 and 2021 Peace and Order Council (POC) Performance Audit, which provides for the guidelines on the said assessment aimed at assessing the performance of local POCs in 2019 and 2021. He added that the said issuance aimed to further institutionalize the implementation of DILG MC 2019-143 or the Omnibus Guidelines for Peace and Order Councils (POC), which serves as the legal basis for the annual conduct of the assessment.

Likewise, a hands-on demonstration on the utilization of the online POC Audit System was demonstrated by LGOO VI Nedricks P. Canlas to provide a walk-through of the submission of POC-related documents intended for the assessment. The introduction of the said system is part of the government’s effort to curb the effects of the pandemic, in order to utilize a safe avenue in the processing of an LGU’s submission and the conduct of audit by the respective Assessment Teams.

The POC is the government’s platform for stronger collaboration of the Local Government Unit (LGU) with law enforcement agencies and the community to fight criminality, illegal drugs, insurgency, and violent extremism. It creates an enabling environment among its members to harmonize and effectively implement peace and order and public safety activities. As part of the Government’s commitment to keep all of its instrumentalities up to speed, a regular performance check is conducted to ensure everything is in good condition— readily available to serve the people.

As can be noted, CY 2020 was not included as some government operations were put on hold to strictly enforce health and safety protocols, enabling government agencies to focus on the concerns that arise with the COVID-19 pandemic.

The Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad, CESO V— in partnership with the Provincial Government of Zambales (PGZ)— conducted two batches of orientation-briefing for this year's Seal of Good Local Governance (SGLG) assessment on March 31, 2022 and April 1, 2022 for local government functionaries of the Provincial Government of Zambales and its thirteen (13) municipalities. 

The said initiative is carried-out to equip the local government units of Zambales for this year’s ten (10) SGLG assessment areas— focusing on Financial Administration, Disaster Preparedness, Social Protection, Health Compliance and Responsiveness, Sustainable Education, Business Friendliness and Competitiveness, Peace and Order, Environmental Management, Tourism, and Youth Development as institutionalized by Republic Act No. 11292 or the SGLG Act of 2019. 

Cluster Team Leader Judith B. Romero discussed the overview of the activity and emphasized the significance of the seal, which encourages LGUs to raise their bar of good governance, specifically in providing better services to the citizens. Moreover, SGLG Provincial Focal Person, Local Government Operations Officer (LGOO) V Suslijah John N. Gesmundo, with alternate focal persons LGOO VI Sheryl Ann Q. Dungca and LGOO VI Nedricks P. Canlas presented the abovementioned ten (10) governance areas, as well as the roles of the LGU on the assessment process and the timeline of the assessment. 

Provincial Director Armi V. Bactad, CESO V, in her message, encouraged the LGU participants’ cooperation and guaranteed the support of the DILG in providing the necessary technical assistance to the LGUs in aiming for the seal.

The SGLG, institutionalized with the enactment of Republic Act No. 11292, is an incentive, honor and recognition-based program to which the DILG acts as the lead-implementing agency. It aims to boost the LGUs’ drive to constantly progress and sustain their notable performance across various governance areas as the government reward LGUs for their effort in pursuing the general welfare of their constituency, while enforcing existing laws.
