On October 13, 2022, the DILG Zambales conducted its regular Provincial Team Conference for the month of October 2022. The activity served as a avenue to discuss key mandates and assess the overall performance of the team.
Local Government Capacity Development Section (LGCDS) Chief Rose Ann D. Agostosa started the discussion regarding the status report of submission for various DILG PPAs. She added some reminders and upcoming activities under her Section.
Next, Local Government Monitoring and Evaluation Section (LGMES) Chief Stephany A. Panaligan presented the status update in monitoring of all DILG PPA’s compliance. A reminder was also given on the submission of reports for the upcoming deadlines.
Engr. Jelly Mae T. Ebalobo of the Locally Funded Team reported the status of submission of documents in the implementation of FY 2021 and 2022 Local Government Support Fund (LGSF) Programs, uploading and enrollment status in SubayBAYAN portal, updates on Rapid Subproject Sustainability Assessment (RSSA) portal, LRMAT survery booking and submission of forms in SubayBAYAN-RLIP.
ADAS II King Andrew Phil A. Apsay and ADA IV Lloyd Janver S. Apan reminded everyone concerning finance & administrative and personnel matters. The latter also introduced the newly hired and promoted personnel of DILG Zambales namely: LGOO VI Lianne Abegail Muñoz, LGOO VI Threeks Fontamillas, Engr. III Jelly Mae T. Ebalobo and Engr II Princess Ivy B. Coloma.
Afterwards, all DILG Field Officers were given alloted time to report their accomplishments based on the action plan formulated related to the gaps identified on various functionality audits. Commitment setting between the Provincial Office and concerned Field Officers were also facilitated.
In view of the foregoing, the DILG Zambales introduced PERFORM Zambales or “Personnel Evaluation and Re-calibration towards eFfective, Outstanding and Reliable teaM Zambales” as a continuous enhancement activity to monitor and evaluate the overall performance of DILG Zambales.
Lastly, PD Martin Porres B. Moral thanked everyone of the progress made by each personnel for the past month and reminded them to “Make it your individual mission” as they fulfill their mandate.
San Antonio BADACs Strengthened

The Local Government Unit and Liga ng mga Barangay of San Antonio, Zambales in partnership with the Department of the Interior and Local Government (DILG) Zambales and Philippine National Police (PNP) conducted Skills Enhancement Seminar for Barangay Anti-Drug Abuse Councils (BADACs) last October 12, 2022 at Events Center, 2nd Floor, RHU Extension Building, Brgy. Rizal San Antonio, Zambales. The activity aimed to enhance the capacity of BADACs in the performance of their duties and responsibilities as well as the BADACs performance in the functionality audit conducted by the Department.
It was participated by all 14 BADACs of San Antonio composed of Punong Barangays, Sangguniang Barangay Members, Sangguniang Kabataan Chairpersons, Purok Leaders, Cluster Leaders, Barangay Tanods and CSO Representatives.
Among the topics discussed are the ill effects of drugs, PNP Project R.E.A.D.Y. (Resistance Education Against Drug for the Youth), Salient Features of RA 9165 as amended by RA 10640, Processing and Documentation of Drug Clearing Operations, Composition, Duties and Functions of BADACs and the BADAC Functionality Audit.
Among the speakers who shared their knowledge and expertise were PLT Darren Q. Ganotan, OIC-COP, PCMS Carol D. Quinola, PEMS Romer A. Caranzo and PSSGg Marvin Soler of San Antonio Municipal Police Station and LGOO VI Jonnel B. Edillor of DILG. The activity was also graced by Hon. Edzel L. Lonzanida, M.D. who thanked the attendance and active participation of all barangays. He reminded everyone that the cooperation and support of every stakeholders is vital in achieving the goal of a drug cleared San Antonio by 2023. He stated that anti-drugs related PPAs are already in place in the municipal plan and funds were already allocated but without the help of everyone, he cannot do it alone, but with the support of all, everything is achievable.
DILG Zambales strengthens local ADACs, conducts Orientation for 2021 Performance Audit

The Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad, CESO V, conducted a “Provincial Roll-out on the conduct of the Anti-Drug Abuse Council Performance Audit and Awards for Audit Year 2021” today, April 8, 2022 via Zoom Video Conference platform. The orientation aimed to further achieve the success of local government units’ (LGUs’) revitalization and strengthening of their respective Anti-Drug Abuse Councils (ADACs) in terms of functionality and effectiveness.
The activity was participated in by LGU ADAC Focal Persons and encoders from the 13 municipalities and Provincial Government of Zambales, DILG Cluster Team Leader, Municipal Local Government Operations Officers (MLGOOs), and Provincial Focal Person.
Provincial ADAC Focal Person, Local Government Operations Officer VI Maharlina J. Tejada, led the discussion of the Memorandum Circular 2022-034 titled, “Guidelines in the conduct of ADAC Performance Audit and Awards for Audit Year 2021,” which provides the guidelines, criteria, and tools for assessing the functionality and effectiveness of local ADACs.
