Barangay Uacon, Candelaria, Zambales—Residents of Barangay Uacon celebrated a major milestone today with the formal inauguration of their newly constructed Health Station, a project made possible through the Local Government Support Fund - Support to Barangay Development Program (LGSF-SBDP). The initiative, anchored under Executive Order No. 70, underscores the government’s commitment to a Whole-of-Nation approach in fostering inclusive development and addressing local challenges.
Barangay Officials, led by Punong Barangay Herbert Errazo, in partnership with Mayor Byron Jones E. Edquilang, together with the constituents of Barangay Uacon, gathered for this significant milestone. The construction of the Health Station directly addresses one of the most pressing concerns identified during the implementation of the Retooled Community Support Program (RCSP)—a program designed to bridge governance gaps and eliminate the socio-economic issues that fuel discontent in communities. Through consultations, it was determined that improved healthcare services were urgent need, leading to its prioritization in the barangay’s Enhanced Barangay Development Plan (eBDP).
Through the leadership of Punong Barangay Errazo and the collective effort of the Barangay Council and its constituents, the eBDP was meticulously crafted to ensure that the identified programs, projects, and activities directly respond to the community’s needs. It was through these efforts that Barangay Uacon secured funding for this Health Station—an initiative conceptualized and developed by the barangay for the welfare of its people.
With the groundwork laid by Barangay Uacon, the fund for the project’s implementation was downloaded to the Municipal Local Government Unit (MLGU) of Candelaria, Zambales. Under the administration of Mayor Byron Jones E. Edquilang. The MLGU facilitated the execution of the project, complementing the barangay’s proactive governance and initiative in identifying and advocating for this crucial development.
The Department of the Interior and Local Government (DILG) was also instrumental in the successful implementation of this project. Through the facilitation of the RCSP, the DILG provided technical assistance to both the barangay and the MLGU, ensuring that pre-implementation requirements were met and that the project was monitored for compliance and sustainability.
During the inauguration ceremony, Municipal Local Government Operations Officer (MLGOO) Dan Esteban lauded the efforts of Barangay Uacon and the Municipality of Candelaria in effectively utilizing the RSCP and LGSF-SBDP for community development. He highlighted the broader impact of Executive Order No. 70, which aims to institutionalize localized peace and development strategies. MLGOO Esteban further emphasized that the RCSP does not end with the completion of the LGSF-SBDP project. Instead, he challenged the barangay and the municipality to continue addressing the various issues in their community, ensuring that sustainable development and peace remain at the core of their governance efforts.
The newly established Health Station stands as a testament to Barangay Uacon’s and MLGU Candelaria’s unwavering commitment to improving healthcare access for its people. With this milestone, the barangay and the municipality continue to move forward in addressing the needs of its constituents, proving that genuine development starts with community-driven initiatives.
