The Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad,facilitated a 3-day Orientation-Workshop on the formulation of Capacity Development Agenda (CapDev)for the Local Government Unit (LGU) Capacity Development Committees from the 13 municipalities and provincial government of Zambales on October 6-8, 2021 via Zoom meetings platformin anticipation for the implementation of the full devolution next year.

In attendance were the key members of the LGU Capacity Development Committee composed of the local chief executives (LCEs), vice mayors, local administrators, department heads and liga ng mga barangay (LnB) presidents of the 13 LGUs of Zambales including the Provincial Government of Zambales.

The activity aims to fully prepare the LGUs as they transition to full devolution through the initial step in looking into their capacities in performing the devolved duties and functions. The formulation of the CapDev Agenda plays a critical role in helping local officials map out their capacity development interventions to achieve desired results.

The municipal local government operations officers (MLGOOs) served as the main resource persons (RPs) and coaches throughout the conduct of the activity. The RPs walked the participants through the key steps in the CapDev process which involves analyzing the factors that contribute to the performance of the LGU, assessing their capacities, and planning out and prioritizing their interventions. Workshops were also employed in the activity to simulate the process of formulating the Capacity Development Agenda.

“Let this be your torch na magsisilbing guide po natin sa pagsisiguro na maging bahagi tayo ng ating bayan, ng ating pinagsisilbihang LGU, na marating ang kaunlaran nating inaasam….Tayo po sa ating position po ngayon, pinili po tayo, hawak po natin ang mga positions na [kung saan] nakaatang sa atin yung mga responsibilities dahil may mission po tayo na siguruhin na mararamdaman ng mga mamamayan ang isang magandang gobyerno sa pamamagitan ng pag-craft o pag-develop ng mga plano para mas mapalakas ang kapasidad ng ating LGU at ng mga empleyado. Tayo din po ang siyang magsisiguro na itong mga planong ito ay maisasakatuparan para sa ikagiginhawa ng buhay ng mga mamamayan na ating pinagsisilbihan,” PD Bactad said.

The activity served as a platform to stress that strengthening the capacity of the internal organization largely contributes to the success of the implementation of the various programs and projects in the LGU. Mapping out their capacity development interventions, through the formulation of the CapDev Agenda, is essential towards achieving their envisioned goals and objectives.
