                 AN AUDIO VIDEO PRESENTATION    

The Department of the Interior and Local Government (DILG) Zambalesheaded by DILG Zambales Provincial Director Armi V. Bactad, CESO Vin its effort of strengthening the capacity of the frontliners combating the COVID-19 virus, conducted today, April 28, 2021, the Reorientation of Local Epidemiology and Surveillance Units (LESUs) and Contact Tracers on Contact Tracing. The activity is in coordination with the Provincial Government of Zambales through the Provincial Health Office (PHO) and Provincial Department of Health Office (PDoHO).

The activity zeroed in on emphasizing the importance of filling up the Case Investigation Form (CIF) with accurate and complete information to ease up contact tracing activities. Topics on LGU Assessment Tools, latest COVID-19-related directives, Contact Tracing Updates and Client Investigation Forms, among others, were also discussed.

The DILG Zambales Provincial Officein collaboration with the DILG Regional Information and Communication Technology Unit (RICTU) 3facilitated a provincial roll-out on the revised 2019 and 2020 Anti-Drug Abuse Council (ADAC) Performance Audit Indicator Reference, back-to-back with a hands-on training on the ADAC-Functionality Monitoring System (FMS)for the municipal local government operations officers (MLGOOs), and municipal ADAC focal persons/encoders today, April 26, 2021 via Zoom meetings online platform.

The said activity is in pursuit of gearing up the monitoring of the local ADACs’ performancemeasuring their functionality for the years 2019 and 2020 via online platform.

DILG Zambales Cluster Team Leader Judith B. Romero highlighted that the task of the designated ADAC focal persons and encoders in the timely encoding of information and uploading the modes of verification (MOVs) for evaluation and assessment by the Audit Provincial Team (APT), is vital and must be inputted with caution, as these shall form the overall LGU performance on anti-illegal drug campaign.

The undertaking also served as an avenue for an in-depth discussion of DILG Memorandum Circular 2021-027 by Provincial Focal Person Maharlina J. Tejada, which provides the guidelines for the ADAC Performance Audit and the indicators that will gauge the functionality and effectiveness of local ADACs based on existing issuances and policies. Likewise, she also shared that generated data in the system will also form part of the assessment for ADAC Special Awards.

The Zambales Provincial Awards Committee (PAC) chaired by Department of the Interior and Local Government (DILG) Zambales Provincial Director Armi V. Bactad, CESO Vtogether with its Co-Chairperson, Associate Provincial Prosecutor Atty. Emmanuel N. Mas, Jr., of the Department of Justice (DOJ) and its membersLiga ng mga Barangay Provincial Federation President Hon. Raedag A. Villamin, Jr., Zambales Provincial Police Office (ZPPO) Deputy Provincial Director for Administration PLTCOL Arnel Morales Dial, and CSO Representative from Mike Delta Force Intelligence and Communication Group, Ms. Evelyn Ebuen, convened todayApril 8, 2021 for the Lupong Tagapamayapa Incentives and Awards (LTIA) CY 2021 Provincial Assessment via Zoom online platform.

Said undertaking shall confirm the official provincial entries for the said search for year 2021 implementation, and shall be endorsed to the Regional Awards Committee (RAC) to represent the province.

In her welcome message, PD Bactad expressed her gratitude to each PAC member for offering time and effort to participate in the activity despite their busy schedules— giving importance to the gains of the LTIA despite the COVID-19 pandemic.

The Municipal Inter-Agency Task Force (MIATF) of Cabangan convened on March 23, 2021 to discuss the new protocols in the province of Zambales stipulated in the Executive Order No. 07, series of 2021, issued by Governor Hermogenes E. Ebdane, Jr.

Mr. Manolito C. Donatos, Secretary to the Mayor, cited each provision in the executive order and gave emphasis on the new province-wide curfew hours, limitations on the sale, distribution and consumption of alcoholic beverages, and parameters on the conduct of gatherings and assemblies.

In his message, Mayor Ronaldo F. Apostol reminded the barangay officials that strict enforcement of health protocols shall be maintained in the localityespecially in the upcoming observance of Holy Week. He said that the conduct of social gatherings and public assemblies shall be monitored to ensure adherence to the new protocols in the province.

As one of the strategies in preventing the surge of COVID-19 cases in the community, barangay officials were encouraged to establish barangay checkpoints to monitor the entry and movement of the persons coming from other critical areas.

Other matters such asthe national Inter-Agency Task Force (IATF) Resolution No. 104, series of 2021, updates on the vaccination, and status of Mt. Pinatubo were also tackled during the meeting.

The Department of the Interior and Local Government (DILG) Zambales led by Provincial Director Armi V. Bactad successfully showcased the Lupong Tagapamayapa Incentives and Awards Information System (LTIA-IS) portal to DILG Zambales field officers on March 18, 2021 via Zoom online platform.
LTIA is one of the programs of the Department which recognizes the outstanding efforts of the Lupon Tagapamayapa (LT) in terms of performing their mandated duties and responsibilities specifically on resolving cases under the Katarungang Pambarangay (KP) or barangay justice system.
Local Government Operations Officers II Stephany A. Panaligan and Paulin Johanne L. Reyes reoriented the field officers on the provisions of DILG Memorandum Circular No. 2016-58 or the LTIA enhanced criteria and guidelines, and discussed the guidelines on the CY 2021 LTIA implementation and standard documentation report for LTIA 2021, respectively.
The Botolan, Zambales public order and safety cluster (POPS) composed of various national government agencies, municipal government, liga ng mga barangay and civil-society organizations, tackled the municipality’s continued efforts to maintain peace and order and public safety during its full council meeting on March 18, 2021 at the Covered Court of Polytechnic College of Botolan, Barangay Batonlapoc, Botolan, Zambales. Vice Mayor Doris D. Ladines welcomed the participants and called the meeting to order — directing the start of discussion for the items in the meeting’s POPS agenda. In the undertaking, the 1st quarter 2021 accomplishments and updates on criminality, anti-illegal drugs, COVID-19 response, as well as the implementation plan for the upcoming semana sanata of the municipal police station were discussed by Chief of Police Bryan Christopher Baybayan. Whereas, set of activities of the Bureau of Fire Protection (BFP) for the fire prevention month was presented by Fire Marshal Salvador Espares, as well as their office’s proposals for a safer municipality with regard to fire prevention.
