Pinangunahan ng Devolution Transition Committee (DTC) ng bayan ng Cabangan ang pagpupulong noong Agosto 24, 2021 upang pag-usapan ang mga kinakailangan sa pagbuo ng Devolution Transition Plan (DTP) bilang paghahanda sa full devolution na magsisimula sa susunod na taon.

Tinalakay ni LGOO VI Nedricks P. Canlas, opisyal na tagapagpakilos ng lokal na pamahalaan, ang mga nilalaman ng Devolution Transition Plan at ibinahagi ang listahan ng mga devolved functions, services, and facilities batay sa Local Government Code of 1991 at iba pang umiiral na batas.

Napag-usapan din sa pagpupulong ang mga iba’t-ibang bagay na kailangang isaalang-alang sa prayoritisasyon ng mga devolved functions and services na isasagawa ng lokal na pamahalaan.

Pinangunahan ng DILG Zambales sa pamumuno ni Direktor Armi V. Bactad, ang coordination meeting ng DILG at iba pang National Government Agencies (NGAs) at kinatawan ng Provincial Devolution Transition Committee (DTC) upang talakayin ang mga paghahanda at mga stratehiya para sa maayos na pagsasagawa ng Provincial Orientation on the Preparation of Local Government Unit Devolution Transition Plans (LGU DTPs). Ito ay ginanapngayong araw, Agosto 20, 2021 sa pamamagitan ng zoom meeting.

Ang nasabing pagpupulong ay naglalayong matalakay ang mga tungkulin at responsibilidad ng bawat ahensya patungo sa maayos at sistematikong pag-gabay sa mga lokal na pamahalaan sa pagsasaayos ng kani-kanilang mga DTPs.

Ito ay dinaluhan ng mga mga kinatawan ng mga sumusunod na ahensya: Department of Agriculture (DA), Department of Education (DepEd), Department of Health (DOH), Department of Justice (DOJ), Department of Labor and Employment (DOLE),Department of Public Works and Highways (DPWH), Department of Social Welfare and Development (DSWD), Department of Trade and Industry (DTI), National Irrigation Administration (NIA), Department of Information and Communication Technology (DICT), Civil Service Commission (CSC) and Provincial Environment and Natural Resources Office (PENRO). Kasama rin ang Provincial Planning and Development Coordinator (PPDC) na kinatawan naman mula sa Provincial DTC.

Labindalawang Municipal Anti-Drug Abuse Councils (MADACs) angmuling nagpakita ng kahusayan at pagiging epektibo sa kanilang tungkulin na labanan ang paglaganap ng paggamit at pagbebenta ng iligal na droga sa kanilang mga nasasakupang bayan para sa taong 2020.

Ito ay base sa naganap na Provincial ADAC Functionality Audit ngayong Agosto 6, 2021 na ginanap sa pamamagitan ng zoom online meeting application na kung saan nakakuha ng ideal to moderate na antas ng pagiging epektibo (level of functionality) ang karamihan sa mga bayan sa lalawigan ng Zambales.

Sumailalim ang labintatlong MADACs sa nasabing Audit ng ADAC Audit Provincial Team (APT) na pinangungunahan ni Dir. Armi V. Bactad ng Kagawaran ng Interyor at Lokal na Pamahalaan (DILG), kasama sina PMAJ Pancho D. Doble ng Zambales Police Provincial Office (ZPPO), IA V Jigger B. Juniller ng Philippine Drug Enforcement Agency (PDEA) at mga kinatawan ng Civil Society Organizations (CSOs) na sina Rev. Rosalio I. Mendoza, Jr ng Empowering Leaders for Transformation, Inc. at Gng. Evelyn Ebuen ng Mike Delta Force Intelligence and Communication Group.

Aiming to promote programs for drug abuse prevention with the end in view of educating the out-of-school-youth (OSY) and street children regarding the pernicious effects of drug abuse, the Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad, CESO V, successfully carried out the 1-day “Orientation on the Establishment and Operation of Special Drug Education Center (SDEC) for Out of School Youth and Street Children” on July 28, 2021 via Zoom video conferencing platform.

The activity was participated in by the Provincial and Municipal Social Welfare Development Officers, Sangguniang Kabataan (SK) and Liga ng mga Barangay Federation Presidents, Representatives from the Local Health Office, Department of Education (DepEd), Civil Society Organizations (CSOs), PNP Women and Children Desk Officers, and LGU Anti-Drug Abuse Council (ADAC) Focal Personswho will be partners and key implementers of the SDEC facility. The said undertaking then served as a venue to capacitate the key implementers of the said facility.

To further scale-up contact tracing efforts of the local government units (LGUs), the DILG Zambales led by Provincial Director Armi V. Bactad, CESO V, in coordination with the DILG Olongapo City headed by City Director Amada T. Dumagat, conducted the “Provincial Roll Out on Enhancing COVID-19 Contact Tracing Work: Advanced Guide for Local Governments and Contact Tracers” on July 14, 2021 via zoom meeting platform.

Over 447 participants were trained which is composed of DILG-hired Contact Tracers, LGU Contact Tracers, together with Philippine National Police (PNP) and Bureau of Fire Protection (BFP) personnel acting as contact tracers, members of Barangay Health Emergency Response Team (BHERT) and LGU volunteers from the province of Zambales and Olongapo City.

The said undertaking aimed to provide the contact tracers with advanced guide and practical skills set in conducting case investigation, efficient identification and tracking of close contacts and data management and analysisas effective contact tracing remains as one of the key public health tools to stop the chain of transmission.

To ensure that the Locally Funded Projects in the Province of Zambales are implemented in accordance with the required technical specifications and are constructed in conformance to quality assurance standards, the DILG Zambales Provincial Monitoring Team (DILG-PMT) led by Provincial Director Armi V. Bactad, CESO V, conducted a joint on-site inspection with the Provincial Government of Zambales thru the Provincial Engineering Office (PEO) for the FY 2020 Conditional Matching Grant to Provinces (CMGP) projects on July 19-22, 2021.

Zambales have been a recipient of this program since 2016 which started as Konkreto at Ayos na LanSAngan and DAan Tungo sa Pangkalahatang Kaunlaran (KALSADA) Programand transitioned to Conditional Matching Grant to Provinces (CMGP) programthat aims to improve the poor state of provincial roads and enhance the competency level of the province when it comes to local road management and public financial management.
