                 AN AUDIO VIDEO PRESENTATION    

All the thirteen (13) Municipal Anti-Drug Abuse Councils (MADACs) of the Province of Zambales have intensified their anti-illegal drug clearing operations efforts in year 2019 as the councils demonstrated a ‘progressive to ideal’ level of functionality during the recently conducted Provincial ADAC Audit Assessment on June 10, 2021 via zoom meeting platform.

The Zambales ADAC Provincial Audit Team (APT) is chaired by DILG Provincial Director Armi V. Bactad with members from Zambales Police Provincial Office (ZPPO) represented by Acting Chief of Provincial Operations Unit PMaj Gerald F. Bendillo, CSO Representative from Mike Delta Force Intelligence and Communication Group, Ms. Evelyn Ebuen, and Empowering Leaders for Transformation, Inc., Rev. Rosalio I. Mendoza, Jr.

The activity aims to: (1) assess the functionality and effectiveness of local ADACs based on existing issuances and policies, (2) determine ADAC-initiated or ADAC-endorsed innovations and best practices at all levels, and (3) create a platform for evaluation, assessment and sharing of best practices between ADACs and/or ADAC member agencies at their respective levels. MADACs will be assessed once again for their 2020 performance scheduled this 3rd Quarter 2021.

In her message, PD Bactad reminded the members on the anti-illegal drug mandates of the LGUs and partner national government agencies which shall continue despite the pandemic the country is facing.

DILG Provincial Focal Person LGOO VI Maharlina Tejada discussed the indicators, guidelines and various criteria in assessing the performance of the municipal ADACs. She also presented the pre-assessment results based on the submitted ADAC documents and modes of verification (MOVs) uploaded in the ADAC-Functionality Monitoring System (ADAC-FMS) and was verified by the APT Members.

Assessment results note that councils of San Antonio and San Marcelino showed an ideal level of functionality, while the remaining 11 LGUs showed a progressive functionality.

ADACs were established to spearhead the planning, implementation, and monitoring of all anti-drug abuse programs, projects, and activities to further address peace and order concerns, specifically on the proliferation of illegal drugs at the local level.
