The Municipality of Candelaria, Zambales received its Anti-Drug Abuse Council (ADAC) Marker and citation for 100% compliance on SubayBAYAN portal implementation on February 23, 2022 through DILG Zambales Provincial Director Armi V. Bactad, CESO V after having been assessed for the 2021 National Anti-Drug Abuse Council Performance Award and garnered a score of 95 functional points during the conduct of the 2020 ADAC Performance Audit, and the Regional Awarding Ceremony of the Best Performing Local Government Units (LGUs) in Central Luzon.

Candelaria is the first municipality in the province of Zambales to be declared as Drug Cleared Municipality in 2019. Following this, the municipality sustained its effort in the performance of is responsibilities, in support to the national government’s anti-illegal drug campaign as it received the coveted marker for year 2021.

On the other hand, the municipality was also awarded with a Regional Certificate of Recognition for achieving 100% compliance rating in updating the SubayBAYAN Portal System for 2016-2020 DILG Locally Funded Projects.

The Department of the Interior and Local Government San Narciso Field Office— thru Municipal Local Government Operations Officer (MLGOO) Dan A. Esteban— initiated an Orientation on Memorandum Circular No. 2021-039 entitled, ‘Comprehensive Guidelines for the Establishment, Strengthening, and Monitoring of the Local Council for the Protection of Children at all Levels and for other purposes’ on February 2, 2022 held via online platform.

The activity aimed to primarily lay down the guidelines for the establishment, operation, monitoring and evaluation of the Barangay Councils for the Protection of Children (BCPCs) — essential in the promotion of the welfare of the youth.

MLGOO Esteban presented the policy content and guidelines of the MC No. 2021-039. Moreover, documentary requirements and ways forward on the upcoming functionality audit of BCPCs were also presented in the said undertaking.

 

Recognizing the relevance of the functionality of the Local Council for the Protection of Children (LCPC) in the promotion of the welfare of the youth, the DILG Zambales, headed by Provincial Director Armi V. Bactad, CESO V, initiated a Provincial Orientation on Memorandum Circular No. 2021-039 entitled “Comprehensive Guidelines for the Establishment, Strengthening, and Monitoring of the LCPC at all Levels and for other purposes”, today, February 2, 2022 via Zoom Cloud Meeting Application.

The activity aims to provide the participants—LCPCs and Inter-Agency Monitoring Task Force (IMTF) Members from the fourteen LGUs of Zambales—guidelines for the establishment, operation, monitoring and evaluation of the LCPCs.

The Municipality of Castillejos once again convened its Peace and Order and Public Safety (POPS) cluster on January 27, 2022 at the Rooftop of the Municipal Hall, Barangay San Juan, Castillejos, Zambales to discuss and formulate strategies addressing key topics impacting peace and order and security in the municipality.

The POPS Cluster is composed of the Municipal Peace and Order Council (MPOC), Municipal Anti-Drug Abuse Council (MADAC), Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC), Municipal Disaster Risk Reduction and Management Council (MDRRMC), Municipal Council for the Protection of Children (MCPC), Local Committee on Anti-Trafficking and Violence Against Women (LCAT-VAW), Municipal Solid Waste Management Board (MSWMB) and the Local Project Monitoring Council (LPMC).

The Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad held its first provincial team conference (PTC) via virtual platform on January 24, 2022—highlighting the team’s approach and strategies in the implementation of the Department’s programs, projects and activities (PPAs) for year 2022.

The activity served as a venue for the DILG Zambales team to tackle the updates on various PPAs such as Devolution Transition Plan (DTP) quality assessment, Local Council for the Protection of Children (LCPC), Communicating for Perpetual End to Extreme Violence and Forming Alliance Towards Positive Change and Enriched Communities (C4PEACE), and Support to Barangay Development Program (SBDP), among others.

Likewise, status of reports submission and reports to be submitted under Monitoring and Evaluation Section (MES), Capability Development Section (CDS), Financial and Administrative Section (FAS), updates on the various issuances and Quality Management System (QMS) were discussed. In addition, revision of the provincial order on the designation/ assignment of the programs to focal persons was also facilitatedas the team strategizes to effectively implement a wide array of PPAs.

During the conference, Provincial Director Bactad expressed her heartfelt gratitude to the team despite of the depleted manpower.

“As another year begins, pagtulung-tulungan natin ang DILG Zambales para mas maging maayos ang samahan at mas gumanda ang performance at pagtatrabaho natin bilang iisang Team Zambales. We thanked everyone for your support sa paggawa natin ngayon ng kanya-kanyang assignments” PD Bactad said.

As the team embraces this year’s challenges and opportunities, DILG Zambales personnel signified their commitment in maintaining their strive for excellence and provide better services to the local government units (LGUs) and clientele for the coming years ahead.

In an effort to ensure accurate encoding and updating of real time status of locally-funded projects (LFPs) in the SubayBAYAN Portal and RSSA system, the Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad, CESO V, conducted athree (3) day one-on-one SubayBAYAN and RSSA coaching on January 25-27, 2022 via zoom meeting application.

The coaching was participated in by the SubayBAYAN and RSSA focal persons from the thirteen (13) municipalities of Zambales. It aimed to provide technical support for the LGUs in navigating the SubayBAYAN portal and Rapid Subproject Sustainability Assessment (RSSA) system - which serve as primary platforms for the new normal monitoring of infrastructure projects to ensure quality and effective implementation.

Engr. III Ma. Garelyn D. Pangilinan and Engr. Jess B. Edillor discussed the integration of SubayBAYAN project details to the RSSA system wherein a set of criteria was made to prevent a repetitive encoding and data anomaly on the said system. In addition, it was also emphasized that assessment of the project one year after being certified as completed must be administered by the LGUs using the web-based application - the RSSA system.

Afterwards, Engr. Pangilinan and Engr. Edillor facilitated the encoding of needed data in the SubayBAYAN Portal and walked the participants through the RSSA system.

The Department continues to put a premium on ensuring the quality of DILG-administered projects through risk- and results-based project monitoring and evaluation by utilizing various online platforms for more convenient and efficient data gathering.
