The Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad, CESO V in partnership with the Provincial Government of Zambales (PGZ) conducted two batches of orientation-briefing for this year's Seal of Good Local Governance (SGLG) assessment on March 31, 2022 and April 1, 2022 for local government functionaries of the Provincial Government of Zambales and its thirteen (13) municipalities. 

The said initiative is carried-out to equip the local government units of Zambales for this year’s ten (10) SGLG assessment areas focusing on Financial Administration, Disaster Preparedness, Social Protection, Health Compliance and Responsiveness, Sustainable Education, Business Friendliness and Competitiveness, Peace and Order, Environmental Management, Tourism, and Youth Development as institutionalized by Republic Act No. 11292 or the SGLG Act of 2019. 

Cluster Team Leader Judith B. Romero discussed the overview of the activity and emphasized the significance of the seal, which encourages LGUs to raise their bar of good governance, specifically in providing better services to the citizens. Moreover, SGLG Provincial Focal Person, Local Government Operations Officer (LGOO) V Suslijah John N. Gesmundo, with alternate focal persons LGOO VI Sheryl Ann Q. Dungca and LGOO VI Nedricks P. Canlas presented the abovementioned ten (10) governance areas, as well as the roles of the LGU on the assessment process and the timeline of the assessment. 

Provincial Director Armi V. Bactad, CESO V, in her message, encouraged the LGU participants’ cooperation and guaranteed the support of the DILG in providing the necessary technical assistance to the LGUs in aiming for the seal.

The SGLG, institutionalized with the enactment of Republic Act No. 11292, is an incentive, honor and recognition-based program to which the DILG acts as the lead-implementing agency. It aims to boost the LGUs’ drive to constantly progress and sustain their notable performance across various governance areas as the government reward LGUs for their effort in pursuing the general welfare of their constituency, while enforcing existing laws.

The Department of the Interior and Local Government (DILG) Zambales, headed by Provincial Director Armi V. Bactad, CESO V, conducted an orientation for this year’s iteration of the Peace and Order Council (POC) Performance Audit, on March 28, 2022 via Zoom Video Conference platform.

Municipal Local Government Operations Officers (MLGOOs), Local Government Units’ (LGU) POC Focal Persons and POC Secretariat Staff from the 13 Municipalities, and the Provincial Government of Zambales participated in the said activity as part of their initial preparations for POC Audit which will culminate in May 2022.

POC Audit Provincial Focal Person, Local Government Operations Officer (LGOO) V Suslijah John N. Gesmundo discussed the DILG Memorandum Circular (MC) 2022-013, entitled 2019 and 2021 Peace and Order Council (POC) Performance Audit, which provides for the guidelines on the said assessment aimed at assessing the performance of local POCs in 2019 and 2021. He added that the said issuance aimed to further institutionalize the implementation of DILG MC 2019-143 or the Omnibus Guidelines for Peace and Order Councils (POC), which serves as the legal basis for the annual conduct of the assessment.

Likewise, a hands-on demonstration on the utilization of the online POC Audit System was demonstrated by LGOO VI Nedricks P. Canlas to provide a walk-through of the submission of POC-related documents intended for the assessment. The introduction of the said system is part of the government’s effort to curb the effects of the pandemic, in order to utilize a safe avenue in the processing of an LGU’s submission and the conduct of audit by the respective Assessment Teams.

The POC is the government’s platform for stronger collaboration of the Local Government Unit (LGU) with law enforcement agencies and the community to fight criminality, illegal drugs, insurgency, and violent extremism. It creates an enabling environment among its members to harmonize and effectively implement peace and order and public safety activities. As part of the Government’s commitment to keep all of its instrumentalities up to speed, a regular performance check is conducted to ensure everything is in good condition readily available to serve the people.

As can be noted, CY 2020 was not included as some government operations were put on hold to strictly enforce health and safety protocols, enabling government agencies to focus on the concerns that arise with the COVID-19 pandemic.

Itinanghal bilang mga kampeon ang Brgy. Rizal, San Marcelino, Zambales (1st to 3rd Class Municipalities Category) at Brgy. Camiing, Cabangan, Zambales (4th to 6th Class Municipalities Category) mula sa katatapos na Lupong Tagapamayapa Incentives Awards (LTIA) Provincial Assessment.

Ang assessment ay ginanap sa pangunguna ni DILG Provincial Director Armi V. Bactad, CESO V, na s’yang tumatayo bilang Chairperson ng Provincial Assessment Committee (PAC), at dinaluhan nina Gng. Seril D. Pangilinan mula sa Department of Justice (DOJ), PLTCOL Joel M. Usman ng Zambales Provincial Police Office (ZPPO), Kgg. Raedag A. Villamin, Jr, Liga ng mga Barangay (Lnb) Provincial Federation President, at Gng. Evelyn Ebuen, representante ng Civil Society Organization (CSO) ngayon, ika-24 ng Marso taong 2022 sa pamamagitan ng Zoom Meeting Application.

Sa pambungad na pananalita ni PD Bactad, kanyang inihayag ang kagustuhang matugunan ang pangangailangang teknikal ng mga barangay sa probinsya ng Zambales, katuwang ang mga miyembro ng PAC, upang mas mapaigting ang pagsulong ng katarungang pambarangay.

Ang mga dokumento ng mga kalahok na mga barangay mula sa labintatlong munisipalidad ng Zambales, na nagsilbing Municipal Winners, ay mabusising siniyasat ng PAC. Matapos ang deliberasyon ng mga miyembro, ay itinanghal ang Barangay Rizal at Camiing bilang nangunguna at may pinakamataas na marka sa pagtaguyod ng Katarungang Pambarangay (KP) sa kanilang mga lugar.

Ang LTIA ay naglalayong palakasin ang KP bilang isang systema na kung saan pinapalawig and pamamaraan na maresolba ang di pagkakaunawaan sa isang komunidad. Ito rin ay upang maging institusyunal ang pagbibigay ng economic benefits at iba pang insentibo sa mga Lupon na nagpakita ng kanilang kahusayan sa pagpapatupad ng Katarungang Pambarangay.

The Municipal Awards Committee (MAC) of Iba, Zambales­­­led by Department of the Interior and Local Government (DILG) Iba Field Officeconvened on March 10, 2022 at 2nd Floor Conference room of the municipal hall to assess the municipality’s 14 barangays in search for the top performing Lupong Tagapamaya (LT). The said assessment was spearheaded by MAC chairperson, Local Government Operations Officer (LGOO) VII Judith B. Romero, and participated by the members namely:  Hon. Joan Ballesteros- Sangguniang Bayan Member, Police Major Bryan Christopher Baybayan – OIC Chief of Police, and Mr. Nestor de Jesus– Civil Society Organization (CSO) representative.

The said activity aims to assess the barangays’ performance in the effective implementation of Katarungang Pambarangay (KP) covering the period of calendar year 2021. The barangays were assessed based on the following evaluation criteria (1) Efficiency in operations (35 points), (2) Effectiveness in securing the settlement of interpersonal dispute objective of the KP (30 points), (3) Creativity and resourcefulness of LT (25 points), (4) Area or facility for KP facilities (5 points), and (5) Financial or non-financial support (5 points).

Based on the documents presented and after thorough assessment, the MAC unanimously declared Barangay San Agustin as the top performing LT in the municipality garnering an overall performance rating of 91% with an equivalent very satisfactory adjectival rating. Barangay San Agustin will be endorsed to the Provincial Awards Committee (PAC) as the official entry/nominee of the municipality of Iba, Zambales for the 1st – 3rd class category.

The Department of the Interior and Local Government (DILG) Botolan Field Officeas well as the members of the Municipal Awards Committee (MAC) of the Municipality of Botolan, Zambales — led the annual assessment of the town’s 31 barangays in search for the top performing lupon tagapamayapa (LT), in view of the 2022 Lupong Tagapamayapa Incentives Awards (LTIA). Said activity was held on March 3, 2022 at the Sangguniang Bayan (SB) Session Hall of Botolan, Zambales.

The undertaking served as an avenue for the MAC to measure the barangays’ performance in their respective katarungang pambarangay (KP) operations during year 2021— leading to the endorsement of the topnotch LT to the provincial awards committee (PAC).

The MAC composed of Municipal Local Government Operations Officer Shieralyn B. Esteban, Punong Barangay Erwin Dolojan, as representative of the Liga ng mga Barangay, Police Captain Jhon Jefferson B. Delos Reyes, and Civil Society Organization (CSO) representative Rafael Dequiña carried out the table assessment and deliberation of ratings based from the barangays’s submitted LTIA forms and other modes of verification.

 

The assessment proper unanimously concluded Barangay Taugtog as the top lupon tagapamayapa in the municipalitygarnering an average score of 90.77%.

The Department of the Interior and Local Government (DILG) Botolan Field Office in coordination with the Sustainable Development Goals-Family-based Actions for Children and their Environs Project (SDG-FACEs) Project Implementation Team of the Municipality of Botolan, Zambales introduced the SDG FACES to the project’s stakeholders and implementers of the municipal government on March 10, 2022 at the Sangguniang Bayan (SB) Session Hall, as the project is set to launch for implementation in the municipality this year.

SDG-FACEs is a project of the Local Government Academy, the training arm of the DILG, which is in line with the United Nations (UN) Sustainable Development Goals (SDGs). SDG is also known as the Global Goals, which were adopted by the United Nations in 2015 as a universal call to action to end poverty, protect the planet, and ensure that by 2030 all people enjoy peace and prosperity.

Aside from the orientation of the program, the SDG- FACEs activity work plan, and the criteria setting, profiling in selecting the barangay beneficiary, were also included in the meeting’s agenda. Further, Municipal Local Government Operations Officer Shieralyn B. Esteban discussed the indicators that would help identify the priority barangay beneficiary among the identified five pilot End Local Communist Armed Conflict (ELCAC) barangays in the municipality.
