The Department of the Interior and Local Government (DILG) Zambales, in its effort to further establish a system of coordination and cooperation between the Local Government Units (LGUs) and the Department, and to affirm the LGU’s commitment and excellent performance in the implementation of Locally Funded Projects, conducts the Provincial Locally Funded Projects (LFPs) Assessment and Calibration on December 9, 2022 via zoom platform.

The said activity was participated by the Municipal Engineers, Municipal Accountants, Local Finance Committee, SubayBAYAN Focal Person and RSSA Focal Person of the thirteen (13) Municipalities and representatives from the Provincial Engineering Office (PEO).

“As we go along towards the development of our country, hand-in-hand ang LGU at ang National Government sa pag-iimplement ng mga Programa [LFPs]” LGOO VII Melissa D. Nipal, Cluster Team Leader emphasized as she delivered her opening remarks. LGOO VII Nipal also mentioned that the LFP Calibration is a monthly activity and acknowledged all the efforts and contributions of the LGUs in ensuring a productive and successful implementation of the locally funded projects.

LGOO VI Threeks F. Fontamillas, Program Manager, delivered a short overview of the activity and encouraged the participants to listen closely to the presentations prepared by the DILG Engineers.

As one of the highlights of the activity, the Department recognized the best practice of LGUs in project implementation and encouraged local governments to further strengthen these practices. Municipalities of San Marcelino and Iba were hailed as the best LGU project implementer for FY 2021 and 2022 LGSF programs, respectively. Likewise, awards were also given to Engr. Benedict Jadloc, Municipal Engineer, LGU-San Felipe and Engr. Joel Damaso, Municipal Engineer, LGU-Iba for the best focal person for SubayBAYAN and RSSA.

The LFP Engineers and Project Evaluation Officer gave updates on the status and documents submission of the FY 2022 Support to Barangay Development Program (SBDP), FY 2022 Conditional Matching Grant Program (CMGP), FY 2021 Local Government Support Fund - Disaster Rehabilitation and Reconstruction Assistance Program (LGSF- DRRAP), FY 2021 and FY 2022 Local Government Support Fund - Financial Assistance to Local Government Unit (LGSF-FALGU), LGU’s compliance in the SubayBAYAN Portal, Result-Based Monitoring and Evaluation of Local Infrastructure Project (RLIP) and, Local Road Management Performance Assessment Tool (LRMPAT) and Rapid Subproject Sustainability Assessment (RSSA), Municipal Water Supply and Sanitation Master Plan (MWSSMP), and Annual Maintenance Work Program, (AMWP). Commitments on the necessary actions that need to be taken were also discussed during this period.

Another milestone towards strengthening the anti-illegal drugs advocacy in the province of Zambales was successfully conducted on December 5-7, 2022 via zoom platform. Various national government agencies and stakeholders came together in this continuing peacekeeping and drug-free effort to reiterate the vital roles of the Barangay Anti-Drug Abuse Councils (BADACs)–as front liners in the fight against illegal drugs.

In attendance are the BADAC Members from the 230 barangays across the 13 municipalities in the province that were clustered into three (3) groups. Cluster I comprises the barangays from Subic, Castillejos, San Marcelino, San Antonio, and San Narciso, while Cluster II are from San Felipe, Cabangan, Botolan, and Iba. Meanwhile, barangays from Palauig, Masinloc, Candelaria, and Sta. Cruz constituted Cluster III.

Dubbed as Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Councils (SICAP-BADAC), the Department of the Interior and Local Government (DILG) Zambales spearheaded the said concerted activity, in partnership with the Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP), Department of Education (DepEd), Department of Health and Provincial Government of Zambales through the Provincial Social Welfare and Development Office (PSWDO).

By introducing new strategies and programs as well as the knowledge and skills necessary to properly carry out their duties and functions, the said endeavor aims to further increase the BADACs' capacity to organize and carry out drug abuse prevention programs and activities.

In his message, DILG Zambales Provincial Director Martin Porres B. Moral acknowledge the efforts of the BADACs in the fight against illegal drugs in their barangays. “Alam naman natin na gusto ng ating pangulo na ipagpatuloy ang programa tungkol sa drugs...We have launch the BIDA (Buhay Ingatan, Droga’y Ayawan) program na nagbibigay halaga sa mga importanteng bagay lalo na sa kalusugan at pagpapahalaga sa buhay ng bawat isa. Disiplina ang patuloy nating kampanya upang ang mga iligal na gawain ay maisantabi at pahalagaan ng buhay at pamilya natin”, PD Moral further underscored the importance of discipline in addressing the proliferation of illegal drugs in the community.

DILG Zambales Cluster Team Leader/ LGOO VII Melissa D. Nipal also emphasized the need to further capacitate the BADACs especially in the new normal. “Although virtual po tayo ngayon due to the pandemic and busy schedules, there still a need to capacitate and empower ang BADACs to effectively and efficiently perform your duties as national government’s partner in the fight against illegal drugs”, CTL Nipal reiterated.

During the simultaneous activity, LGOO V Stephany A. Panaligan, Provincial ADAC Focal Person, provided an overview on the topics. Likewise, Program Manager/ LGOO VI Threeks F. Fontamillas led the discussion on the BADAC and its mandate, emphasizing the functionality indicators that must be passed by the said council.

Program Manager Fontamillas, PDEA Provincial Officer IA V Jigger Juniller, PLTCOL Joe Louies I Lo of Zambales Police Provincial Office, Ms. Ailyn Eay of DepEd, Ms. Helen D. Luna of DOH and Ms. Carmela D. Pacis of PSWDO, served as resource persons during the 3-day activity and tackled the various topics which includes a refresher Course on BADAC Functionality; Sustaining the Implementation of Barangay Drug Clearing Program (BDCP); Anti-Illegal Drugs Operations through Reinforcement and Education (ADORE); Drug Prevention and Control; Strengthening Preventive Drug Education; Sustaining Anti-Illegal Drug Campaign - YAKAP Bayan Program;and Implementation of Drug-Free Workplace Policies.

The SICAP BADAC is a capacity development intervention program for BADACs guided by integrated approaches employed by the national government in its campaign against illegal drugs.

DILG Zambales conducted a coordination meeting with the Local Road Management Team (LRMT) on December 07, 2022 at the Provincial Engineering Office, Iba, Zambales to determine the level of accomplishment on road governance and how the Provincial Governance Reform Roadmap (PGRR) 2019-2022 was put into practice through efficient and effective planning, implementation and maintenance of the road network.

Engr. Joshua R. Araucto, CMGP Focal Person presented the initial Program Implementation Review (PIR) of the four (4)-year governance reform directions in the seven (7) Key Reform Areas (KRAs) of Local Road Management (LRM) and Public Financial Management (PFM) where the participants thoroughly assessed their respective achievements, gave additional inputs and shared their ideas to accomplish the PIR.

Through the PIR, the LRMT was able to evaluate whether the project implementation objectives were met, determined how effectively these were achieved, discussed the lessons learned and strategized on how to sustain their efforts and aim for significant improvements in the management of local roads for the coming years.

For the past six (6) years, 23 road projects have been funded under CMGP with a total budget allocation of Php 447,760,473.00. Twenty-two (22) of these were already completed, while one (1) project is still ongoing at 50.28% implementation. The CMGP Program, aside from providing support fund for the rehabilitation of provincial roads, is a governance and institutional program of the National Government on LRM and PFM. Through the CMGP Program, capacity development activities and trainings for the LRMT and other LGU Functionaries were provided to aid in the achievement of their identified target situations in the 7 KRAs, quality assurance of road projects and overall program management and monitoring.

Cluster Team Leader Melissa D. Nipal, commended the active participation of the LRMT and their efforts in achieving a sustainable development of road networks.

To further strengthen the awareness and understanding on the importance of their role as representative-organizations to the Local Special Bodies (LSBs) and to increase their capacity to effectively engage in local governance, the Department of the Interior and Local Government (DILG) Zambales, in partnership with the Provincial Government of Zambales (PGZ), facilitated the Capacity Development (CapDev) Program for Civil Society Organizations (CSOs) on November 21-22, 2022 via Zoom cloud meetings.

The two-day activity was attended by CSO Representatives to the Local Health Boards (LHBs) and Local School Boards (LScBs) of the 14 LGUs of Zambales on the first day and CSO Representatives to the Municipal Development Councils (MDCs) on the second day.

In his message, DILG Provincial Director Martin Porres B. Moral underscored that even with the passage of the Local Government Code (LGC) of 1991 mandating the LGUs to promote the establishment of CSOs, the challenges remain in the effective participation of the CSOs in the LSBs. He then explained that the DILG has initiated efforts in empowering the CSOs to perform their respective roles and responsibilities through the conduct of capacity development interventions. “...gusto nating maging effective ang [kanilang] participation that is why we are having this para malaman ang roles and responsibilities ng bawat isa. When we know the roles and responsibilities, it is only then we can effectively discharge our roles sa mga LSBs kung saan tayo ay mga members”, he added.

Chief Education Supervisor, Ms. Ailyn Eay of the Department of Education (DepEd), Dr. Noel C. Bueno, Dra. Madonna R. Alegado and Ms. Maria Victoria J. Figuerres of the Provincial Health Office (PHO), Provincial CSO Desk Officer Inna Ysabel R. Ferrer. Engr. Peter Rick C. Navora and Engr. Cary R. Fallorin of the Provincial Planning and Development Office (PPDO), served as Resource Speakers.

Cluster Team Leader Melissa D. Nipal also zeroed in on her discussions the vital roles of the CSOs in the over-all local development and as critical partners of the LGUs in local governance.

The CapDev Program for CSOs in the LSBs is one of the programs of the DILG cognizant that developing and strengthening partnerships with CSOs is equally important as developing the internal capacities of the local governments. This initiative, with the help of the CSO Desk Officers, is being conducted in order to empower citizens to articulate their needs as they participate in the decision-making process, program planning, monitoring and evaluation at the local level which can increase the responsiveness and efficiency of local governments in delivering basic services.

The National Commission on Indigenous Peoples (NCIP), Local Government of Unit Officials, Department of the Interior and Local Government (DILG) Field Office, and Philippine National Police (PNP), together with the Indigenous Peoples communities of the Municipality of Botolan, Zambales confederated on November 8, 2022 at the Peoples Plaza, Barangay Tampo, Botolan, Zambales to uphold indigenous peoples’ (IPs) rights through the selection of mandatory representation in the local legislative council. The selection process was based on the local guidelines finalized during series of coordination meetings.

NCIP Provincial Officer Engr. Albert Alisdan led the undertaking and allowed the aspirants to deliver their speech prior to the selection proceeding. He likewise provided the overview of the activity, as agreed upon and indicated in the local guidelines.

The turnout revealed that Ms. Ladie M. De Leon from Barangay Nacolcol garnered the highest number of votes at 277, as witnessed by the DILG, PNP, IP communities and the other aspirants. She will be serving for another three years and shall enjoy the privileges of a regular Sangguniang Bayan member, upon assumption to office.

IP representation is mandated under Republic Act 8371, or the IP Rights Act (IPRA) of 1997.

The Department of the Interior and Local Government (DILG) Zambales conducts the Provincial Locally Funded Projects (LFPs) Assessment and Calibration on November 15, 2022 to discuss and recalibrate the status of various LFPs as part of its continuous efforts in assisting the local government units (LGUs) of Zambales towards achieving overall local development through the implementation of infrastructure projects, among others.

The said activity was participated by the Municipal Engineers, Municipal Accountants, Local Finance Committee, SubayBAYAN Focal Person and RSSA Focal Person of the thirteen (13) Municipalities and representatives from the Provincial Engineering Office (PEO) in Zambales.

In his welcome message, Provincial Director Martin Porres B. Moral, CESO V “Mahal namin kayo at gusto namin [na] lahat [ay] nakikibahagi at nakikinabang sa mga proyekto”. He commended the LGUs’ efforts on their commitment in ensuring that reportorial requirements are being complied with and thanked them for their presence despite their busy schedule. PD Moral also gave emphasis on the purpose of the activity which is aimed at providing a venue for discussing issues in the implementation of projects and for brainstorming strategies on how to effectively address the same.

Capability Development Section (CDS) Chief, LGOO II Rose Ann D. Agostosa, delivered the overview of the activity and also mentioned the significance of the real-time updating of project status in the official monitoring of DILG projects—the SubayBAYAN Portal. LGOO II Agostosa also explained that while completion of development projects are vital to the delivery of basic services, ensuring that the projects are operational and well-maintained after their completion is just as important to guarantee that the projects are sustainable to meet the needs of their constituents.

To further strengthen the Department’s communication with the LGUs, a breakout session was facilitated by Engineers Dela Cruz, Ebalobo and Coloma. This provided for a more focused discussion between the LGU functionaries and assigned engineers and to gather the LGU’s commitments on the necessary actions that need to be taken.

As one of the highlights of the activity, DILG Zambales also launched the “LFP Zambales Official Data Bank 2022” for their goal to provide a transparent monitoring and evaluation system which were made available for viewing to the LGU Functionaries. The LFP Engineers walked the participants through the Official Data Bank and explained the features and functions of the system.

LGOO VII Melissa D. Nipal extended her appreciation to everyone in her closing remarks, “Masisipag ang mga taga Zambales at ang LFP Team ay nakatutok sa implementation ng projects, [kaya] kami ay nagpapasalamat sa inyong pagdalo at kami ay naniniwala na ang mga LGUs ng Zambales ay aktibo at maaayos na iniimplement ang projects ng national.”
