Road clearing (RC) validation teams of the 14 local government units (LGUs) in the Province of Zambales conducted their respective on-site validation which commenced last February 22-March 2, 2021 to inspect and ensure that all roads in the LGUs were cleared of illegal obstructions— following the President’s directive and pertinent Department of the Interior and Local Government (DILG) memoranda mandating all LGUs to continue to clear and restore roads for public use.
Preceding the scheduled validation, DILG Zambales Provincial Director Armi V. Bactad facilitated an online orientation on road clearing cross posting validation to DILG field officers and validation team members last February 19, 2021—to provide common understanding in the assessment and validation of the road clearing compliance of the local government units (LGUs) — aiming for a more effective and efficient validation of cleared roads.
The Provincial and Municipal road clearing validation teams—composed of representatives from the Department of the Interior and Local Government (DILG), Philippine National Police (PNP), Bureau of Fire Protection (BFP) and Civil Society Organization (CSO)— were cross-posted within the municipalities of the province to reduce the risk of exposure to COVID-19 and other health risks.
During the undertaking, LGU’s accomplishments, rehabilitation strategies and sustainable mechanisms thru local issuances (i.e. ordinances and resolutions) were also gathered and discussed to the RC validating team by the concerned LGU.
All road clearing-related policies and activities of the province, as well as its component municipalities and barangays, were being implemented without prejudice to the LGU's COVID-19 containment efforts and initiatives— as minimum health protocols were strictly observed.
The Province of Zambales— being under modified general community quarantine (MGCQ) classification— is directed to observe 'full implementation' of the 60 calendar days road clearing directive provided in DILG Memorandum Circulars (MC) 2020-27 and 2020-145.
