The DILG Zambales— in collaboration with the Municipal Task Force to End Local Communist Armed Conflict (ELCAC) of Botolan, Zambales — converged government agencies and representatives from the provincial government in an inter-agency coordinative/convergence meeting on November 25, 2020 at the Botolan People’s Plaza— in preparation for the upcoming Serbisyo Caravan included in the Retooled Community Support Program (RCSP).

Local Government Operations Officers (LGOOs) VI Shieralyn B. Esteban and Jonnel B. Edillor provided an overview of the Executive Order (EO) No. 70 and the Retooled Community Support Program (RCSP) and facilitated the action planning of the partner agencies for the commitment setting.

The DILG San Narcisoin coordination with the Municipality of San Narcisoinitiated a Municipal Road Clearing Team Meeting on November 18, 2020aiming to formulate action plans which will maximize the efficiency of the clearing operations of the barangaysthis following the temporary suspension of road clearing operations (RCO) to allow the LGUs to focus on programs, projects and activities (PPAs) addressing the COVID-19 pandemic.

MLGOO Dan A. Esteban discussed the DILG issuances Memorandum Circular (MC) 2020-027 and MC 2020-045 to ensure that the stakeholders have a clear and uniform understanding of the scope of the road clearing operations. This also allowed the barangays to plan within the given time frametaking into consideration the challenges encountered in the previous RCO implementation which is vital for their implementation strategies. The MLGOO also mentioned that a Tricycle Route Plan will also be inspected during the validation.

Pursuant to DILG Memorandum Circular No. 2020-145 dated October 27, 2020 on the continuation of road clearing program, the thirteen (13) local government units of the province of Zambales resumed their Road-Clearing Operation 2.0 (RCO 2.0) on November 16, 2020.

After an eight month suspension due to COVID-19 outbreak (pandemic) — the province being under the Modified General Community Quarantine (MGCQ)— resumed and adopted all the components of the RCO as provided by DILG Memorandum Circular 2020-27.

Health protocols were strictly observed by the local (officials and) functionaries conducting the road clearing operations.

The road clearing initiative is in compliance with the directive of President Rodrigo R. Duterte to reclaim public roads that are being privately-used, especially to rid them of the structures that impede safe and convenient passage at public roads or sidewalks. In 2019, the President tasked the DILG to oversee the actions taken by the LGUs in clearing road obstructions and reclaiming of public roads.

The LGUs were given 60 calendar days to comply with the Presidential directive to clear roads.

The Department of the Interior and Local Government (DILG) Zambales led by Provincial Director Armi V. Bactad conducted a two-day training for the last batch of hired contact tracers (CTs) for the Province of Zambales on November 5-6, 2020 via zoom meeting platform.

 

DILG Zambales, once again partnered with the Zambales Provincial Police Office (ZPPO), represented by PCPT Jan Reanel B. Romero, acting chief of police of Iba Municipal Police Station, and Department of Health (DOH) Zambales’ Dr. Jessie F. Fantone in providing the needed knowledge and skills to the fifty-six (56) contact tracers in fulfilling their duties and responsibilities in our fight against COVID-19.

The Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad— initiated the conduct of an online training for the second and third batch of newly-hired contact tracers (CTs) on October 22-23, 2020— an effort to augment prepared and capacitated CTs across the local government units of Zambales.

The two-day interactive training was in partnership with Department of Health (DOH) Zambales represented by Dr. Jessie F. Fantone and Zambales Police Provincial Office (ZPPO) represented by PCPT Jan Reanel B. Romero, acting chief of police of Iba Municipal Police Station who both acted as resource persons together with the pool of speakers from the DILG provincial office.

The Department of the Interior and Local Government (DILG) Zambales­under the leadership of Provincial Director Armi V. Bactadrecommenced on the conduct of courtesy call of the second and third batch of DILG-hired and trained contact tracers (CTs) on Governor Hermogenes E. Ebdane, Jr. on October 27, 2020 held at Balin Sambali, Iba, Zambales.

Governor Ebdane assured the CTs that they will be provided with personnel protective equipment (PPEs) and in the event that they contracted the virus, the Provincial Government will provide them and their families support and needs.

“Ako ay natutuwa kasi para kong nakikita ang sarili ko noong kabataan ko. Hindi pa man kayo nagsisimula, masasabi ko na malaki ang utang na loob ko sa inyo dahil itong pinasukan ninyo ay [isang] sakripisyo,” Governor Ebdane commended the contact tracers for their courage and bravery in taking their part in the fight against the spread of the COVID-19.
