The Municipal Peace and Order Council (MPOC) of Sta. Cruz under the leadership of Mayor Luisito Marty convened on September 10, 2020 to amplify its efforts towards the municipality’s goal adjust to the “new normal” despite its prevailing health and economic concerns— the emergence of Corona Virus Disease 2019 (COVID-2019) and the African Swine Fever (ASF).

Police Lieutenant Valle of Sta. Cruz Police Office presented the anti-criminality operations in the municipality. Reportedly, among the most violated protocols under the community quarantine are wearing of face mask, social distancing and regulation on mass gathering which may lead to an increase in the number of cases if the community will take these matters lightly.

Department of the Interior and Local Government (DILG) Zambales spearheaded the conduct of orientation on the FY 2020 Policy Guidelines of the Assistance to Municipalities (AM) and Sagana at Ligtas na Tubig para sa lahat (SALINTUBIG) programs on September 8, 2020 via zoom online platform— to provide a venue of common understanding on the local government support fund programs among beneficiary local government units.

The one day activity—attended by the local chief executives, municipal engineers, municipal planning and development coordinators, other local functionaries and municipal local government operations officers—aims to apprise the LGUs on the policy procedures and strengthen its coordination on the program implementation in their localities.

The Peace and Order and Public Safety (POPS) Cluster of the Municipality of Castillejosspearheaded by Hon. Mayor Eleanor D. Dominguezconvened once more on September 9, 2020 at the rooftop of the municipal building ­ ­to discuss the different issues affecting the municipality.

The clusterdiscussed the accomplishments, updates and plans of the eight (8) councils and committees on areas concerning peace and order, illegal drugs, insurgency, health and solid waste, violence against women and children, implementation of locally funded projects and the local government unit’s (LGU’s) continuous fight against Corona Virus Disease 2019 (COVID-19).

The Municipality of Castillejos, Zambales thru its Municipal Inter-Agency Task Force (MIATF) headed by Mayor Eleanor D. Dominguez, sought the approval of the Regional IATF (RIATF) on August 14, 2020 relative to the LGU’s request for the implementation of Zoning Containment Strategy in some areas of Barangays Nagbunga and San Agustin.

The implementation of the Zoning Containment Strategy came after the occurrence of three confirmed COVID-19 cases in the municipality for just a span of seven days in the end of July to first week of August.

The MIATFcomposed of different government agencies and local functionariessubmitted their risk analysis, action plan and map of the critical and containment areas to the RIATF wherein stricter quarantine protocols will be implemented.

Barangay South Poblacion, Masinloc, Zambales under the leadership of Punong Barangay Orlino E. Ednilao—in coordination with the Department of the Interior and Local Government (DILG)—conducted an enhancement training and seminar for barangay tanods on July 15, 2020 to upscale their knowledge and skills in enforcing measures against COVID- 19.

LGOO VI Cindy C. Cagalitan, municipal local government operations officer of Masinloc, stressed the important roles of barangay tanods in the implementation of municipal ordinances, Disiplina Muna program—keeping Masinloc COVID-19-free.

PSSG Loris C. Maranoc, PLT Jack R. Apolinario, and PSSG Fred P. Paltep Jr. of the Masinloc Police Station discussed laws that protect women and their children from violence, safety protocols during the pandemic and the Anti-Terrorism Act of 2020. Moreover, arnis fighting techniques were also taught by the representative from the 23rd Special Action Force (SAF).

Barangay tanods are vital front liners that will help ensure that the barangay is able to deliver its mandated functionwhich is to ensure the safety of its constituents.

Mayor Arsenia J. Lim convened the Municipal Inter-Agency Task Force (MIATF) on July 16, 2020 to intensify actions to ensure that Masinloc remains COVID-19-free.

Municipal Local Government Operations Officer (MLGOO) Cindy C. Cagalitan discussed the National Task Force (NTF)-issued operational guidelines on the imposition of a zoning containment strategywhich aims to narrow down community quarantine interventions to the smallest possible geographical unit.

Dr. Glenn Edaño of the rural health unit (RHU) and Municipal Disaster and Risk Reduction Management Officer (MDRRMO) Joel Tovera detailed the safety guidelines and monitoring of individuals arriving at the municipality.

Punong barangays were also requested to deploy barangay tanods at the designated checkpoints to assist personnel of Masinloc Police Station; and to strictly enforce home quarantine to individuals assessed by the RHU.

Mayor Lim reminded all stakeholders that although health protocols and certain restrictions were being implemented—the local government’s response to COVID-19 must always beget respect to the rights and dignity of every Masinloqueños
