To guarantee the recognition of the roles of the youth in nation building, The Department of Interior and Local Government (DILG) Zambales spearheaded the conduct of SK Pambayan and SK Panlalawigan Pederasyon Orientation and Election last May 28-29, and June 7, 2018. The said activities were held in different venues.

The nationwide conduct of the activity is in compliance with Section 21 (b) of RA 10742, otherwise known as the “SK Reform Act of 2015” wherein the Pederasyon ng mga Sangguniang Kabataan at all levels, shall elect from among themselves subsequent to the conduct of SK Mandatory Training.

During the conduct of SK Pederasyon Orientation last May 28, 2018, the DILG Zambales lectured on the Legal Basis of the SK federation, Its Powers and Function particularly the federated Officers, the Constitution of the Election Committee and nominations of Candidates for the Officer of the Federation.

The SK Pambayan and Panlalawigan Pederasyon nomination and votation was facilitated by the Election Committee and Board of Election Supervisors (BES) and was attested by the Panel of Observers composed of representatives from the PNP, Academe and Civil Society Organizations. 

Leading the new set of SK Panlalawigan Pederasyon Officers is Ms. Keith Doble from Botolan who was elected as president.

The Oath taking of the elected SK Pambayan and Panlalawigan Pederasyon Officers immediately took place after the proclamation of the winners officiated by their respective Local Chief Executives last May 29 and June 7, 2018 respectively. All elected SK Officials will assume office at noon of June 30, 2018.

In order to capacitate and prepare the newly-elected youth leaders in nation- building in the province of Zambales, a total of 1, 585 Sangguniang Kabataan officials have undertaken and completed their mandatory training nearly two weeks after the 2018 barangay and SK election.

The training aimed to equip them with the necessary knowledge and skills which will help them perform their mandated powers and functions as prime movers of the youth.

Section 27 of RA 10742, otherwise known as Sangguniang Kabataan Reform Act of 2015 mandates the Sangguniang Kabataan officials, whether elected or appointed, or any member of the LYDC to undergo the mandatory training programs before he or she can assume office.

 

The Sangguniang Kabataan Mandatory Training (SKMT) of SK Officials from 14 LGUs in Zambales, including Olongapo City was conducted simultaneously which started last May 18 and ended on May 24, 2018 in the following schedules and venues:

Mass Oath taking of SK Officials who completed the training was officiated by their respective Local Chief Executive.

 

The training modules discussed were focused on decentralization and local governance, SK history and its salient features. The activity also provided workshops on how to conduct meetings and craft resolutions, how to do planning and budgeting. Code of Conduct and Ethical Standards of a Public Official were also given emphasis.

 

DILG Zambales hopes that through this training, Zambales will be able to produce a new breed of Matino, Mahusay at Maasahang SK Officials who will become the future leaders of our country.

On May 24, 2018, the DILG Zambales headed by Provincial Director Armi V. Bactad, CESO V joined the blessing and inauguration of Evacuation Facility in Barangay Dolores and Core Local Access Road in Barangays Camiing and Lomboy under the 2017 Assistance to Disadvantaged Municipalities (ADM) Projects of the Municipality of Cabangan.

The ribbon cutting ceremony and blessing was led by the LGU of Cabangan through the leadership of Municipal Mayor Hon. Jocelyn Apostol and attended by Vice- Governor Hon. Angel Magsaysay.

The two-storey Evacuation Facility with an allocated budget of P 5M will serve as the permanent evacuation center in Cabangan which will further strengthen the municipality’s disaster preparedness. It will also be utilized as the Municipal Disaster Risk Reduction Management Office.

On the other hand, the concreting of the barangay roads in Camiing and Lomboy amounting to Php 10, 239,000.00 as one of the identified priority projects of Cabangan has significantly improved the quality of life of the residents.

The Assistance to Disadvantaged Municipalities is a funding-support program of the DILG which grants financial subsidy to municipalities with good performance as determined by the DILG.

Subsequent to the preparations for the 2018 Seal of Good Local Governance (SGLG), the DILG Zambales facilitated a Provincial Orientation for 2018 SGLG on May 15, 2018 held at Zambales Training and Conference Center, Iba, Zambales. The activity aimed to familiarize and update the participants of the indicators for this year’s SGLG assessment.

The orientation was attended by the DILG Officers, Local Functionaries of the 13 Municipalities of Zambales and Provincial Government of Zambales.

SGLG Focal Person, LGOO VI Kristine Joy Pesimo discussed the overview of the activity and emphasized the significance of the seal which encourages good governance among LGUs in providing better services to the citizens. She also presented the upgraded and precise indicators of the seven (7) areas that the LGUs must meet in order to qualify and pass the assessment. Assessment forms were also presented during the said activity.

 

Following the SGLG Implementation phase, data gathering, validation and calibration is set from May until August and with the National Awarding scheduled on October. 

To establish partnership with the Civil Society Organizations (CSOs) in the province of Zambales, the DILG Zambales headed by Provincial Director Armi V. Bactad, CESO V recently conducted an Orientation on Participatory Governance and Community Leadership to the members of Social Action Center of Zambales (SACZ), a non-government organization working with the Catholic Bishops Conference of the Philippines- National Secretariat for Social Action (CBCP- NASSA) on May 10, 2018 at the DILG Provincial Office. 

 

PD Bactad in her message conveyed her gratitude for the initiative of the organization to request for an orientation that will serve as their guide in the implementation of their programs and services in helping the needy sector of the society particularly the farmers and fisher folks in the province. She also reminded the participants that they are welcome to the department should they have any queries and activities to be conducted.

 

LGOO VI Stephanie Niña Navarro introduced the department and its programs and services to the participants. She also discussed CSO selection and accreditation processes while LGOO VI Cindy C. Cagalitan advocated for Federalism.

In finalizing the plans for the upcoming Sangguniang Kabataan Mandatory Training (SKMT), the Provincial Management Team (PMT) of the Province of Zambales conducted a meeting on May 7, 2018 at the Zambales Training and Conference Center, Iba, Zambales. 

The activity was attended by DILG Officers of the 13 Municipalities & Olongapo City, representatives from the Polytechnic College of Botolan and Local Youth Development Officers of the Province.

DILG Provincial Director Armi V. Bactad facilitated the meeting wherein the tasks and responsibilities of each member of the team were identified. “We expect that all of us will do our task and adhere to the set schedules”, these were the words of PD Bactad to ensure that all members are aware of their respective roles and responsibilities in ensuring a smooth implementation of the SK Mandatory Training.

The conduct of the SK Mandatory Training is in compliance with Republic Act 10742 or the Sangguniang Kabataan Reform Act of 2015 wherein all elected SK Officials are mandated to attend the one-day mandatory training scheduled on May 17-26, 2018 prior to their assumption to office.
