San Marcelino, Zambales- On March 12, 2019, Department of the Interior and Local Government (DILG) Zambales Provincial Director Armi V. Bactad together with LGOO VI Rosalinda T. Sarmiento and LGOO VI Cindy C. Cagalitan graced the inauguration ceremony of two (2) FY 2018 Assistance to Municipalities (AM) Projects in the Municipality of San Marcelino, Zambales.

The ribbon cutting ceremony and blessing was initiated by the local functionaries of San Marcelino headed by Hon. Elvis R. Soria and witnessed by the beneficiaries of the projects.

The Sangguniang Barangay of Barangay San Pablo, Castillejos welcomes Indigenous People Mandatory Representative (IPMR) Hon. Edwin S. David as he formally assumes post as the ex-officio member of the council last March 5, 2019 at the Barangay Hall of San Pablo, Castillejos. The event was witnessed by DILG Officer Kristine Joy Pesimo who led the ceremonial awarding of the Certificate of Recognition of the DILG to IPMR David.

IPMR David’s assumption was pursuant to Republic Act 8371, otherwise known as “Indigenous Peoples’ Rights Act of 1991”. The said law provides that the Indigenous Cultural Communities/Indigenous Peoples (ICC/IP) have the right to participate fully, if they choose, at all levels of decision making in matters which may affect their rights, lives and destinies through procedures determined by them as well as to maintain and develop their own indigenous political structures.

To strengthen the capacity of Local Government Units (LGUs) towards mitigating the adverse impacts of disasters, the Department of the Interior and Local Government (DILG) Zambales headed by Provincial Director Armi V. Bactad, CESO V facilitated the conduct of Provincial Convergence and Disaster Resilient Dialogue on January 22, 2019 at the Zambales Training and Conference Center, Iba, Zambales.

The activity is in line with the Operation “Listo”, a DILG initiated advocacy program in strengthening capacities of LGUs for disasters using the whole government approach for disaster preparedness, where a Disaster Preparedness Manual was developed to guide LGUs’ actions to be able to usher the preparedness of their communities in the event that natural hazards occur.

“Ang ating kahandaan ay dapat laging nasa puso at isip natin kasi ang pinakaimportante ay ang kaligtasan ng lahat at walang mapapahamak kung lahat tayo ay magtutulungan”, said PD Bactad.

To scale up the efforts to ensure the smooth implementation of DILG Locally-funded Projects (LFPs), DILG Zambales facilitates the conduct of Provincial Consultation Conference on the Implementation of FY 2018 Local Government Support Fund-Assistance to Municipalities (LGSF-AM) Program on December 3, 2018 at the Zambales Training and Conference Center.

The Assistance to Municipalities (AM) Program of the DILG has provided Local Government Units (LGUs) support funds for the implementation of their respective Local Development Projects. To further assist the LGUs in the implementation process, DILG Zambales facilitates the conduct of the Consultation Conference in order to provide clarifications and recommendations based on approved policies and procedures on the issues and concerns encountered. The activity also served as a venue to discuss ideas and strategies to further intensify the efforts of the LGUs in the overall success of the Program.

To boost the continuing progressive results of maintaining peace and order and public safety in Zambales, the Provincial POC Audit Team, headed by Governor Amor D. Deloso, awarded the best performing Municipal Peace and Order Councils in the province during the conduct of the 4th Quarter Joint Meeting Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) on November 27, 2018 at the Zambales Training and Conference Center, Iba, Zambales.

The activity was attended by the PPOC and PADAC members, Department of Interior and Local Government (DILG) Zambales field officers and staff, Chiefs-of-Police, Municipal Fire Marshalls and other local functionaries of Zambales. 

The award is based on the recently conducted Peace and Order Councils (POC) Audit. The municipalities of Masinloc, San Antonio and Castillejos as 3rd, 2nd and 1st, respectively were awarded for the 1st to 3rd class municipalities category, while the municipality of San Felipe was awarded 1st place among the three 4th to 6th class municipalities in the province.

Accomplishments of the 3rd Mechanized Infantry Battalion of the Armed Forces of the Philippines (AFP), Zambales Provincial Police Office (ZPPO) and Philippine Drug Enforcement Agency (PDEA) on the maintenance of peace and order and the efforts to combat drugs in the province were also highlighted during the activity.

To improve the administrative and technical capacities of the Provincial Local Government Units (PLGUs) in implementing the Conditional Matching Grant to Provinces (CMGP) Program in Region III, DILG Zambales joined other DILG Provincial Offices in Region III on the conduct the Follow-through Training on Internal Audit: Institutionalizing Key LGU Internal Control Systems through Effective Documentation on November 27-28,2018 at the Vista Marina Hotel and Resort, Subic Bay Freeport Zone (SBFZ).

The 2-day joint activity, in partnership with the Department of Budget and Management (DBM), assisted the PLGUs in Region III in formulating the Baseline Assessment of Internal Control System (BAICS) of their respective provinces. Sheryll Grace Aromin, CPA, CIA, MBA, Internal Auditor IV and Ariel Dayrit, Supervising Budget and Management Specialist of DBM provided several lectures and training-workshops to help PLGUs improve their efficiency, accountability, and transparency in utilizing public funds.
