                 AN AUDIO VIDEO PRESENTATION    

The DILG Zambales, headed by PD Armi V. Bactad, facilitated the Provincial Orientation on the Peace and Order Council (POC) Performance Audit Process for POC Members and Secretariats in order to understand the POC Performance Audit Process and to eventually assess the POCs on their efficiency in performing their tasks and to ensure their functionality.

The activity was attended by PNP Provincial Director PSSupt. Cosme A. Abrenica, DILG Olongapo City Director Amada T. Dumagat, Municipal Chief of Police, representatives from the office of the City/Municipal Mayors and DILG Officers and Staff from Zambales and Olongapo City.

CD Dumagat thanked everyone for their attendance and wished for the success of the entire POC Performance Audit implementation, while PD Abrenica urged everyone to actively participate in the audit process and work together to strengthen POCs. PD Bactad emphasized that strengthening POCs will further develop LGUs as it would greatly help in ensuring LGU compliance to Peace and Order related laws and policies.

LGOO V Jonnel B. Edillor and LGOO II Vincent E. Catacutan discussed the General Overview of the Performance Audit and the POC Manual.

The activity was conducted in accordance with the DILG Memorandum Circular No. 2018-120, which requires all Regional, Provincial, City and Munnicipal Peace and Order Councils (POCs) to be subjected to performance audit and incentives. 

Peace and Order Council (POC), is a government’s platform for stronger collaboration between the LGU, law enforcement agencies and the community, to fight criminality, illegal drugs, insurgency and violent extremism. It institutionalizes the harmony and enabling environment amongst its members to effectively implement peace and order and public safety activities that promote volunteerism in the community and intensifies advocacy and preventive education.

In order to assess on how the Department of the Interior and Local Government (DILG) Zambales is faring in terms of implementation of its programs, projects and activities (PPAs) the DILG Zambales spearheaded by Provincial Director Armi V. Bactad, CESO V, conducted a two (2) day Mid-Year Program Review and Evaluation and Team Building Activity last August 23-24, 2018 held at Vista Marina Hotel, Subic Bay Freeport Zone.

 

On the first part of the two (2) day activity, the Semestral Assessment on the Implementation of PPAs was presented and discussed by Planning Officer LGOO VI Reden V. Vergara while the Status of Locally-Funded Projects was discussed by Provincial Engineer Peter Rick C.  Navora.  The team also discussed the issues and concerns on the Implementation of PPAs, formulated strategies and finalized the schedules of Implementation of Action Plan. 

 

Concerted efforts of the Department of the Interior and Local Government (DILG)-Zambales and Provincial Liga ng mga Barangay (LnB)-Zambales Chapter paved the way for the overall success of the 2018 Provincial LnB Zambales Chapter Election held on July 30, 2018 at Zambales Training and Conference Center.

 

The conduct of the Provincial LnB Chapter Election is in compliance with Article One, Chapter I, Title Six, Book III of the Local Government Code of 1991 which states that “there shall be an organized Liga ng mga Barangay (LnB) Chapters at the Municipal, City, Provincial and Metropolitan Political Subdivision levels which shall elect their respective officers and members.”

 

All 13 Municipal Liga Presidents of Zambales attended and casted their votes. Present also during the election were the Board of Election Supervisors chaired by DILG Provincial Director Armi V. Bactad, with members Atty. Marvyn A. Gaerlan of Commission on Elections (COMELEC), Dr. Romeo M. Alip, School Division Superintendent of the Department of Education (DepEd), Bishop Virginio Ducos of Hiyas ng Pag-asa (Church Leader) and Iba TODA President Mr. Ulysis Acera (CSO Representative).

 

Based on the canvass of the results of the election, below are the proclaimed winners:

True to its commitment in incentivizing LGUs for their outstanding performance in good governance, the Department of the Interior and Local Government-Zambales together with the Provincial Government recently led the Provincial Lupong Tagapamayapa Incentives Awards on June 14, 2018 held at Zambales Training and Conference Center, Iba, Zambales.

Chosen as this year’s Outstanding Lupong Tagapamayapa are Barangays San Juan of Botolan under 1st to 3rd Class Municipality Category and Camiing of Cabangan under 4th to 6th Class Municipality Category.

Each of the barangay winners received a cash award of P30,000 and a plaque.

DILG Officers Kristine Joy B. Pesimo, Jonnel B. Edillor and Cindy C. Cagalitan were also recognized and awarded with cash and plaque for their invaluable support in providing assistance and guidance to the said barangays.

The LTIA was established in 1997 as a means to institutionalize a system of granting economic benefits and other incentives to the Lupong Tagapamayapa that demonstrates exemplary performance in settling disputes at the grassroots level.

The winners were chosen based on the following criteria: efficiency in operation; effectiveness in securing the settlement of interpersonal dispute objective of the Katarungang Pambarangay; creativity and resourcefulness of the lupong tagapamayapa; area or facility for KP activities; and financial or non-financial support.

Brgy. San Juan, Botolan and Brgy. Camiing, Cabangan will be the contenders of the Province of Zambales at the regional level.

 

In order to maintain the social order and political stability in Zambales, Hon. Governor Amor D. Deloso led the 2nd Quarter Joint Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) Meeting last June 14, 2018 held at Zambales Training and Conference Center, Iba, Zambales.

The activity was attended by the PPOC and PADAC Members, Department of Interior and Local Government (DILG) Zambales field officers and staffs, Hon. Mayor Jose Angelo M. Dominguez of Castillejos, Hon. Vice-Mayor Doris Ladines of Botolan, Chief of Police, Municipal Fire Marshalls and other local functionaries of Zambales. 

In his message, Gov. Deloso recognized the important role of PNP and DILG Zambales led by PNP Provincial Director Christopher J. Mateo and DILG Provincial Director Armi V. Bactad, CESO V, respectively in helping the LGUs in  preserving peace and order. Gov. Deloso also emphasized that with dedicated and accountable public officials, the aspirations of the Provincial Government were successfully achieved.

The collaborative effort of the different agencies in conserving peace and order through various strategies such as strict implementation of Patrol 101, Campaign Plan Double Barrel and Seven Focus Police Operations among others has resulted in a significant decrease of crime rates reported in the province. 

With this progressive result, DILG Zambales and all other stakeholders hope that the Province of Zambales will be a place cultivated with justice, fairness and equal opportunity for all.
