Subsequent to the efforts of the DILG in achieving the strategic objectives of the Conditional Matching Grant to Province (CMGP) Program in the formulation of the Provincial Governance Reform Roadmap (PGRR), DILG Zambales, in coordination with DILG Regional Office III and the United Nations Development Programme (UNDP), facilitated the Writeshop and Finalization of the PGRR on November 14-16, 2018 at Vista Marina Hotel, Subic Bay Freeport Zone (SBFZ).

The 3-day writeshop is an activity following the seminar-workshop on the formulation of the PGRR conducted last October 15-19, 2018. Both activities were attended by the Provincial Engineer, Provincial Budget Officer, Internal Service Officer and representatives from the Provincial Planning and Development Office, Provincial Bids and Awards Committee, Provincial Accounting Office, Provincial Treasury Office, Provincial General Services Office and Internal Audit Section of the Province of Zambales.

Subsequent to the launching of the SubayBAYAN or Subaybayan ang Proyekto ng Bayan, the Department of the Interior and Local Government (DILG)- Zambales capacitated the LGU SubayBAYAN Focal Persons in navigating the system during the conduct of the Provincial Roll-Out and Orientation on the SubayBAYAN Project Monitoring and Reporting System. It was held on October 29, 2018 at Polytechnic College of Botolan (PCB), Botolan, Zambales.

The activity was attended by the DILG Zambales Field Officers, DILG Zambales Locally-Funded Projects (LFP) Team, DILG Olongapo City staff, DILG Region III staff, and SubayBAYAN Focal Persons from the 13 municipalities of Zambales, Provincial Government of Zambales (PGZ) and Olongapo City.

It aims to fully orient and train all the SubayBAYAN Focal Persons in the various stages of data processing of the SubayBAYAN. The SubayBAYAN serves as the official platform of the DILG in the monitoring and reporting on the progress of implementation of all Locally-Funded Projects (LFPs) administered by the department.

Cluster Team Leader- LGOO VII Melissa D. Nipal of DILG Zambales and LGOO III Maria Clarissa Dimatulac of DILG Olongapo discussed the overview and the implementing guidelines of the SubayBAYAN. Furthermore, ADAS II Paulin Johanne L. Reyes of DILG Zambales facilitated the hands-on training on the SubayBAYAN Monitoring and Reporting System.

Moreover, a total of 89 projects of the province of Zambales are registered in the SubayBAYAN. With this one-stop-shop monitoring system on the DILG-initiated projects, the department hopes that LGUs will be able to boost their efforts to fast-track their project implementation and strengthen their transparency in local governance.

On September 26, 2018, the FY 2017  Assistance to Disadvantaged Municipalities (ADM) Projects of the Municipality of Candelaria was officially inaugurated by Hon. Napoleon E. Edquid and the members of the Sangguniang Bayan of Candelaria together with the DILG Zambales Provincial Office headed by Provincial Director Armi V. Bactad, CESO V. The Evacuation Facility located in Barangay Catol and Core Local Access Road in Barangay Malimanga and Sinabacan were the priority projects identified by the local government unit in the implementation of the 2017 ADM Program.

The ribbon cutting ceremony and blessing was led by the LGU of Candelaria and witnessed by the beneficiaries of the projects.

The one- storey Evacuation Facility with an allocated budget of Php 7, 898,000.00 will serve as the permanent municipal evacuation center in Candelaria which will further strengthen the town’s disaster preparedness and resilience.

On the other hand, the concreting of the barangay roads in Malimanga and Sinabacan amounting to Php 7,500,000.00 has significantly improved the quality of life of the residents- giving them better employment opportunities within and outside the area—while improving access of farmers and residents in the area to basic services, such as education and health.

 

With the common goal of collecting trash littering our coastline and waterways, the DILG Zambales Team took part in the observance of the International Coastal Cleanup (ICC) Day 2018 last September 22, 2018 in Iba, Zambales. The team once again joined the thousands of volunteers in the world’s largest effort to remove trash from the shores to reduce the impacts of marine debris which contributes to pollution problems that affects the wildlife, human health and local economies.

Supported by the Executive Order No. 42 issued by Governor Amor D. Deloso on Establishing the 3rd Saturday of the month of September of every year as Zambales Coastal Clean-up Day and Dedication of the 16th day of September 2017 for the Launching of ZambaLinis, the annual event was participated by government officials and employees from the national, provincial, and municipal government offices, barangay officials, students from private and public schools including colleges and universities, CSOs, NGOs and beach owners in the Province of Zambales.

Volunteers gathered on their respective clean-up sites to remove all kinds of trash found along seashores, coastlines, rivers, creeks, drainages and canals in the entire province. Garbage and trash containing non-biodegradable and other materials such as plastics, glass and metals were collected and placed on numerous sacks. Collected trashes were then recorded on the ICC data cards provided to volunteers.

 

With the aim of strengthening the internal capacity of Anti-Drug Abuse Councils (ADACs), the Department of the Interior and Local Government (DILG) - Zambales, led by Provincial Director Armi V. Bactad, CESO V, conducted the Orientation and Training on the Strengthening of Anti-Drug Abuse Councils on September 6-7, 2018 at Vista Marina Hotel and Resort, Subic Bay Freeport Zone.

 

Said activity, in coordination with DILG Region III, DILG Olongapo, Dangerous Drugs Board (DDB), Philippine Drug Enforcement Agency (PDEA), Zambales Police Provincial Office (ZPPO) and Olongapo City Police Office, was attended by representatives from theMunicipalSocial Welfare and Development Offices (MSWDO) and IT Staff from the 13 Municipalities of Zambales, Provincial Government of Zambales (PGZ) represented by Provincial Health Office (PHO) and Provincial Social Welfare and Development Office (PSWDO) and Olongapo City Health Office.

 

In her message, PD Bactad emphasized the significance of the roles and responsibilities of all ADACs and other stakeholders in helping to achieve the goal of the Duterte administration’s fight against illegal drugs.

 

To gauge the current situation of the Provincial Government of Zambales in relation to Local Road Management (LRM) and Public Financial Management (PFM), the Department of the Interior and Local Government (DILG)-Zambales, headed by Provincial Director Armi V. Bactad, CESO V, in coordination with the United Nations Development Programme (UNDP), facilitated the Provincial Capacity Assessment Workshop on Local Road Management (LRM) and Public Financial Management (PFM) on September 20-21, 2018 at Vista Marina Hotel and Resort, Subic Bay Freeport Zone.

 

DILG has partnered with the UNDP to help ensure the delivery of quality assurance services and governance reform activities under the Conditional Matching Grant to Provinces (CMGP) Program, namely: Local Road Information Management, Local Road Network Development Plan, Local Road Construction and Maintenance, Local Road Asset Management, Internal Audit, Budgeting, Revenue Generation and Expenditure Management, and Procurement. Under the said partnership,the “Road to Sustainable Development Goals (SDGs)” framework shall be implemented, which will anchor the planning, design, construction and maintenance of provincial road projects to the achievement of the SDGs. In Section 5.6.1 of the DILG-DBM Joint Memorandum Circular No. 2017-2 dated April 26, 2017, Provincial Local Government Units (PLGUs) are required to formulate a Provincial Governance Reform Roadmap (PGRR).
