Castillejos, Zambales. The Peace and Order and Public Safety Cluster and the Liga ng mga Barangay of Castillejos joined forces to capacitate the Barangay Tanods of the 14 barangays of Castillejos on October 11, 2019 at the Rooftop of the Municipal Hall. 205 Barangay Tanods attended the “Capacity Enhancement Training” provided by the Department of the Interior and Local Government (DILG) and the Castillejos Municipal Police Station which aimed to continuously capacitate Barangay Tanods in the performance of their duties and responsibilities.  MLGOO Sheryl Ann Q. Dungca provided an overview on why there is a need to conduct such activity and gave emphasis on the contributions the force-multipliers give to the barangay as well as to the Philippine National Police.  She said that, as Barangay Tanods, they are the extension of the Punong Barangays and the Police in maintaining and ensuring peace and order in their respective barangays.

P/SSGT Bryon Rey Dayao of Castillejos Municipal Police Station discussed the different roles and responsibilities of Barangay Tanods. Various scenarios were presented to help familiarize the barangay tanods how to deal with them.

Hon. Romeo D. Calimlim II, Liga ng mga Barangay President, thanked all the barangay tanods for their continued services despite the low amount of honoraria they receive as tanods. He assured them that as Peace and Order Committee Chair, he will continue to lobby benefits in exchange for their service.

Hon. Eleanor De Jesus-Dominguez, in her message, expressed her gratitude to Barangay Tanods for their support and service. She asked everyone to be one with the Municipality in the fight against criminality, drugs and terrorism. She added that everyone should do their part to ensure that the municipality will maintain its peaceful and orderly state.

Finally, the activity also served as a venue for the distribution of incentives to performing barangay tanods of Castillejos.

To further boost the continuing progressive preservation of peace and order in the province of Zambales in terms of prevention on the proliferation of illegal drugs, ADAC Provincial Audit Team Chairperson and DILG Zambales Provincial Director Armi V. Bactad together with Hon. Hermogenes E. Ebdane, Jr., Governor, Hon. Jefferson F. Khonghun, Vice-Governor and PCOL Ponce Rogelio I. Peñones, PNP Provincial Director, awarded the top 3 best performing Municipal Anti-Drug Abuse Councils (MADACs) in the province during the conduct of the 3rd Quarter Joint Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) Meeting on September 30, 2019 at Balin Sambali, Iba, Zambales.

The activity was attended by PPOC and PADAC Members, Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) Members, Department of the Interior and Local Government (DILG) Zambales field officers and staff, Chiefs of Police, Municipal Fire Marshals and other local functionaries of Zambales.

The award was based on the conducted 2018 Anti-Drug Abuse Councils (ADACs) Performance Audit last September 18, 2019. The municipalities of Botolan, Subic and San Marcelino were awarded as 1st, 2nd, and 3rd Top Performing LGUs with High MADAC Functionality, respectively.

Likewise, Pastor’s League of Zambales, Empowering Leaders for Transformation Inc. (ELTI) and International Police Commission as Civil Society Organization (CSO) members of the Audit Team, were given Certificate of Appreciation for their support during the audit.

To convene the different stakeholders in its continuing efforts in maintaining peace and order in the province, the Provincial Government of Zambales headed by Governor Hermogenes E. Ebdane, Jr. together with the Department of the Interior and Local Government (DILG) Zambales, conducted the 3rd Quarter Joint Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) Meeting last September 30, 2019 at Balin Sambali, Iba, Zambales.

PPOC and PADAC Members, DILG Zambales Team, Chiefs-of-Police, Fire Marshals and other local functionaries were present during the said activity. The Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) Members were also in attendance.

DILG Zambales Provincial Director Armi V. Bactad as the PPOC Head Secretariat, presented the accomplishments of the councils for the 1st Semester of 2019, highlighting the different resolutions passed.

Pursuant to DILG Memorandum Circular No. 2019-72 and in its continuing effort to strengthen citizens’ participation in local governance, the Department of the Interior and Local Government (DILG) Zambales in coordination with the Provincial Government of Zambales led by Hon. Hermogenes E. Ebdane, Jr., conducted the Selection of Civil Society Organization (CSO) Representatives to the Local Special Bodies (LSBs) of the province on September 30, 2019 at Balin Sambali, Iba, Zambales.

The said issuance provides guidelines on the processes for accreditation and selection of Civil Society Organizations (CSOs) and their representatives to the local special bodies.

LGOO II Joanna Maureen S. Marasigan discussed to all nineteen (19) CSO representatives, who were accredited by the Provincial Government of Zambales through the Sangguniang Panlalawigan, the functions of the LSBs and responsibilities of CSOs.

Cabangan, Zambales – The Technical Working Group (TWG) of the Peace and Order Council (POC) of the Municipality of Cabangan convened last September 16, 2019 at Municipal Hall, Cabangan, Zambales to formulate its Peace and Order and Public Safety (POPS) Plan for the year 2020-2022. It was spearheaded by Honorable Mayor Ronaldo F. Apostol as MPOC Chair and facilitated by OIC-MLGOO Nedricks P. Canlas as Head Secretariat of the council.

All 134 councilors composed of Sangguniang Bayan members, Liga ng mga Barangay (LnB) Presidents and Sangguniang Kabataan Federation Presidents from the thirteen (13) municipalities of the province of Zambales casted their votes to elect the new set of officers of the Philippine Councilors League (PCL) Provincial Federation last September 24, 2019 at Subic Bay Travelers Hotel, Subic Bay Freeport Zone.

 

PCL Zambales Chapter in coordination with the Department of the Interior and Local Government (DILG) Zambales facilitated the successful, peaceful and organized PCL Provincial Election. 

 

Hon. Janina Medina-Fariñas, Provincial Federation President of Ilocos Sur and Interim Chairperson of Luzon Island Federation graced the said activity. Meanwhile, DILG Zambales Provincial Director Armi V. Bactad, CESO V briefed the participants on the Election Guidelines. Moreover, all 29 aspiring candidates were given three (3) minute-campaign speech and five (5) minutes for the two (2) candidates vying for the presidential seat.

 

The PCL Provincial Election Committee was chaired by PD Bactad together with Ms. Maria Teresa D. Panes, Secretary to the Sangguniang Panlalawigan and Hon. Virgilio Ebarle as COMELEC Members, while PCL National Members acted as witnesses during the election.

Councilor Arvin Rolly D. Antipolo, M.D of San Antonio was proclaimed as the new President of the PCL Zambales with 78 votes beating Councilor Maria Veronica G. Matibag of Sta. Cruz with 55 votes.

The elected officers were proclaimed after the votes had been validated and took their oath before Hon. Janina Medina-Fariñas.  The proclaimed winners are:
