PD Bactad said that the development priorities of the Local Chief Executive (LCE) should gear up towards the attainment of the LGU’s vision and mission and explained the role of the legislative branch in the formulation of a comprehensive plan.
“Ang epektibo at mabuting pamamahala ay nagsisimula sa pagbabalangkas ng tiyak na layunin at plano na magbubuklod hindi lamang sa mga opisyal bagkus higit sa mga mamamayan”, said PD Bactad.
The ELA- CapDev is a planning document covering a three-year period corresponding to the term of local elective officials that is mutually developed and agreed upon by both the executive and legislative departments of the local government unit that will serve as the municipalities’ roadmap for development in the next three years.
It is an integrated plan that contains the major development thrusts and priorities of both the executive and legislative branches in response to multi-stakeholder needs, such as programs, projects, activities, legislations and capacity development programs.
Members of the Provincial ELA Team are Cluster Team Leader Deborah A. Mangayan, Program Manager Cindy C. Cagalitan, LGOO V Kristine Joy B. Pesimo, LGOO V Sheryl Ann Q. Dungca and LGOO V Lee Allen B. Pineda and assisted by the DILG field officers.
