In consonance with the DILG Memorandum Circular 2017-123, the Synchronized Barangay Assembly for the 2nd semester was held on October 8, 2017 with Barangay Biay, Sta. Cruz, Zambales as the Provincial Showcase Barangay of Zambales following the theme “Nagkakaisang Barangay: Lakas ng Kampanya Kontra sa Iligal na Droga, Krimen at Katiwalian, Makiisa! Makilahok! Makialam!
Punong Barangay Samuel M. Marila comprehensively delivered his State of Barangay Address (SOBA) witnessed by around 480 attendees highlighting the different accomplishments of the barangay for the first semester of 2017 in the areas of Peace and Order, Health, Education, Disaster Preparedness, Environment and Financial matters of the Barangay.
Out of those accomplishments, PB Marila emphasized the campaign to strengthen the fight against illegal drugs thru the establishment of Barangay Referral Desk and installation of dropbox inside the Barangay Hall in addition to the created MASA MASID Team and BADAC Committee on Operation and Advocacy.
He urged the active participation of everyone to the barangay programs and activities which will further contribute to the development and success of the community. “Iniiwan ko sa inyo ang hamon na patuloy na mangarap at kami ay tulungan tungo sa gusto nating pagbabago”, said PB Marila.
LGOO III Christian Red D. Mejia conveyed the message of DILG OIC-Secretary Catalino S. Cuy to the barangays. “Susi sa adhikain ng kasalukuyang administrasyon ng ating Presidente Rodrigo Roa Duterte ang isang bansang mapayapa na may pagkakaisa ng mga barangay at may ibayong kooperasyon ng mga mamamayan”, said OIC-Secretary Cuy in his message.
The Community Based Rehabilitation Program, Human Trafficking and techniques on the prevention and suppression of fire incidences were also discussed by the representatives from the local PNP and BFP.
Zambales PPOC & PADAC : Enhancing Peace and Order through Collaboration

The Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) in its continuing effort to strengthen interventions on the campaign against criminality and illegal drugs held its third quarterly joint meeting. In behalf of Gov. Amor D. Deloso, Vice Governor Angelica Magsaysay-Cheng presided the meeting on September 19, 2017 at the Zambales Training and Conference Center, Iba, Zambales
The activity was attended by the PPOC members, PADAC members, Municipal Mayors, DILG Provincial Director Armi V. Bactad, Supt. Oriano Mina, representative from PNP, BFP Provincial Fire Marshal C/Insp. Ronnie B. Barrera, NGA Representatives, Provincial Gov’t Head of Offices, CSOs and the media.
In her message Vice Governor Magsaysay-Cheng recognized the need to help victims of illegal drugs which inspired her to advocate a comprehensive rehabilitation program. The program which is in partnership with the religious sector is proposed to establish its facility at the municipality of Castillejos as majority of drug cases are recorded in the Southern part of Zambales. Major concerns have been discussed in the meeting including illegal drugs, illegal gambling, terrorism, and insurgency by the representatives from the PNP, AFP and PDEA.
PD Bactad had also briefly discussed the MASA MASID and CLIP program which are vital programs of the DILG in its pursuit to promote and maintain peace and order.
Participatory Planning: Uplifting the Lives of Zambalenos Through AMP

The DILG-Zambales, under the leadership of Provincial Director Armi V. Bactad, CESO V, spearheaded the conduct of the Participatory Project Prioritization Conference Workshop on September 8, 2017 at Vista Marina Hotel, SBFZ to ensure the alignment and responsiveness of the local development plans to the national goals and plans.
The activity, which was attended by the Municipal Mayors, Vice Mayors, members of the Local Development Council (LDC) Executive Committee and members of the Municipal Core Planning Team from the fourteen municipalities of Zambales, was a follow through to the recently concluded provincial strategic direction setting conference held on September 5-6, 2017 at Subic Travelers Hotel.
PD Bactad in her message conveyed her appreciation to the attendance and cooperation of everyone. She emphasized the need for the LGUs development plan to be responsive to the Sustainable Development Goals (SDG), Philippine Development Plan (PDP) and Ambisyon 2040 and enjoined everyone’s participation. “We were given the gift to ensure the progress of our municipalities, province and our country” said PD Bactad.
The process and guidelines for the Assistance to Municipalities (AMP) 2018 was discussed by LGOO V Cindy Cagalitan. The program aims to strengthen LDCs and provide fund to improve access to public goods and services.
Eligibility for the said program relies on the compliance of the LGU to the following; obtaining a Good Financial Housekeeping (GFH) mark from the DILG, LDC Functionality Assessment; and complying with both assessment and adoption of measures on Public Financial Management (PFM) as prescribed by the Department of Budget and Management (DBM).
