Botolan, Zambales. Another milestone of triumphs in the Indigenous Peoples’ (IPs) battle for equality in the municipality of Botolan was the assumption to office of Ms. Ladie M. De Leon as the new Indigenous Peoples Mandatory Representative (IPMR) in the municipality.

To give recognition on the affirmation of the National Commission on Indigenous Peoples (NCIP) to the recently installed IPMR, DILG Zambales Provincial Director Armi V. Bactad, CESO V, together with Hon. Doris E. Maniquiz, Municipal Mayor of Botolan, and Hon. Doris Ladines, Municipal Vice-Mayor of Botolan, awarded the Certificate of Recognition signed by DILG Regional Director Julie J. Daquioag, Ph.D., CESO III to Ms. De Leon on November 29, 2019.

Being the IPMR, Ms. De Leon will also seat as an ex-officio member of the Sangguniang Bayan to represent Indigenous Peoples/Indigenous Cultural Communities (IPs/ICCs).

Through this breakthrough, indigenous peoples hope that their concerns will reach the national government in the fulfillment of their goals and aspirations.

In line with the current Administration’s call to address society’s ill like corruption, unemployment, and regional income inequality, the Department of the Interior and Local Government (DILG) Zambales kickstarted a national advocacy campaign  for “surgical amendments” to the 1987 Constitution under the banner of CORE or Constitutional Reform.

DILG Zambales, led by Provincial Director Armi V. Bactad, CESO V, spearheaded the two-day conduct of Zambales CORE Provincial Roadshow series of activities at Balin Sambali, Iba and Botolan People’s Plaza, Botolan on November 27-28, 2019. Activities during the roadshow include Media Briefing, Town Hall Meeting, CORE Talk and “Balangayan”, attended by over a thousand provincial, municipal, city and barangay  officials, private media practitioners, government information officers, campus journalists and representatives from different youth sectors of the 13 Municipalities of Zambales and Olongapo City.

Iba, Zambales.  Congratulating the two municipalities of Zambales for passing the 2019 Seal of Good Local Governance (SGLG), Governor Hermogenes E. Ebdane, Jr. and DILG Zambales Provincial Director Armi V. Bactad, CESO V awarded plaque of commendation to the LGUs of Botolan and San Antonio led by Hon. Doris E. Maniquiz and Hon. Preciliano Ruiz, respectively, during the 4th Quarter Joint Provincial Peace and Order Council (PPOC) - Provincial Anti-Drug Abuse Council (PADAC) - Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) Meeting held at Balin Sambali, Iba, Zambales.

Said LGUs passed the redefined “All-in” assessment criteria composed of the following: financial administration, disaster preparedness, social protection, peace and order, business friendliness and competitiveness; environmental protection; and tourism, culture, and the arts.

The Seal of Good Local Governance (SGLG) is a coveted award given to localities that exhibit excellent governance and delivery of public service.

Likewise, the Municipalities of Masinloc, San Felipe, San Narciso, Sta. Cruz and Subic were also awarded with Certificate of Commendation for obtaining high compliance rating on the recently conducted road clearing validation on October 2, 2019.

GOVERNOR EBDANE APPOINTED BY PRRD AS REGIONAL PEACE AND ORDER COUNCIL III (RPOC III) CHAIR

In order to lead Central Luzon in sustaining peace and order,Hon. Hermogenes E. Ebdane, Jr., Governor and Peace and Order Council (POC) Chair of the Province of Zambales was appointed by President Rodrigo R. Duterte as the new Regional Peace and Order Council III (RPOC) Chairman.

Governor Ebdane, in his message, during the 4th Quarter Joint Provincial Peace and Order Council (PPOC) - Provincial Anti-Drug Abuse Council (PADAC) and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) Meeting on November 26, 2019 at Balin Sambali, Iba, Zambales, said that approach of RPOC will be different in his administration.

“What I envisioned is something similar to an Intelligence Oplan, where we have specific target, determine the available logistics and based on the lessons learned, we come up with solutions and follow it up. We have to make it a point to have a regular monitoring of these projects later on. I hope that this will be used as a template by other provinces and regions” said Governor Ebdane on his plans as the new RPOC Chair. 

 

The RPOC is the body that ensures a more comprehensive and effective coordination of government efforts and active participation of citizenry in the campaign against criminality and insurgency.

PEACE AND ORDER STAKEHOLDERS CONVENE FOR A PEACEFUL, ORDERLY AND SAFE PROVINCE OF ZAMBALES

In order to synchronize the efforts of different stakeholders in maintaining peace and order situation in the province of Zambales, the Provincial Government of Zambales led by Hon. Hermogenes E. Ebdane, Jr. in coordination with DILG Zambales headed by PD Armi V. Bactad, held the 4th Quarter Joint Provincial Peace and Order Council (PPOC) - Provincial Anti-Drug Abuse Council (PADAC) and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) Meeting on November 26, 2019 at Balin Sambali, Iba, Zambales.

Present during the activity were PPOC and PADAC Members, PTF-ELCAC Members, DILG Zambales Team, Chiefs-of-Police and other local functionaries.

PBGen Rhodel O Sermonia, Regional Director of Police Regional Office III, graced the activity. He updated the participants on the Philippine National Police implemented programs when it comes to its peace and order mandates.

 

Representatives from the 3rd Mechanized Infantry Battalion of the Armed Forces of the Philippines (AFP), Philippine Drug Enforcement Agency (PDEA) and Zambales Police Provincial Office (ZPPO) presented their reports on the current situation of Zambales focusing on the threats of Terrorism, Insurgency, Ending Local Communist Armed Conflict and Insurgency and Criminality and Illegal Drugs. Accomplishment Report and Ways Forward on the War on Drugs in Zambales were also presented on the said activity.

Hon. Hermogenes E. Ebdane, Jr. was also congratulated as the newly-appointed Regional Peace and Order Council Chairperson in Region 3.  

Another highlight of the said meeting was the awarding of certificates of commendation to the LGUs of Masinloc, San Felipe, San Narciso, Sta. Cruz and Subic which obtained high compliance rating on the recently conducted road clearing validation on October 2, 2019.

Likewise, the Municipality of Botolan and San Antonio were also awarded with Plaque of Commendation for passing the 2019 Seal of Good Local Governance (SGLG).
