DILG Zambales on Localization of PDP & SDGs: Increasing LGU’s Participation in the Realization of National Goals and Plans

To align the Municipalities’ development investment programs with the national, regional, and provincial strategic priorities, the DILG Zambales facilitated the Provincial Workshop for the FY 2019 Philippine Development Plan (PDP) 2017-2022 / Sustainable Development Goals (SDG) Localization Activities: Aligning Plans and Budgets to the Provincial Results Matrices Committed Targets on November 18-19, 2019 at Vista Marina Hotel and Resort, Subic Bay Freeport Zone.
The 2-day seminar aimed to localize the Sustainable Development Goal indicators at the national and regional levels, and to adapt the Provincial Results Matrices to these development and recalibrate the indicators and targets.
In her message, PD Armi V. Bactad, CESO V, DILG Provincial Director of Zambales stated that the purpose of the activity is to ensure that the Programs and Projects of the LGUs are aligned with the Development Plans of the National Government, as well as with the United Nations’ Agenda 2030 for Sustainable Developments
The activity was attended by the Municipal Planning and Development Coordinators (MPDCs) and staff of the thirteen (13) Municipalities of Zambales, technical staff from the Provincial Treasurer’s Office (PTO) and Planning and Development Office (PPDO) of the Provincial Government of Zambales.
DILG Cluster Team Leader (CTL) Melissa D. Nipal, and PEO IV Corazon Juguilon of the PPDO, discussed the Guidance on the FY 2019-2022 Philippine Development Plan and the Sustainable Development Goals Localization and emphasized the importance of the PDP-SDG in the planning process among the municipalities of the Province of Zambales and Provincial Results Matrix for the FY 2018 Accomplishments, Financing Priority Projects and Programs, respectively.
The Provincial Workshop for the PDP-SDG strives to attain the strong foundation for more inclusive growth, highly-trusted and resilient society, and globally competitive economy.
DILG Zambales, VMLP and PCL Zambales Chapters Team-up in Enriching Local Officials’ Capacities Towards an Effective Local Legislation

With the end vision of improving the knowledge, skills and attitudes of the local legislators of the Province of Zambales, the Department of the Interior and Local Government (DILG) Zambales, under the leadership of Dir. Armi V. Bactad, CESO V, conducted the “Seminar on Local Legislation: Enriching The Capacities of Local Officials Towards an Effective Local Legislation” on November 18-20, 2019 at Vista Marina Hotel And Resort,Subic Bay Freeport Zone (SBFZ).
The seminar, which is conducted in cooperation with the Zambales chapters of the Vice Mayors League of the Philippines (VMLP) and the Philippine Councilors League (PCL), had more than a hundred participants which included vice mayors and sangguniang bayan members from the thirteen municipalities of Zambales.
Topics on budget preparation and limitation, local legislation, recent opinions from DILG and jurisprudence from the Supreme Court and etc. were discussed by Ms. Jenina Pineda, Supervising Budget and Management Specialist, Atty. Charmaine Jacqueline I. Paulino, DILG Region III Legal Officer and Atty. Ofelio A. Tactac, Jr., CESO V, DILG Aurora Provincial Director. Various programs, projects and activities (PPAs) of the DILG was also discussed by PD Bactad.
DILG Zambales on SubayBAYAN Follow-Through Activity: Leveling Up commitment on governance transparency

Pursuant to the implementation of SubayBAYAN or the “Subaybayan ang Proyekto ng Bayan”, as the department’s official platform of transparency in LGU’s implementation of Locally Funded Projects, the Department of the Interior and Local Government – (DILG) Zambales capacitated and trained its Field Officers and LGU SubayBAYAN Focal Persons during the conduct of SubayBAYAN Follow-Through Training-Workshop on November 12, 2019 at Vista Marina Hotel and Resort, Subic Bay Freeport Zone.
The activity was facilitated by the DILG Zambales headed by Provincial Director Armi V. Bactad, CESO V, in coordination with the DILG Central and Regional Office.
Present during the activity are the DILG Zambales Field Officers, DILG Zambales Locally-Funded Projects (LFP) Team, DILG Olongapo City staff, DILG Region III staff, and SubayBAYAN Focal Persons from the 13 municipalities of Zambales, Provincial Government of Zambales (PGZ) and Olongapo City.
