Pursuant to the implementation of SubayBAYAN or the “Subaybayan ang Proyekto ng Bayan”, as the department’s official platform of transparency in LGU’s implementation of Locally Funded Projects, the Department of the Interior and Local Government – (DILG) Zambales capacitated and trained its Field Officers and LGU SubayBAYAN Focal Persons during the conduct of SubayBAYAN Follow-Through Training-Workshop on November 12, 2019 at Vista Marina Hotel and Resort, Subic Bay Freeport Zone.
The activity was facilitated by the DILG Zambales headed by Provincial Director Armi V. Bactad, CESO V, in coordination with the DILG Central and Regional Office.
Present during the activity are the DILG Zambales Field Officers, DILG Zambales Locally-Funded Projects (LFP) Team, DILG Olongapo City staff, DILG Region III staff, and SubayBAYAN Focal Persons from the 13 municipalities of Zambales, Provincial Government of Zambales (PGZ) and Olongapo City.
DILG Zambales and Provincial Government of Zambales: Gearing towards Improved, Functional and Updated Roads and Bridges Information thru a Web-based system

To further assist the Provincial Government of Zambales in the achievement of Governance Reform Targets under their Provincial Governance Reform Roadmap (PGRR), the Department of the Interior and Local Government (DILG) Zambales facilitated the conduct of Training on Roads and Bridges Information System (RBIS) and Geographic Information System (GIS) under the Conditional Matching Grant to Provinces (CMGP) Program on October 15-17, 2019 at Vista Marina Hotel and Resort, Subic Bay Freeport Zone (SBFZ).
The 3-day activity aimed to capacitate the technical staff of Local Government Units (LGUs) in updating their RBIS portal and local road network map. Last October 2018, the DILG, thru the Office of Project Development Services (OPDS), have launched the Roads and Bridges Information System (RBIS), a web-based system used to capture roads and bridges inventory data. The system provides the Department with information for policy formulation, budget allocation, monitoring, and reporting. It is also a tool to assist the LGUs in road planning and priority setting for road improvements and maintenance.
The activity was attended by the Municipal Engineers, Municipal Planning and Development Coordinators (MPDCs) and GIS experts of the 13 Municipalities of Zambales as well as the technical staff from the Provincial Engineering Office (PEO) and Provincial Planning and Development Office (PPDO).
Information System Analyst (ISA) II Clyde B. Malicay, ISA III Nikko D. Baesa, ISA I Maureen Mae Sotto and Administrative Assistant (ADAS) III Jay Lord Francisco of the DILG-OPDS discussed the features of the online system, the roles and responsibilities of the users and operators of the system, and the process of data validation and updating in the RBIS. They also provided demonstration on the use of the system and simulation exercises.
PGRR is a governance reform plan under the implementation of the CMGP for four years (2019-2022) in seven (7) key reform areas on Local Road Management (LRM) and Public Financial Management (PFM). It consists of annual targets and strategies to be achieved by the Provincial Government to efficiently and effectively plan, design, implement, and maintain the local road network of Zambales.
DILG, in its commitment to strengthen capacities of PLGUs in local road management, has provided several Capability Development (CapDev) trainings in the achievement of the reform targets in 2018 and this year, 2019. These CapDev interventions served as avenues to support the PLGU towards the achievement of envisioned socio-economic development of the Province.
EFFICIENT PERFORMANCE OF CASTILLEJOS’ BARANGAY TANODS EYED

Castillejos, Zambales. The Peace and Order and Public Safety Cluster and the Liga ng mga Barangay of Castillejos joined forces to capacitate the Barangay Tanods of the 14 barangays of Castillejos on October 11, 2019 at the Rooftop of the Municipal Hall. 205 Barangay Tanods attended the “Capacity Enhancement Training” provided by the Department of the Interior and Local Government (DILG) and the Castillejos Municipal Police Station which aimed to continuously capacitate Barangay Tanods in the performance of their duties and responsibilities. MLGOO Sheryl Ann Q. Dungca provided an overview on why there is a need to conduct such activity and gave emphasis on the contributions the force-multipliers give to the barangay as well as to the Philippine National Police. She said that, as Barangay Tanods, they are the extension of the Punong Barangays and the Police in maintaining and ensuring peace and order in their respective barangays.
P/SSGT Bryon Rey Dayao of Castillejos Municipal Police Station discussed the different roles and responsibilities of Barangay Tanods. Various scenarios were presented to help familiarize the barangay tanods how to deal with them.
Hon. Romeo D. Calimlim II, Liga ng mga Barangay President, thanked all the barangay tanods for their continued services despite the low amount of honoraria they receive as tanods. He assured them that as Peace and Order Committee Chair, he will continue to lobby benefits in exchange for their service.
Hon. Eleanor De Jesus-Dominguez, in her message, expressed her gratitude to Barangay Tanods for their support and service. She asked everyone to be one with the Municipality in the fight against criminality, drugs and terrorism. She added that everyone should do their part to ensure that the municipality will maintain its peaceful and orderly state.
Finally, the activity also served as a venue for the distribution of incentives to performing barangay tanods of Castillejos.
