Zambales advocates a Peaceful, Safe and Gender Responsive Barangays

The Liga ng mga Barangay – Zambales Chapter with its President, Hon. Romelino R. Gojo in coordination with the Department of the Interior and Local Government Zambales under the leadership of PD Armi V. Bactad conducted a Seminar-Workshop on Gender Responsive Barangays and Barangay Peace and Order and Public Safety Plan (POPSP) Formulation on May 10-12 and 16-18, 2017 at Vista Marina Hotel, SBFZ.
It was attended by the Punong Barangays, Sangguniang Barangay Members, Barangay Secretaries, Barangay Treasurer and other barangay functionaries from the thirteen Municipalities of Zambales who actively participated in the series of workshops and planning process.
The POPSP is a three year comprehensive action plan of the barangay that focuses on the measures to protect the community, establish order and prevent the increase of crimes. LGOO VI Fortunato Abraham III discussed the workshop guidelines and emphasized the need to align the efforts of the barangay to the national and local goals and prevailing peace and order issues. “Hindi sapat ang pwede na or bahala na pamamaraan, kailangan ito ay tugma at sakto sa ating pangangailangan”, said LGOO VI Abraham.
PD Bactad encouraged the participants to share the knowledge they acquired during the seminar and use it in accomplishing their plans. “Ang activity po na ito ay hindi lang para sa inyo; ito po ay parte ng inyong sinumpaang tungkulin na mapabuti ang inyong barangay, ang inyong bayan at ng buong Zambales”, said PD Bactad.
Likewise, the formulation of the Gender and Development (GAD) Plan was discussed highlighting the vital points in the planning process.
The activity is in line with the continuous efforts of the national government to attain a safe, secure, peaceful and gender responsive community.
DILG Grants P49.773M to the 3 LGUs of Zambales

The Department of the Interior and Local Government (DILG) grants a total of P49.773M of development fund to the local government units of Botolan, Masinloc and Sta. Cruz under the Assistance to Disadvantaged Municipalities (ADM) Program.
The municipalities are included among the first batch of recipient of the ADM Fund wherein, the municipality of Botolan receives P17.513M, while Masinloc receives P16.788M and Sta. Cruz receives P15.472M.
The ADM is a new program consistent with the advocacy of the national government to empower local government units and increase citizen’s access to basic facilities. It also aims to address the fiscal gap in the LGUs and to promote transparency and good governance. Projects under this program include water system, evacuation facility, local access roads, small water impounding and sanitation and health facilities.
The grant of the ADM Fund is based on the local government unit’s compliance with the requirements of the DILG Seal of Good Financial Housekeeping (GFH) and Department of Budget and Management (DBM) Public Financial Management System.
The determination of the budget cap per recipient municipality is based on the following factors: a.) Equal share (58%); b.) Per capita share (20%); c.) years-based share computed from previous national government allocations to the municipality (19%); and d.) Share for good performance as determined by DILG (3%).
The remaining ten municipalities of the Province of Zambales will be receiving a total of P159.445M on the second batch of ADM Fund release.
Makialam! Makilahok! Makiisa! : Urging a Participatory Barangay Assembly

In line with the theme Sulong Kontra Droga, Krimen at Katiwalian, Makialam! Makilahok! Makiisa! Pederalismo, Dito sa Barangay Mismo, the barangays in Zambales, spearheaded by the Punong Barangays and their Councils conducted their respective Barangay Assemblies from March – April 2017.
The event was attended and participated by the barangay residents, local officials and functionaries, Civil Society Organizations and National Government Agency representatives from DILG, PNP and BFP.
The barangays provided massive information campaign and discussed relevant programs and projects to curb the proliferation of illegal drugs. Likewise, the MASA MASID Program was also emphasized wherein volunteers are urged to join as partner implementers. Other programs such as Disaster preparedness, full disclosure policy, solid waste management, health and sanitation, education, sports, youth development and Kasambahay Law were also discussed.
It also served as a venue in advocating “PHederalism” in order to solicit support and increase awareness in the barangay level. This is a play on the words “Philippines" and “federalism,” that refers to the Philippines’ own model of the federal system of government.
The conduct of Barangay Assembly is in compliance with DILG Memorandum Circular No. 2017-31 dated February 13, 2017, Section 397 (b) of Republic Act No. 7160 or the Local Government Code of 1991 which mandates all barangays to conduct their barangay assemblies at least twice a year to hear and discuss the semestral report of the barangay concerning its activities and finances as well as problems affecting the barangay.
