DILG Zambales conducts POPS Planning Workshop

The Department of the Interior and Local Government of the Province of Zambales under the supervision of Provincial Director Armi V. Bactad, CESO V conducted the planning-workshop on the Peace and Order and Public Safety (POPS) Plan for the year 2017-2019 on November 8, 2016 at the Zambales Training and Conference Center, Iba, Zambales.
It was attended by the Provincial Peace and Order Council (POC) Technical Working Group headed by POC Chairperson Gov. Amor D. Deloso, POC Vice Chairperson Vice Governor Angelica E. Magsaysay-Cheng, Provincial Head of Offices and representatives of NGAs and CSOs.
Governor Deloso said that the province is fortunate to have few problems when it comes to peace and order. He also stated that the love is the supreme law and all things boils down to the lack of concern for others.
“Help me in developing the sense of patriotism among Zambalenos“ Governor Deloso said. He also stated that he would like to maintain a politics of performance while ensuring peace and order in the province.
According to Vice Governor Angelica E. Magsaysay, the holistic approach through the POPS planning in addressing peace and order issues is important.
“It is nice to have this plan in paper but I hope we can do this in action” Vice Governor Magsaysay said.
The activity is pursuant to the DILG MC 2015-128 mandating all POC levels to craft their three (3) year POPS Plan to be implemented for the period of 2017-2019.
DILG ZAMBALES LAUNCHES MASA MASID

The provincial launch of the MASA-MASID Program was conducted through the collaborative efforts of DILG Zambales headed by Provincial Director Armi V. Bactad and the Zambales Provincial Government under the leadership of Governor Amor D. Deloso on November 4, 2016 at the Zambales Training and Conference Center, Iba, Zambales.
Invited guests includes DILG Regional Director Florida M. Dijan, DPA, CESO III, Office of the Governor Representative Atty. Izelle Iamly Deloso, Office of the Vice Governor Representative Mr. Laurence Edano, PSSupt. Christopher J. Mateo, PDEA Representative Christian De Honor, Municipal Mayors, LNB Regional President Romelino R. Gojo, members of the Provincial Anti-Drug Abuse Council (PADAC) and Provincial Peace and Order Council, Liga ng mga Barangay Presidents, MLGOOs, Chiefs of Police, representatives of the Municipal Anti-Drug Abuse Council (MADAC), representatives of the Faith Based Organizations/Interfaith Groups, Media and other CSOs in the Province.
RD Dijan in her keynote speech, congratulated the Province of Zambales for the successful conduct of the Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Iligal na Droga (MASA-MASID) Program launch. She emphasized the cooperation of all sectors aside from the local officials in the promotion, implementation and monitoring of the MASA-MASID Program.
“Ang mabuting pamamahala ay hindi dapat monopolya lang ng iilan, ito ay dapat produkto ng sama-samang pagkilos” said RD Dijan.
She also encouraged everyone to be the kind of people who make things happen to ensure the success of the program. “Tayo ay dapat makiisa, makialam at makilahok ng walang hinihintay na kapalit o bayad” said RD Dijan.
MASA MASID Is a barangay based anti-criminality, anti-corruption and anti-illegal drugs program which encourages multi-sectoral partnership through volunteerism. This is through the creation of the MASA MASID teams that will advocate programs pursuing community based rehabilitation in each affected barangays.
On behalf of Honorable Governor Amor D. Deloso, Atty. Izelle Iamly P. Deloso delivered a message of support. She stated that everyone has a role to play in our war on drugs and had quoted “I am only one; but I am still one. I cannot do everything; but still I can do something; and because I cannot do everything, I will not refuse to do something I can do”. She also asked for everyone to take this matter seriously and said that the provincial government will not only provide financial support but also continuously advocate the program in coordination with the DILG.
The event ended with the signing of the Pledge of Commitment by the participants.
Municipality of San Felipe, Zambales Receives DILG Seal of Good Local Governance

The Municipality of San Felipe has been conferred with the 2016 Seal of Good Local Governance (SGLG) award by the DILG during the SGLG National Conferment Ceremony held on October 27, 2016 at Sofitel, Philippine Plaza, Manila. The ceremony was graced by Senator Sonny Angara, Senator Loren Legarda and distinguished DILG officials led by SILG Ismael “Mike” D. Sueno, USEC Austere A. Panadero and delegates from the three hundred six (306) Local Government Units (LGUs) nationwide who passed the much coveted seal of good local governance.
Municipal Mayor Atty. Carolyn S. Farinas together with DILG R3 RD Florida M. Dijan, ARD Araceli A. San Jose, PD Armi V. Bactad and LGOO VI Deborah A. Mangayan accepted the SGLG glass marker in recognition of the municipality’s remarkable performance.
The SGLG conferment ceremony is part of the culminating activity of the 25th anniversary of the Local Government Code wherein SILG Mike D. Sueno in his message encouraged all the awardees to continuously raise their standard in public service. He also said that local officials should not relax nor be complacent after receiving the seal, instead they should strengthen their engagement and interaction with other sectors in improving their service and systems in order to make this nation greater than before. SILG Sueno also expressed his appreciation to the National and Regional Assessment Teams, Civil Society Organizations as well as the MLGOOs who patiently participated on the tedious process of assessing and measuring compliance of the LGUs. He also reported that despite of the upscaled SGLG indicators, there is a remarkable increase of 20% in LGU passers from 254 to 306 from 2015 to 2016.
The SGLG also known as “Pagkilala sa Katapatan at Kahusayan Ng Pamahalaang Lokal,” is awarded to LGUs who achieved exemplary performance in the delivery of basic services to their constituents.
