                 AN AUDIO VIDEO PRESENTATION    

The Philippine Councilors League (PCL) Zambales Chapter held their 2016-2019 election of officers on August 5, 2016 at the Subic Peninsular Hotel, SBMA. The Department of the Interior and Local Government (DILG) Provincial Director Armi V. Bactad, CESO V served as the chair of the PCL COMELEC along with Secretary to the Sangguniang Panlalawigan Katherine Fan and Sangguniang Bayan Member Nelson Mayola of Masinloc, Zambales. PCL National Representative and Interim National Executive Vice President Hon. Benito J. Brizuela was also present during the activity and attested the winners of the election.

The race for the presidency  was closed with only two (2) votes lead for Hon. Gigi Ejanda Juarez, Masinloc who garnered a total of fifty-eight (58) votes against Hon. Isagani Q. Yap, Iba who obtained fifty-six (56) votes.

Three candidates vied for the vice-presidential seat and Hon. Raymundo V. Navarro, Castillejos was declared as the winner with a total of forty-two (42) votes against Hon. Ramil T. Ablian, San Felipe with thirty-six (36) votes and Hon. Atty. Genaro Montefalcon, Iba with thirty-five (35) votes. The last slot for the Federation Director was decided through a toss coin as Hon. Mary Ann R. Quiba, San Felipe and Hon. Alexis Q. Rodriguez, San Marcelino tied with forty-five (45) votes. In the end, Hon. Rodriguez was declared as the 8th member of the Federation Director.

The elected officers were proclaimed after the votes had been validated and took their oath before Hon. Brizuela. The newly elected officers are:

The League of Municipalities of the Philippines (LMP) Zambales Chapter held their 2016-2019 election of officers on August 4, 2016 at the Prime Asia Hotel, Angeles City. Witnesses during the event were DILG Provincial Director Armi V. Bactad, CESO V and LMP

Representative from the National Office, Ms. Carmelita A. Tinio who attested the result of the election.

 

Led by the LMP Election Committee with Hon. Elvis R. Soria, Hon. Jocelynn B. Apostol and Hon. La Rainne A. Sarmiento as members, the election was conducted and Hon. Estela D. Antipolo, Municipal Mayor of San Antonio was elected as the new LMP President.

Provincial Director Armi V. Bactad of the Department of the Interior and Local Government (DILG) Zambales together with Regional Liga ng mga Barangay President Romelino R. Gojo led the awarding of the plaque of excellence to Barangay San Juan, Botolan last July 5, 2016 during the inaugural session of the Sangguniang Bayan members for winning as second runner up in the 2016 Regional Lupong Tagapamayapa Incentive Awards for 1st-3rd Class municipalities category. 

Municipal Mayor Doris Maniquiz-Jeresano, showed her unwavering support to the lupon by giving a cash incentive of Php 40,000.00. The Local Government Unit of Botolan had previously funded the construction of the Lupon Building of Barangay San Juan worth Php 286,763.00 when they were adjudged as the municipal and provincial winner in the same category. A Plaque of Commendation from former Governor Hermogenes E. Ebdane, Jr. was also awarded for representing the province in the said competition.

Punong Barangay and Lupon Chairperson Monica V. Diago delivered her acceptance message and stressed the importance of commitment of each member in ensuring that the Lupong Tagapamayapa is functional.

Punong Barangay Monica V. Diago was also conferred with a plaque and cash award of Php 10,000.00 for being the 2016 Outstanding Punong Barangay of the province.

The Lupong Tagapamayapa Incentives Awards (LTIA) was established pursuant to Section 406 (b) of the LGC of 1991 which mandates the DILG to grant economic and other incentives to Lupong Tagapamayapa (LT) for their outstanding contributions to attain the objectives of the Katarungang Pambarangay.

Barangay Sto. Niño, San Felipe, Zambales was awarded the Most Outstanding Lupong Tagapamayapa - Regional Level, 4th to 6th Class Municipalities Category. DILG Zambales Provincial Director Armi V. Bactad, CESO V, represented Regional Director Florida M. Dijan, DPA, CESO III, in presenting the “Award of Excellence” and a check amounting to Php 50,000.00 to Punong Barangay Sir Alfred A. Abille, together with the Lupon Members during the flag raising ceremony and grand inauguration of the newly-elected officials of San Felipe, Zambales on July 4, 2016. Likewise, a Plaque of Commendation from former governor Hon. Hermogenes E. Ebdane, Jr. was also presented to the barangay being the LTIA provincial winner under the same category.

This is the second time that the barangay received this prestigious award for the lupon’s efficiency and effectivity in implementing the Katarungang Pambarangay. The municipal officials of San Felipe headed by Mayor Carolyn S. Fariñas, LNB Regional President Col. Romelino R. Gojo, department heads, representatives of the national government agencies, municipal employees, and barangay officials witnessed the awarding ceremony.

The Lupong Tagapamayapa Incentives and Awards (LTIA) was established to institutionalize a system of granting recognition and economic benefits to outstanding lupon who displayed exemplary performance on dispute and conflict resolution at the grassroots level.

Pinatubo crater                                                 DILGSeventeen (17) strong and dedicated personnel of the Department of the Interior and Local Government (DILG) – Zambales team headed by Provincial Director Armi V. Bactad, took the challenge of the extreme thrilling trails of one of the most famous volcano in the Philippines, the Mt. Pinatubo.

Mt. Pinatubo was unknown to most people until its climactic eruption back June 15, 1991. The catastrophic event had been recorded as the second largest volcanic eruption of the 20th century. However, after several years, Mt. Pinatubo is now considered as one of the most recommended tourists spot in Central Luzon, holding its beauty that covers its tragic past.
                      
 
                            
                                                                                                                                                                                                                                                   
                                                                      The different trails of the trekking challenge
At 6:30a.m., the team travelled for an hour from Barangay San Juan, Botolan, Zambales to a campsite at Barangay Villar, Botolan, Zambales through a vehicle called by the tour guides as “Saddam”. It was like a roller coaster ride travelling ups and downs the hills of lahar deposits passing through the grand canyons of lahar formations. The team started the trek at around 8:00a.m., upon arrival at the campsite.

It took three hours of trekking before reaching a rest station at the foot of the mountain, passing through two mountains with different types of trails: the dried streams, grasslands at the Aeta community, steep and stony course going down a valley of lahar formations, and crossing through small streams along with boulders and rocks. From the rest station was another 20-30 minutes of trekking going up until the crater.

                     When the team reached the crater at around 11:30 a.m., it had revealed the excitement and gladness from their faces after all the pain of the body through the tough trail of trekking. It was that the blissful scenery will definitely make all the efforts so worth it upon seeing the beauty of the majestic crater. The blue-green lake on a gray-brown crater was a sight to behold.                                                                                                                                                                                                                                                                                                                                                          
After some photo-ops, the team ate their packed lunch and took some rest enjoying the amazing backdrop. Then the team decided to go back the campsite at 12:30p.m., leaving the magnificent setting of Mt. Pinatubo that had been destructive but truly majestic.s from their faces after all the pain of the body through the tough trail of trekking. It was that the blissful scenery will definitely make all the efforts so worth it upon seeing the beauty of the majestic crater. The blue-green lake on a gray-brown crater was a sight to behold.

The Department of Interior and Local Government (DILG)-Zambales appraised the team’s performance duringthe Mid-year Assessment and Program Review cum Team Building held last May 30-31, 2016 at Forest View, SBMA, Zambales.

Provincial Director Armi V. Bactad expressed her appreciation with the full support of the team to the activity and had noted the visible excitement on everyone’s faces. She had reminded everyone on the future challenges that the Department may face and had given words of wisdom on how to overcome these challenges.

“We have to anticipate new challenges along with the new administration. Just always bear in mind these three guiding principles that will surely help us in achieving our goals: Love your Department, Love your Team and Love each member of the Team” said PD Bactad.

The activity also serves as a venue to deepen the camaraderie among the members of team Zambales. Several group activities were conducted that aims to help the team in realizing the importance of team communication and teamwork.

Another highlight of the activity is the send-off party for LGOO V Teresita R. Ola in recognition of her thirty seven (37) years of dedication and loyalty to the Department.
