The Liga ng mga Barangay (LNB) Zambales Chapter headed by Liga President Romelino R. Gojo in coordination with the Department of the Interior and Local Government (DILG) Zambales under the leadership of Provincial Director Armi V. Bactad, CESO V conducted the 2017 Provincial Liga ng mga Barangay Convention on February 14-16, 2017 at the Baguio Convention Center, Baguio City.

The activity was graced by Vice Governor Angelica Magsaysay, DILG Regional Director Julie J. Daquioag, Ph.D., CESO IV, DILG Task Team on Federalism namely Dr. Enerico Sampang and Ms. Dindi Tan and the barangay officials of the province.

With the theme “Gearing up for the Changing Times: A Glance at Federalism and Intensifying Campaign Against Illegal Drugs, the activity aims to prepare and equip the participants with knowledge on the current priority programs of the national government.

LNB President Gojo in his message urged the cooperation of all barangay officials saying “Magsama-sama at magkaisa para sa implementasyon ng mga programa ng pamahalaan”.

Primary programs and activities of the DILG were also given emphasis by DILG RD Daquioag.  She praised the initiative of the LNB for conducting the event and remarked that Zambales is united and worked as a team.

The event also served as a venue to discuss the salient points of Federalism where the barangay officials eagerly listened and their queries were given clarification.

The Provincial Government of Zambales in coordination with the Department of the Interior and Local Government (DILG) conducted the Seal of Good Local Governance (SGLG) Utilization Conference on February 09, 2017 at the Sangguniang Panlalawigan Session Hall, Provincial Capitol, Iba, Zambales.

The activity was attended by Atty. Izelle Iamly P. Deloso Administrative Head, Mr. Lawrence Edaño, Representative from the Office of the Vice Governor, Heads of Offices and representatives from the National Government Agencies.

DILG Provincial Director Armi V. Bactad said in her message that the Department is the LGUs partner in ensuring delivery of apt and responsive service to the people. “Lahat ng meron tayo at ginagawa natin ay dahil binigyan tayo ng pagtitiwala na magampanan ang mahusay na pagseserbisyo”, said PD Bactad.

The Governance Assessment Report was presented and communicated to the functionaries giving emphasis to the areas not complied during the last validation. This initiative is one way of ensuring good results for the next assessment.

Atty. Izelle Iamly P. Deloso shared that the vision of Governor Amor Deloso for the Province of Zambales is to become a Government of the People and not an administration of statistics and numbers. She said that while aiming for the seal, the provincial government should foremost aim to be recognized by the Zambaleños for their unwavering efforts in delivering services to the people and upholding good governance.

The Department of the Interior and Local Government (DILG) Zambales awarded a total amount of Fourteen Million Five Hundred Twenty Thousand Pesos (P14,520,000.00) to the municipalities of Palauig, San Felipe, Subic and San Marcelino on December 29, 2016 at the DILG Provincial Office, Iba, Zambales.

DILG Zambales Provincial Director Armi V. Bactad, CESO V together with Program Manager Cindy C. Cagalitan, Municipal Local Government Operations Officers (MLGOOs) Ofelia D. Delamarca and Sheryl Ann Q. Dungca awarded the checks to LGU Functionaries and Representative. The Municipalities of Palauig and Subic receive Five Million Pesos (P5, 000,000.00) each while San Felipe receive Two Million Pesos, for the implementation of their Community Based Monitoring System (CBMS). On the other hand, the Municipality of San Marcelino receives the 2nd tranche of their SALINTUBIG FY 2015 amounting to Two Million Four Hundred Thousand Pesos (P2, 400,000.00) and One Hundred Twenty Thousand Pesos (P120, 000.00- 2nd tranche) of BUB project- purchase of rescue equipment.

The DILG through the BUB and SALINTUBIG projects aims to develop and scale up the capacities of LGUs towards the achievement of inclusive growth and poverty reduction for the country.

SALINTUBIG

The Department of the Interior and Local Government (DILG) granted the Municipality of San Marcelino, Zambales with Nine Million Six Hundred Thousand Pesos (P9, 600,000.00) under the 2015 Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) Program on December 15, 2016 at Vista Marina Hotel and Resort, Subic Freeport Zone, Subic, Zambales.

DILG Region III Assistant Regional Director Araceli A. San Jose, CESO V together with DILG Zambales Provincial Director Armi V. Bactad, CESO V awarded the check to Municipal Mayor Elvis R. Soria, with his department heads, during the Seminar-Workshop on the Formulation of Peace and Order Public Safety (POPS) Plan for Local Government Units (LGUs) of Zambales.

The check is the 80% of the total 2015 SALINTUBIG fund allocation amounting to Twelve Million Pesos (P12, 000,000.00) for the “Expansion of the Level III Water Supply System at Barangay San Rafael” project. To date, the opening of bids for the project was conducted on December 12, 2016 and is now at the post qualification process.

The SALINTUBIG Program provides financial grant to increase water access and sanitation services to reduce the incidence of water borne diseases in the community.

The Department of the Interior and Local Government Zambales, with the supervision of Provincial Director Armi V. Bactad, CESO V, facilitated the formulation of the CY 2017 to 2019 Peace and Order Public Safety (POPS) Plan of the thirteen (13) Municipalities and the Provincial Government of Zambales on December 15-16, 2016 at the Vista Marina Hotel and Resort, Subic Bay Freeport Zone, Subic, Zambales.

In attendance were DILG Region III Assistant Regional Director Araceli A. San Jose, CESO V, LGOO VI Fortunato M. Abraham III, Municipal Mayors Hon. Jose Angelo M. Dominguez, Castillejos, Hon. Elvis R. Soria, San Marcelino, Hon. Estela D. Antipolo, MD, San Antonio, Hon. Carolyn S. Fariňas, San Felipe, and Hon. Luisito E. Marty, Sta. Cruz, the members of the 13 MPOCs and PPOC in the Province of Zambales.

ARD San Jose in her message signified the strong support of the Department to the province in their endeavor to build peaceful and safe communities. She also challenged everyone to seriously plan and ensure its implementation. “Let us do our best to have a good plan and do better with the implementation”, said ARD San Jose.

The activity aims to enhance the knowledge of the members of the Local Peace and Order Councils (LPOCs) on the general framework and structure of the Peace and Order Public Safety (POPS) Planning. The POPS Plan is the three (3)-year comprehensive and concerted action plan of an LGU that aims to attain a safe, secure, peaceful and progressive community.

The Department of the Interior and Local Government (DILG) awarded three Million Pesos (P3,000,000.00) Performance Challenge Fund (PCF) incentive to the Municipality of San Felipe during the Seal of Good Local Governance (SGLG) Awarding Ceremony on November 28, 2016 at Fontana Convention Center, Clarkfield, Pampanga. The PCF incentive was received by Municipal Mayor Atty. Carolyn S. Farinas together with PD Armi V. Bactad, CESO V.

The activity was graced by DILG Assistant Secretary Rico Judge Echiverri, DILG R3 RD Florida M. Dijan, ARD Araceli A. San Jose, DILG Provincial Directors and delegates from the different Local Government Units (LGUs) that demonstrated excellent performance in promoting transparency, accountability and good governance.

The PCF is an incentive given to LGUs that exemplify good governance performance in the areas of transparency, accountability, participation and service delivery. This financial grant aims to finance development projects of the LGUs.
