The Department of the Interior and Local Government (DILG) in coordination with the Provincial Government of Zambales initiated the conduct of the Provincial Seal of Good Local Governance (SGLG) Orientation/Pre-Assessment Conference on March 14, 2017 at the Zambales Training and Conference Center.

The event was conducted into two (2) sessions and attended by MLGOOs, Department Heads and representatives from the National Government Agencies from the thirteen (13) municipalities and the Provincial Government. It was facilitated by SGLG Regional Focal Person LGOO VI Fortunato M. Abraham III, LGOO II Madam Casey Buenaventura and LGOO II Clarissa Dimatulac.  

Provincial Director Armi V. Bactad welcomed the participants and acknowledged the important role of everyone in ensuring that all LGUs will exemplify good governance. “kayo po ay binigyan ng pagtitiwala para maiayos ang LGU, lahat tayo ay may kanya-kaniyang role para mapabuti ang mga taga-Zambales” said PD Bactad.

The activity served as a venue to communicate the result and analysis of the 2016 SGLG Assessment and the 2017 Pre-assessment Survey. The new indicators for this year’s assessment were also discussed and given emphasis.

In continuing to capacitate LGUs on gender and development (GAD), the DILG Zambales Team led by Provincial Director Armi V. Bactad facilitated the conduct of the Seminar on Gender Responsive LGUs at the Vista Marina Hotel, SBFZ last March 22 to 23, 2017.

It aimed to enrich the information and knowledge of the concerned local officials in carrying out their roles and responsibilities on gender and development along with the requirements that are in consonance with their tasks.  The activity was attended by the Sangguniang Bayan Members, Department Heads of the different LGUs and of the provincial government, along with the MLGOOs and DILG Provincial staff.

Provincial Director Bactad emphasized the need for the continuous integration and institutionalization of GAD to the different processes of the LGUs to ensure that their programs and projects are gender responsive.

Assistant Regional Director Araceli A. San Jose who also graced the occasion encouraged everyone to actively participate in the activity. “Pagdating natin sa ating mga LGUs, we will be able to craft more gender responsive programs so I urge everyone of you to participate “said ARD San Jose.

The two-day activity was facilitated by LGOO VI Ms. Lydia D. Mauricio-Baltazar of DILG Bulacan, who is also the accredited GAD Trainor of DILG Region III.  Among the issues and concepts she discussed include Gender Mainstreaming, the use of Harmonized Gender and Development Guidelines (HGDG) in projects and activities, and the Gender and Development Plan and Budget.  Each LGU also made an Action Plan for the implementation of GAD programs and projects in their respective areas, including the submission of the CY 2016 GAD Accomplishment Report and CY 2018 GAD Plan and Budget.

The Department of the Interior and Local Government (DILG) Zambales Team welcomes the newly appointed DILG Regional Director Julie J. Daquioag, Ph.D., CESO IV on her first official visit to the province on February 27, 2017.

RD Daquioag along with Assistant Regional Director Araceli A. San Jose and Provincial Diretor Armi A. Bactad paid a courtesy visit to Governor Amor D. Deloso.

The field officers and the provincial staff of the DILG Zambales were also met by RD Daquioag wherein she shared inspirational messages and encouraged everyone to be part of the triumphs of DILG Region III.

She added that changes are expected to come but the Department will remain the same so she calls for everyone’s commitment to ensure that we could achieve the vision of the department. “Make DILG as your way of life”, said RD Daquioag.

ALL LGUs

The Department of the Interior and Local Government (DILG) conducted Seal of Good Local Governance (SGLG) Utilization Conference in all thirteen (13) municipalities of Zambales. The undertaking was held from January 09-February 13, 2017 and was attended by the Municipal Mayors, Municipal Vice Mayors, Heads of Offices and representatives from the National Government Agencies.

The activity aims to communicate the assessment result of the LGUs performance in the areas of Financial Administration, Social Protection, Disaster Preparedness, Business-Friendliness and Competitiveness, Peace and Order and Environmental Management.

A certificate of recognition was also awarded to the LGUs in appreciation to their unwavering efforts in delivering services to the people and upholding good governance.

The Provincial Assessment Committee (PAC) conducted the assessment for 2016 Lupon Tagapamayapa Incentives Awards (LTIA) on February 10, 2017 at DILG Provincial Office, Iba, Zambales. The PAC is composed of DILG Provincial Director Armi V. Bactad,CESO V-Chairperson, Ms. Merilyn B. Dasig-Representative of the Vice Chairperson, DOJ, and PAC Members LNB Regional President Romelino R. Gojo, PCI Orlando C. Reyes- Representative from ZPPO and Bishop Virginio D. Ducos.

The activity aims to assess and identify the Lupon Tagapamayapa who demonstrates exemplary performance in implementing the Katarungang Pambarangay (KP). After a thorough and careful evaluation by the committee, Brgy. San Juan, Botolan, Zambales  was adjudged as the Provincial winner under 1st-3rd class municipalities category and Brgy. Camiing, Cabangan, Zambales under 4th-6th class municipalities category.

The Lupong Tagapamayapa is an administrative body created by law to operationalize the barangay justice system which is better known as the Katarungang Pambarangay.

LTIA was established in 1997 as a means to institutionalize a system of granting economic benefits and other incentives to the Lupong Tagapamayapa that demonstrates exemplary performance in settling disputes at the grassroots level.
