To ensure quality in the implementation of infrastructure projects under the Conditional Matching Grant to Provinces (CMGP) Program, the Department of the Interior and Local Government (DILG) through the Office of the Project Development Services (OPDS) conducted a four-day activity of Quality Assurance (QA) Inspection for all on-going CMGP projects in the Province of Zambales on March 10-13, 2020.
The said undertaking aimed to validate projects on-site if quality control and assurance are observed, and quality tests are conducted. Moreover, the standards for construction works were primarily assessed to ensure if the approved Detailed Engineering Designs (DED), Program of Works (POW) and other technical specifications are being followed, which are considered in accordance and consistent with the relevant provisions and rules determined by the DPWH.
Among the projects assessed were the “Rehabilitation of San Antonio-Angeles Provincial Road”, “Rehabilitation of San Marcelino-Linasin Provincial Road”, “Rehabilitation of Maloma-Yangil Provincial Road” and “Rehabilitation of Panalabuan-Tubo tubo Provincial Road” located in the municipalities of San Antonio, San Marcelino, San Felipe and Sta. Cruz respectively. The Province of Zambales has received the FY 2019 CMGP funds amounting to ₱100.7 Million in total, allocated for the rehabilitation, improvement and repair of the said roads.
The activity was culminated through an Exit Conference held on the last day at the Provincial Engineering Office (PEO), attended by the Local Road Management Team (LRMT) and DILG CMGP Engineers. The findings and observations of the on-site inspection, interview, validation and assessment of the CMGP projects were discussed together with the representatives from the Contractors. During the session, the DILG gave emphasis on the importance of Quality Assurance/Quality Control to be observed on each project. Reiterating that the performance of the Provincial Local Government Unit (PLGU) on the implementation is strictly assessed as one of the primary criteria in the computation of allocation for the succeeding funding year.
The DILG Zambales is committed to join hands with the Provincial Government through its continued partnership in CMGP program implementation for improving the quality of the local road network, and public access to facilities and services in the entire province.
