The Department of the Interior and Local Government (DILG) Zambales, in collaboration with the Provincial Government of Zambales, led the orientation and election of the Sangguniang Kabataan (SK) Panlalawigan Pederasyon today, November 29, 2023, at Balin Sambali, Iba, Zambales.
Provincial Director Martin Porres B. Moral of DILG Zambales, in his opening message, underscored the significance of the SKs as an institution in the overall youth development of the province, “The SK is an avenue for the youth to be trained as future leaders, and as the “Pag-asa ng Bayan”, malaki ang inyong papel sa pagpapatupad ng mga programa para sa mga kabataan sa probinsya ng Zambales”.
PD Moral, Atty. Cristina T. Guiao-Garcia, Provincial Election Supervisor IV of the Commission on Election (COMELEC), and Ms. Maria Teresa D. Panes, Secretary to the Sangguniang Panlalawigan, served as the Provincial Board of Election Supervisors (BES), ensured the smooth conduct of the activity.
Legal bases, duties, and functions of the SK Pederasyon, as well as the powers and functions of the SK Pederasyon Officers at the provincial level were reiterated to the participating SK Municipal Federation Presidents.
PD Moral, the temporary presiding officer, facilitated the election of the Provincial Pederasyon Election Committee (EleComm) – chaired by Hon. Geeford L. Elamparo of Masinloc, with members Hon. Jessa Nicole B. Jaring of Botolan and Hon. Jhan Airel Martin L. Roxas of Castillejos. The EleComm subsequently facilitated the nomination and voting process. The election process was observed by the Panel of Observers composed of representatives from the Department of Education (DepEd), the Philippine National Police (PNP), and the Civil Society Organization (CSO).

Following their proclamation by the Election Committee and Provincial Board of Election Supervisors, the newly-elected SK provincial federation officers took their oath before Gov. Hermogenes E. Ebdane, Jr.
In his message, Governor Ebdane, stressed the vital role the SK Federation Officers play in representing the youth's interests, advocating for their needs, and implementing programs that address relevant youth issues. “Huwag ninyong kalimutan ang inyong responsibilidad bilang mga public servants, kayo ang magiging boses ng kabataan sa buong probinsya, andito ang Provincial Government at ibang mga ahensya upang umalalay sa inyo sa pagganap ng inyong mga tungkulin”, said Governor Ebdane.
