The Local Project Monitoring Committees (LPMCs) play a pivotal role to ensure that the development thrusts of Local Government Units (LGUs) are completed according to set parameters along with upholding transparency and accountability. As a commitment to assist and empower these local monitoring arms, the Department of the Interior and Local Government (DILG) Zambales holds “Webinar on Strengthening Local Project Monitoring Committees (LPMCs) cum Provincial Assessment and Calibration of Locally Funded Projects (LFPs) Status” via Zoom platform, earlier today, November 24, 2023.
DILG Zambales Cluster Team Leader and concurrent OIC-City Director of DILG Olongapo, LGOO VII Melissa D. Nipal, emphasized that the Department is one with the LGUs in achieving their developmental goals for their constituents. “The goal of this webinar is to upscale and uplift the lives of Locally funded Projects (LFPs) in every Local Government Unit (LGU) in the province”, she added.
LGOO V Rose Ann D. Agostosa, Program Manager, provided a thorough overview of the activity. Her discussion zeroed in on the relevance of the activity in terms of strengthening the capacities of the LPMC members. She added that DILG Zambales positions itself as active partner of LGUs in ensuring that the projects in the localities are implemented according to standards and that this activity is part of the proactive strategies of the office in ensuring the functionality of the committees.
Engr. Jelly Mae T. Ebalobo discussed LPMCs’ roles and responsibilities, highlighting their essential part and contribution in local project implementation and development. She discussed salient points in preparing project monitoring reports on the status of implemented locally-funded projects. On the other hand, Engr. Nicole Shane L. Pampanga enlightened the participants regarding the common defects and findings encountered in terms of implementing road and vertical projects and corresponding recommendations thereon.
PEO II Carla G. Maranoc, Engr. Ebalobo and Engr. Pampanga each shared the Status of FY 2022 and 2023 Local Government Support Fund (LGSF) Programs and SGLGIF, accomplishment of RSSA, encoding of data in the SubayBAYAN Portal, formulation of Municipal Water Supply and Sanitation Master Plans (MWSSMPs) and data encoding in the RBME of Local Infrastructure Projects (RLIP) system, respectively.
The activity ended with the awarding of Best LGU Implementer, Best SubayBAYAN focal person, and Best RSSA focal person, recognizing their commendable performance, efforts and dedication in the Project Monitoring and Evaluation. This recognition will surely boost LPMCs’ and LGUs’ forthcoming performances. The Municipality of San Felipe (4th to 6th Class Category) and Masinloc (1st to 3rd Class Category) bagged the Best LGU implementer of FY 2022 LGSF Projects. Meanwhile, Engr. Joel A. Damaso, Municipal Engineer of Iba is awarded as the Best Subaybayan Focal Person 2022 and Engr. Edzen L. Mendoza of LGU San Antonio as the Best RSSA focal person.
