Sen. Legarda enjoins the participants to protect the 18 Major River Basins
In an effort to reduce losses and casualties brought by natural disasters, the Department of the Interior and Local Government (DILG) through the Local Government Academy (LGA) have partnered with the Agencia Española de Cooperacion Internacional para el Desarrollo (AECID) and Senator Loren Legarda conducted the “Regional Forum on Disaster Risk Reduction and Climate Change Adaptation: A Collaboration Workshop for the Pampanga River Basin” last June 07, 2012 at the Oxford Hotel, Clark Freeport Zone, Pampanga.
The activity was attended by representatives from the municipalities of Region 3 and neighboring provinces from Region II specifically Nueva Vizcaya and Pangasinan. The event aims to provide local officials with knowledge on reducing risks and casualties from natural hazards through proper preparation and information dissemination. Another objective was to initiate a continuous partnership and collaboration among the Local Government Units in the face of disaster. Adaptation to natural impediments through harmonized efforts and alliance building which shall guarantee effective results.
Vice-Governor Joseller “Yeng” Guiao welcomed the participants in behalf of Governor Lilia B. Pineda who is on travel outside of the country. The province of Pampanga expressed its gratitude to National Government Agencies that have extended their assistance to the Provincial Government especially during calamities.
Guest of Honor Senator Loren Legarda encouraged everyone to join her campaign in protecting all 18 Major River Basins. She also pointed out the importance of preparedness in order to prevent natural hazards from turning into natural disasters. Moreover, she believes that through intelligent management of natural hazards, not only lives can be saved, but also livelihood, this scenario will pave the way into a stable economy and progressive country. The event was also valuable to the proposed bill of Senator Legarda – “Philippine River Basin System Administration Act of 2012”.
Sec. Mary Ann Lucille Sering, Vice Chair, Climate Change Council and Dir. Josefina T. Timoteo, Regional Director, Office of Civil Defense Region 3, discussed RA 9729 and 10121 respectively. USEC Austere A. Panadero, DILG, presented the DILG CCA-DRRM Intervention Framework while Dir. Ricardo Calderon, Executive Director, DENR-Region 3 showed a situationer regarding the Pampanga River Basin.

Tongson; and Mr. Silverio Tandog of the World Wide Fund for Nature Philippines, shared their experiences, strategies and existing initiatives which can be used as a framework of other Municipalities and Provinces.
Lastly, Dir. Thelma T. Vecina, Assistant Director, LGA-DILG facilitated a workshop and commitment building which aimed to craft a common action/roadmap for LGUs and other stakeholders in creating a dynamic river basin.

The Department of the Interior and Local Government (DILG) has started its coaching session on managing Replication Inception Workshop (RIW) in the province of Bulacan’s School Hydrological and Information Network (SHINE) project.
Said activity was conducted on June 4-5, 2012 at the Malolos Resort Club Royale, Malolos City, Bulacan. It was attended by majority of the members of the Project Shine and one participant from PAGASA and one each Provincial/Regional GOFAR Focal Person. The resource persons were from the BLGD, LGOO VII Susita Bulawit and LGOO V Gemma Macatangay.
The coaching session is designed to assist the local government unit institutionalize the replication of good practices as an avenue in achieving excellence in local governance. Also, it aims to build the capacities of the LGU for effective management of Replication Inception Workshop.
The Provincial Government of Bulacan through its project SHINE already documented their good practice under the GOFAR project. Noticeably, the SHINE project is worth replicating since there are LGUs who manifested their interest in replicating the project SHINE good practice.
“SHINE” is a simple program aimed at addressing the issues on the effects of climate change, particularly on awareness to hydrometeorological related disasters, mainly floods. The activity is another way of supporting DepEd’s program on the “climate change enhanced curriculum”. It is also consistent with the underlying principle that disaster awareness should begin in schools.
LGUs who had manifested their interest in replicating the project SHINE good practice are Municipality of Baggao, Cagayan and Rosales, Pangasinan. These LGUs will be invited by DILG to attend the Replication Inception Workshop and MOA Signing that is tentatively scheduled on July 11-12, 2012 at the Malolos Club Royale, Malolos City, Bulacan.
Meanwhile, "Good Practices in Local Governance: Facility for Adaptation and Replication" (GO-FAR) is the first project of the DILG that serves as an intervention mechanism of the Department in its support to the government’s effort in institutionalizing good local governance. Basically, it deals more on the strategies in facilitating the actual exercise of the transfer of technology of specific good practice where interested LGUs would want to replicate, manage knowledge and funds for sustainable technical assistance.
One of the implementation strategies of the project is to build the model LGUs Capacities in Facilitating Replication Inception Workshops. This involves providing technical assistance to potential and model LGUs prepare their facilitators’ guide and generic agenda to enable them to effectively administer and/or facilitate the replication inception workshop as well as assist replicating LGUs in formulating their replication inception workplan.

Tapatan on Disaster Preparedness and Climate Change Adaptation
In an effort to intensify its advocacy on disaster preparedness, the DILG in Central Luzon spearheaded by Regional Director Florida M. Dijan, hosted the Region III Tapatan Roadshow on Disaster Preparedness and Climate Change Adaptation dubbed as, “Magtapatan Tayo, Handa Na Ba Kayo”, on June 6, 2012 at Oxford Hotel, Clark Freeport Zone, Pampanga.
The Tapatan Roadshow was aimed to advocate and institutionalizethe concept of disaster preparedness among local government units regionwide and instill in the minds of the public their respective tasks and roles before, during, and after a disaster. It is also in adherence to Republic Act 10121, otherwise known as the “Philippine Disaster Risk Reduction and Management Act of 2010”, and Republic Act 9729 or the Climate Change Act.
The activity was attended by a total of 655 participants composed of Governors, Vice-Governors, City and Municipal Mayors,Local DRRM Officers, Public Information Officers, SP Committee Chairmen on Environment, provincial and city CSO partners on disasters, Regional Management Coordinating Committee (RMCC) members, selected Regional Disaster Risk Reduction and Management Council members, DILG Central, Regional, Field Officers, DRRM Focal Persons and staff, national and local media, and other guests.
Mayor Edgardo Pamintuan of Angeles City, welcomed the participants and pledged his support on disaster risk reduction and mitigation program which he said should be among the priorities of the local government units.
Board Member Nestor Tolentino of Pampanga, representative of Gov. Lilia Pineda, informed that the provincial government, through its Provincial Disaster Risk Reduction and Management Council, has been strengthening initiatives and rehabilitation efforts in addressing the adverse effects of disasters in the province particularly the victims of Mt. Arayat landslide and floodings in the towns within the Pampanga River. He added that the province has long been preparing for disaster and coined its great concern: "Pampanga’s priority is people’s safety."
Discussed during the activity are Policy Framework of National Government on Climate Change Adaptation (CCA) and Disaster Risk Reduction and Management (DRRM) and National DRRM Framework Plan by Regional Director Josefina Timoteo of the Office of Civil Defense, Weather Forecast for 2012 by Mr. Hilton Hernando of PAG-ASA Region 3, Hazard Maps of Region 3 by Mr. Noel Lacadin of Mines Geosciences Bureau (MGB) Region 3 and Enhancing Local Government Unit (LGU) Capacity on DRRM and CCA, the DILG’s response and role by Regional Director Florida Dijan.
Governor Aurelio Umali of Nueva Ecija, Governor Wilhelmino Sy-Alvarado of Bulacan and the City DRRM Officer of Olongapo City shared their best practices on disaster preparedness.
Secretary Jesse M. Robredo delivers his call to action message on DRRM and CCA
Secretary Jesse Robredo, in his call to action message, emphasized the importance of disaster preparedness to prevent risks and damages that happened in past experiences. He stated the Department’s program on the Seal of Disaster Preparedness (SDP) which will serve as standard guide for LGUs to mitigate disaster and avoid casualty. He explained that through the SDP, LGUs will be assessed on their operational readiness in terms of equipment and presence of DRRM plans. He added that we cannot avoid disaster but we can do something to prevent its adverse effects. “Sapagtanggap ng responsibilidad, kailangan ang sapat na kaalaman at paghahanda”, he said. He further mentioned, “Gawin ang pinakamaayos na paghahanda, upang sa panahon ng kalamidad, nagawa na lahat at maiwasan ang pagkawala ng buhay.”
Mayor Oscar Rodriguez of the City of San Fernando, together with his members of the Sangguniang Panlungsod, turned over to the Honorable Secretary their enacted Disaster Risk Reduction and Management Code.
Region III LGU recieve their Performance Challenge Fund (PCF) check from SILG
Secretary Robredo also led the awarding of Performance Challenge Fund (PCF) checks to the region’s forty five (45) LGU beneficiaries composed of 1 province, 3 cities and 41 municipalities amounting to Fifty-Seven Million Pesos (Php. 57,000,000.00).
At the end of the activity, the participants signed a covenant of commitment which served as pledge of full support on disaster preparedness efforts in the region to include their firm resolve on the implementation of the local disaster risk reduction and management and climate change adaptation plans.
