With the emergence of a new and renewed mandate on public order and safety and anti-illegal drugs, there is a need to continuously capacitate the POCs and ADACs of Zambales on the existing laws and issuances pertaining to peace and order.
Cognizant to this, the Department of the Interior and Local Government- Zambales under the leadership of Provincial Director Armi V. Bactad, CESO V together with the Provincial Government of Zambales, Provincial Peace and Order Council, and Provincial Anti-Drug Abuse Council opted to extend the necessary technical assistance for the component POCs and ADACs.
The orientation seminar was conducted on April 11, 2019 at the Zambales Training and Conference Center, Iba, Zambales. Said undertaking is guided with the objective to strengthen the functionality of the ADACs and POCs on the requirements inscribed in following issuances, as discussed by LGOO VI Cindy C. Cagalitan and LGOO VI Jonnel B. Edillor, respectively:
- DILG-DDB Joint Memorandum Circular No. 2018-01 or the “Implementing Guidelines on the Functionality and Effectiveness of Local Anti-Drug Abuse Councils”;
- DILG Memorandum Circular No. 2018-159 re: Implementation of the Anti-Drug Abuse Councils Performance Audit;
- DILG Memorandum Circular 2018-120 re: Peace and Order Council Performance Audit
The undertaking was participated by the one hundred seven (107) local functionaries from the Provincial Government of Zambales and the thirteen (13) Municipal Governments, comprising of the Local Social Work and Development Officers, Local Accountants, Local Health Officers, Local Budget Officers, Local Treasurers and POPS PCMS Focal Persons. Zambales Police Provincial Director PSSUPT. Felix A. Verbo Jr. also attended the re-orientation seminar. They were acknowledged by Cluster Team Leader Melissa D. Nipal.
The activity was also organized in view of the upcoming POC and ADAC Audit under CY 2018 review.
