The Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) chaired by Governor Hermogenes E. Ebdane, Jr. convened last November 13, 2015 at the Balin Sambali, Zambales Sports Complex, Iba Zambales. This is the first PPOC and PADAC joint meeting of the province which was facilitated by the DILG led by Provincial Director Armi V. Bactad, CESO V, PPOC head secretariat, in close coordination with the Provincial Government.
During the meeting, Gov. Ebdane stressed the need for the provincial, municipal and barangay levels to make an inventory of all the mandatory councils and if possible cluster related councils to increase their effectiveness and meet their objectives through collaborative, joint working and partnership arrangements.
The highlight of the activity was the presentation of PPAs from various agencies. A discussion from RD Gladys F. Rosales, PDEA R3 tackled on the price of illegal drugs in Zambales which ranges from P2,000-2,800/gram for shabu and P65/gram for marijuana, one of the highest in region 3 which means that the drug situation in the province remains to be ‘generally controllable’ in comparison to other provinces. The DENR’s Programs and Accomplishments was presented by Provincial Officer Laudemir S. Salac giving emphasis on the National Greening Program wherein they were able to establish 12, 608. 23 hectares of plantation from 2011-2015 thru the help of various peoples’s organization. Lt. Col. Roderick Balbanero presented the current stature, activities and strategies which will be undertaken by the 3rd Mechanized Infantry (Makatarungan) Battalion, in the province in order to upgrade the status of Zambales from Dormant to to the highest level of being Stable or categorized as Unaffected.The PNP’s presentation was delivered by P/Supt. Jacquiline Puapo highlighting various operations conducted by the agency leading to the arrest of most-wanted persons in the province including some high-value targets and the confiscation of illegal firearms.
Meanwhile, a Certificate of Commendation was awarded to Brgy. Secretary Jeanne May Diaz from San Juan, Botolan. This is to recognize her achievement in the recently concluded Tagisan ng Talino: The Local Governance Challenge conducted by DILG R3 last October 15, 2015 where she was adjudged as the regional champion in the essay writing contest category. Further, the hand-over of the DILG checks to recipient LGUs made the activity more momentous. The Bottom-up Budgeting (BUB) Check worth P1M was awarded to the Municipality of San Antonio for the implementation of potable water system project for BUB 2015, while the Performance Challenge Fund (PCF) check worth P7M was awarded to the Provincial Government of Zambales as a monetary incentive for being conferred with the Seal of Good Local Governance (SGLG).
In closing, the governor lauded the efforts of all concerned government agencies particularly the combined efforts of the uniformed personnel in backing the Provincial Government’s bid in maintaining peace and order and security.
