A 3-day simultaneous Training on Participatory Barangay Development Planning (BDP) Process was held at Subic Bay Freeport Zone, Zambales on July 10-15, 2023 for Botolan, July 17-19, 2023 and July 18-20, 2023 for Cabangan and Palauig.
The training is a partnership between the Department of Social Welfare and Development (DSWD), DILG and Local Government Academy (LGA) where target participants are LGUs covered under the Kapit-bisig Laban sa Kahirapan-Comprehensive Integrated Delivery of Social Services (KALAHI-CIDSS) Program of the DSWD. The activity was participated by the Punong Barangays, Barangay Secretaries, Barangay Treasurers, Sangguniang Barangay Members, and CSO/PO members of the 72 target barangays.
The training aims to enhance the knowledge and competencies of barangay officials, community volunteers, and/or people’s organization present in the barangay and to empower them by giving them control over decisions and resources through participatory planning process. Target BLGUs are expected to submit their BDPs on or before the end of September 2023.
Section 384 of The Local Government Code (RA 7160) stipulates that the barangay, as the basic political unit, “shall serve as the primary planning and implementing unit of government policies, plans, programs, projects and activities in the community”, thus the conduct of the activity.
The DILG continuously positions itself where it could sufficiently assist the barangays and provide strong support to LGUs towards sustainable development. The Department is committed in nurturing LGUs, through the implementation of flagship programs, towards an accountable, transparent, participative and effective governance.
