                 AN AUDIO VIDEO PRESENTATION    

     

   As a culminating activity of the Local Government Code 22nd Anniversary Celebration, DILG Region 3 conducted a Regional Congress on October 30, 2013 at Oxford Hotel, Clarkfield, Pampanga.  The event was participated in by 267 DILG R-3 organic personnel from the regional and field operating units.

   Atty. Myron Cunanan, Regional Legal Officer, led the Continuing Legal Education activity in order to keep both the regional and field office personnel abreast of legal issues that they may be confronted with especially on the recently conducted barangay election last October 28, 2013.  

   To gauge how far the region has sailed in terms of 2013 DILG PPA implementation, DILG R-3 regional and field integrated accomplishments on the different programs for the period January to September of this year was comprehensively discussed by A.O. IV Miriam Gaviola, designated Asst. Regional Planning Officer.  The way forward to the accomplishment of the remaining targets for the fourth quarter were presented by the division chiefs and representatives of all divisions.

   A Battle of the Brains – an LG Code Challenge, a question and answer competition on the salient features and provisions of the LG Code, was later administered by Atty. Cunanan.  Three contestants from each province joined the contest in their attempt to hurdle 3 categories or rounds: a. easy, b. average, and c. difficult.  The winners were Bulacan (1st place), Zambales (2nd place) and Pampanga (3rd place).    

   RD Florida M. Dijan, in her message, expressed overwhelming thanks and appreciation to the whole of DILG R-3 workforce for the support and commitment each had shown that led to the accomplishment of the tasks in the last 3 quarters and likewise contributed to the success of the congress.  She urged everyone to continue to unite efforts in the achievement of the tasks ahead.  She stressed that unity and teamwork are truly indispensable towards the effective implementation of DILG programs in respective field operating unit.  

   In the evening, cultural presentations depicting the rich culture and tradition of each province were rendered.  Also, there was a chorale competition amongst the 7 provinces.  Emerging winners were Tarlac (1st place), Bulacan (2nd place), and Aurora (3rd  place).
                        
   The congress was also highlighted by the regional awarding of best performing field offices in DILG program implementation including finance and administrative management.
