    As part of advocacy and information campaign on DILG’s current programs and activities, DILG Pampanga Provincial Director Angelina S. Blanco shared the Department’s promotion of Seal of Good Housekeeping and Tapatan Roadshow on Disaster Preparedness and Climate Change Adaptation during a live interview at CLTV 36’s “Talakayan” on May 31, 2012, 9:00 AM.  “Talakayan” is a regular teleradyo being hosted by Mr. Perry Pangan and Mr. Boy Santiago.

        During the interview, PD Blanco stressed that empowerment and oversight functions are the foundational obligations of DILG.  And one of its program outcomes is to produce empowered and accountable LGUs.  One effective approach is through incentives and awards and this is the Seal of Good Housekeeping.  PD Blanco was more than proud to announce that in 2011, not only the LGUs in the province of Pampanga, but 100% of the LGUs in Region III were recipients of SGH Bronze Award Level. This year, SGH had leveled up and PD Blanco once again urged all local officials in the Province of Pampanga to work extra harder in order to obtain the SGH Silver Award.  She further explained that said award level entails an additional criteria and this is obtaining an EXCELLENT or GOOD performance rating in the LGUs’ frontline service performance, as indicated in ARTA Report Card Survey, which she also discussed briefly.  She added that one of the innovations being practiced by DILG Pampanga is the cross-posting or cross-monitoring of DILG Officers per cluster in order for the LGUs to achieve full compliance on ARTA and Full Disclosure.

    Moreover, PD Blanco, discussed the upcoming activity of DILG Region III’s “Tapatan Roadshow on Disaster Preparedness and Climate Change Adaptation” which will be held on June 6, 2012 at Oxford Hotel, Clarkfield, Pampanga.  Said activity aims to institutionalize the concept of disaster preparedness among LGUs in Region 3 as well as instill in the minds of the public their respective tasks before, during and after a disaster.

    When asked by the host Perry Pangan on the expected participants of said event,               PD Blanco estimated the crowd to reach more than 300 participants to include Region III Governors, City/Municipal Mayors, LnB Presidents, DRRMO, Provincial/HUC Committee Chairmen on Environment, Public Information Officers, CSO/NGO representatives and members of the press.  PD Blanco then mentioned the activities to be undertaken, the highlights of which include the discussion of no less than SILG Jesse M. Robredo on the Department’s relevant programs on disaster preparedness, climate change adaptation and good governance.              PD Blanco also commended the City of San Fernando for being the first LGU not only in Region III but nationwide to formulate its Disaster Risk Reduction Management (DRRM) Code.

    At the end of the interview, PD Blanco informed the televiewers and listeners that the awards and incentives being granted by the Department to the LGUs made them ever more dynamic and competitive.  That is why she left the challenge to the local officials to further excel in providing services to their constituents.  Lastly, she urged them to join the ride in the “Biyaheng Pinoy Tungo sa Pamahalaang Tapat at Mahusay.”
