                 AN AUDIO VIDEO PRESENTATION    


   The Department of the Interior and Local Government R-III held an Orientation-Workshop on Performance Challenge Fund (PCF) on January 10, 2014 at Red Rickshaw Chinese Restaurant, Sindalan, City of San Fernando, Pampanga.  

    The activity allowed the LGU beneficiaries and concerned DILG officers to be familiar with the mechanics of accessing the PCF.  Likewise, the 130 participants composed of Municipal Planning and Development Coordinators, Municipal Engineers, Municipal Accountants, Municipal Budget Officers, DILG Cluster Team Leaders and Municipal Local Government Operations Officers had the chance to learn from the experiences/best practices of previous LGU recipients which they can replicate for the successful implementation of their projects.  

   In her opening remarks, RD Florida M. Dijan warmly welcomed the attendees and congratulated the LGU recipients for their performance in good local governance which yielded the PCF incentive.  She also highlighted the role of DILG in monitoring the compliance of LGUs which were used in setting the standards of performance and served as basis for incentivizing.  RD Dijan also encouraged the participants “not to fall back” and exercise “due diligence” in order to ensure and sustain a more effective and efficient program implementation of local development projects.  

   OIC-CDD Martin Porres B. Moral apprised the participants the status of implementation for PCF-supported projects for CY 2012 wherein 71 out of 103 or (68.93%) of the LGU projects were already completed and reminded the concerned LGUs to submit the necessary supporting documents pertaining to the completion and full liquidation of the projects.

   The LGU recipients from the 2012 PCF namely: Apalit, Pampanga and San Luis, Aurora imparted their experiences/best practices in the successful implementation of their projects.

   OIC-Asst. Director Dennis D. Villaseñor from the Bureau of Local Government Development discussed the Implementing Guidelines of the CY 2013 PCF.   He highlighted the mechanics on accessing the subsidy particularly on the submission of documentary requirements.  He also gave guidance to the participants in terms of project identification by utilizing the recommended modular projects which is one of the new features of the program.   Each LGU team also crafted their respective action plans for the PCF which included their strategies/activities starting from the project identification phase up to the post implementation phase along with the corresponding timeframe and personnel in-charge.
