                 AN AUDIO VIDEO PRESENTATION    

The barangays of San Antonio, Zambaleswho were exceptional in the performance of their duties and mandateswere recognized during the 4th quarter meeting of the Municipal Peace and Order Council- Municipal Anti-Drug Abuse Council- Municipal Task Force to End Local Communist Armed Conflict (MPOC-MADAC-MTF-ELCAC) held in Bahay Pag-asa, Barangay Burgos, San Antonio, Zambales on December 16, 2021.

The said undertaking served as an avenue to acknowledge the top performing Lupong Tagapamayapa in the municipality. Plaques of Commendation were given to Barangays San Miguel, Santiago, and Antipolo for being the 2nd Runner-Up, 1st Runner-Up, and the Best Lupong Tagapamayapa, respectively resulting from of the assessment for the 2021 Lupong Tagapamayapa Incentives Awards (LTIA) at the municipal level.

Further, all barangays were awarded with Certificate of Appreciation and Sertipiko ng Pagkilala signed by Usec. Martin Dino and Secretary of the Interior and Local Government Eduardo M. Año, in grateful recognition of the efforts of all the Lupon in the implementation of Katarungang Pambarangay in the midst of COVID-19 pandemic.

Barangay East Dirita, on the other hand, was awarded with Plaque of Recognition for being the sole barangay to be rated with high functionality rating in the recently concluded 2021 Barangay Peace and Order Council Functionality Audit. Moreover, the barangay was also recognized and acknowledged for its highly functional Barangay Anti-Drug Abuse Council (BADAC), in view of the 2021 BADAC Functionality Audit.

Lastly, Barangay San Nicolas was commended in grateful appreciation for the efforts of the barangay officials in representing the Municipality of San Antonio in the pilot run of the Seal of Good Local Governance for Barangay (SGLGB) for the year 2021.

The awarding ceremony was led by Hon. Preciliano M. Ruiz, Municipal Mayor, Hon. Juanito P. Dimaculangan, Sangguniang Bayan Member and Chairperson of the Committee on Peace and Order and Public Safety, Hon. Deo N. Delos Reyes, Liga ng mga Barangay President, and LGOO VI Jonnel B. Edillor, Municipal Local Government Operations Officer of DILG San Antonio.

The MPOC-MADAC-MTF-ELCAC meeting is conducted quarterly to ensure that the peace and order situation and concerns regarding illegal drugs in the municipality are being addressed and monitored. Additionally, it also serves as a platform to recognize the prime movers and stakeholders in the municipality, who carry-out peace and order initiatives that contribute to the safekeeping of the community.

Ang Munisipalidad ng Subic ay naghahanda para sa pagpapatupad ng Mandanas-Garcia Ruling sa taong 2022 sa pamamagitan ng pagbuo ng Devolution Transition Plan (DTP) sa pulong na isinagawa noong Setyembre 08, 2021 sa Sangguniang Bayan Session Hall, Subic, Zambales.
Ang aktibidad ay dinaluhan ng lahat ng mga pinuno ng kagawaran ng munisipalidad, kung saan tinalakay ang mga lantarang tampok ng Mandanas-Garcia Ruling at mga alituntunin sa paghahanda ng mga Plano ng Pagbabago kaugnay ng ganap na debolusyon sa mga pamahalaang lokal.
Ito ang paunang inisyatibo mula sa serye ng mga gawain na itinakda ng munisipalidad sa pagtiyak na handa ang Subic sa ganap na paggampan ng mga tungkuling iaatang mula pamahaalaang nasyonal simula taong 2022.
Ang DTP ay isang plano upang matiyak na handa, sistematiko, at magkakaugnay ang aksyon ng pamahalaang lokal tungo sa full devolution ng kanilang ibabahaging gampanin, pasilidad at serbisyo simula sa taong 2022. Ito ang magsisilbing gabay upang mas mapalakas ng LGU ang kanilang serbisyo at kakayahan sa susunod na tatlong taon.

The Philippine Red Cross and German Red Cross will be implementing a 3-year project, entitled: “Empowering the Philippine Institutions and Communities in Disaster Risk Reduction and Management (EPIC DRRM) Project Phase III”. The project is an initiative funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), which aims to strengthen the National Disaster Risk Reduction and Management (DRRM) system in the Philippines.

The Local Government Units (LGUs) of Cabangan and San Felipe are the selected municipalities in the Province of Zambales to be benefitted from the EPIC DRRM Project, targeting five barangays in each LGU, namely: Barangays Mabanglit, San Rafael, Cadmang, San Isidro, and Casabaan in Cabangan and Barangays Apostol, Maloma, Rosete, Sindol and Sto. Niňo in San Felipe.

To jumpstart, the Philippine Red Cross Zambales Chapter facilitated the kick-off meeting on June 11, 2020 to discuss the project objectives and the roles of the partner agencies. It was participated by Provincial Administrator Jun Omar Ebdane, DILG Zambales, Provincial Disaster Risk Reduction and Management Office (PDRRMO) and Department of Education (DepEd) Representatives.

Roll-out meetings in the Municipalities of Cabangan and San Felipe were held on June 15 and June 16, 2020, respectively. It was participated by the different local functionaries including Municipal DRRM Officers (MDRRMOs), Municipal Planning and Development Coordinators (MPDCs), and Municipal Social Welfare and Development Officers (MSWDOs) together with the Municipal Local Government Operations Officers (MLGOOs).

 

Meetings with the concerned Punong Barangays were likewise conducted to discuss the project background, its goal and objectives, as well as the upcoming activities to be conducted within the 3-year duration of the project.

 

According to Ms. Maria Elizabeth J. Ednave-Tovera, PRC- Zambales Chapter Coordinator, active collaboration among the municipal government and barangays infused with support from the national government agencies will be the main keys to successful implementation of the project. She also said that as one of the stakeholders, the Department of the Interior and Local Government’s (DILG) oversight function over LGUs will be crucial in this project especially in ensuring their compliance to the national laws and policies on DRRM and promoting community resilience.
