   To apprise and provide feedback on how well the Provincial Government of Zambales is conforming to the DILG’s major programs for good governance, a Review/Re-Orientation on DILG Flagship Projects, Programs and Activities (PPAs) was conducted last July 25, 2013 at the Conference Hall of the Capitol Building, Iba, Zambales.

   The activity is pursuant to the Department’s effort in ensuring that our LGUs adhere to the principles of performance, transparency, accountability and participation. It was made possible thru the efforts of DILG Zambales headed by PD Armi V. Bactad facilitated by the DILG Provincial Officers/Staffs and Focal Persons, in close coordination with the Provincial Government.  The event was attended by the Members of the Sangguniang Panlalawigan, Department Heads from the Provincial and National Offices, Media, CSOs representatives and DILG Officers and Provincial Staff.  It was also participated in by the Provincial Heads and Action Officers from the Offices of the Administrator, Planning and Development Coordinator, Budget, Accountant, Treasurer, Health, Human Resource Management, Disaster Risk Reduction Management and Engineering. Governor Hermogenes E. Ebdane, Jr. inspired the participants with his words of wisdom and encouragement.
 
   A review and assessment on the Provincial Government’s implementation/compliance to DILG’s programs specifically on Local Governance Performance Management System (LGPMS), Full Disclosure Policy (FDP), Anti Red Tape Act Report Card Survey (ARTA RCS), Seal of Good Housekeeping (SGH), Gawad Pamana ng Lahi (GPL) and Seal of Disaster Preparedness (SDP) took place in the morning wherein the results of the previously conducted assessments/validations were formally relayed to the participants. LGOO II Maria Melanie M. Gutierrez, in her discussion, emphasized the need for LGUs to comply with the posting and uploading requirements of the FDP. She also discussed the Seal of Good Housekeeping Award. LGOO VI/Cluster Team Leader Rolando D. Ocampo conveyed the result of the ARTA RCS and gave an overview on the Anti Red Tape Act of 2007 while LGOO V Deborah A. Mangayan discussed the Seal of Disaster Preparedness  and Gawad Pamana ng Lahi.

   In the afternoon, a Utilization Conference on LGPMS and State of Local Governance (SLGR) for CY 2012 was conducted. This activity is in compliance to DILG Memorandum Circular 2007-24 mandating the submission of SLGR as the Annual Report of LGUs and Regional Memorandum Circular No. 2013-10 dated May 15, 2013 signed by DILG Regional Director Florida M. Dijan, mandating LGUs to conduct Utilization Conference.

   LGOO VI Ocampo gave an overview of the LGPMS, discussing its framework, purpose and procedure. PPDC Leticia D. Viernes facilitated the reporting of concerned Heads of Offices on the identification of gaps and interventions. On the other hand, PD Bactad enlightened the group on the issues raised during the activity. She also challenged the participants to elevate their performance into an excellent status.
