In an effort to promote effective conflict resolution at the grassroots level, an orientation was conducted on February 13, 2024, at Balin Sambali, Iba, Zambales, to enlighten the members of the Awards Committees and local officials on the guidelines and criteria for the 2024 Lupong Tagapamapaya Incentives Awards (LTIA).

During the orientation, LGOO V Jacqueline A. Calimlim explained the enhanced guidelines and criteria for evaluating the performance of the members of Lupong Tagapamayapa in resolving disputes and maintaining peace within their respective communities. These criteria encompass various factors such as, efficiency in case resolution, effectiveness in securing the settlement of interpersonal disputes, creativity and resourcefulness of the Lupon in promoting alternative dispute resolution mechanisms, and sustained efforts in conflict prevention and peacebuilding initiatives. Moreover, the orientation emphasized the significance of the Lupong Tagapamayapa in fostering harmonious relationship at the grassroots level, thereby reducing the caseloads of formal courts and promoting a culture of amicable settlement among the community members.

A query on the report submission to the Court and DILG was clarified. Per LTIA guidelines, a transmittal memo or letters and copies of settlement or the arbitration award must be submitted to the court within five (5) days from the date of the award or from the lapse of the 10-day period repudiating the settlement. While, consolidated quarterly KP reports must be submitted to DILG for information and monitoring purposes.

In his remarks, Martin Porres B. Moral, Provincial Director of DILG Zambales, underscored the pivotal role of the Lupong Tagapamayapa in advancing the government’s goal of achieving lasting peace and development. He urged the committee members and local functionaries present to continuously guide and encourage all barangays to actively participate in the awards program and strive for excellence in their conflict resolution endeavors.

The orientation concluded with a renewed commitment from the participants to uphold the principles of transparency, accountability, and integrity in the administration of justice system in the barangays.##
