On February 26, 2024, more dreams are starting to realize during University of the Philippines (UP) Manila - School of Health Sciences Tarlac Campus’ 3rd Founding Anniversary, Commitment Building and Candle Lighting Ceremony held at Bulwagang Kanlahi, Diwa ng Tarlac, Tarlac City.

As partners for change, UP Manila, the Provincial Government of Tarlac, the Department of Health, and the Department of the Interior and Local Government worked hand-in-hand to select well-deserving scholars who are pursuing the medical field, which will eventually save more lives and create better communities for every Tarlaqueño to live in.

During her speech, Governor Susan A. Yap highlighted the essence of giving back to the community and the Provincial Government’s thrust of “Edukasyon at Kalusugan Muna,” with the hope that the scholars will also serve their fellow Tarlaqueños in the near future, ensuring good health for the most vulnerable sectors. She stated that “there’s no one happier here than I am, to see a dream finally come true… Seeing the students in their uniforms, I am so happy na pwede palang mangarap at magbunga.” Governor Yap also reminded the students to take care of their purpose, the gift of education that is endowed to them by their parents and by the government.

With the convergence of UP Manila, the Provincial Government of Tarlac, and key stakeholders, dreams took flight as deserving scholars were empowered to pursue their aspirations in safeguarding their dreams. As the event concluded, it marked not only a celebration of achievement but a rallying call for collective action towards building healthier, more vibrant communities for generations to come.

On February 22, 2024, the Municipality of Gerona inaugurated the completion of a transformative infrastructure project: the two-way concreted road linking Barangays San Agustin and Mabini. This initiative made possible through the 2022 Seal of Good Local Governance Incentive Fund, signifies a significant leap in enhancing mobility and connectivity for all the residents of Gerona.

Aside from the newly constructed road serving as a seamless connection to the communities of San Agustin and Mabini, it also provides faster and more efficient access between these barangays and the Municipality’s major thoroughfares- promising socio-economic development and improving the quality of life for every resident.

The inauguration ceremony was graced by distinguished guests, including Mayor Eloy C. Eclar, the Sangguniang Bayan Members of Gerona, DILG Region III Assistant Regional Director Jay E. Timbreza, CESO V, DILG Tarlac Provincial Director Armi V. Bactad, CESO V, DILG Gerona MLGOO Jessica J. Esguerra, the Punong Barangays of San Agustin and Mabini, as well as the Sangguniang Barangay Members from both barangays. Their presence highlighted the Municipality of Gerona’s strong commitment to responsive governance and inclusive development.

"The completion of this road exemplifies the strong pursuit for good governance by the Local Government of Gerona and its communities," stated PD Bactad. "It is a testament to what can be achieved when we work together towards a common goal."

The inauguration ceremony featured the ceremonial ribbon-cutting, the blessing of the newly-constructed road, and expressions of gratitude from the beneficiaries. The residents celebrated the tangible benefits brought forth by the infrastructure project, including improved access to markets, schools, healthcare facilities, and other essential services.

As the Municipality of Gerona continues to progress, initiatives like the two-way concreted road exemplify its dedication to always advocate what is best for its communities. On February 20, 2024, DILG Tarlac convened its Provincial Team Conference for the month of February at the DILG Tarlac Provincial Office Conference Room in Tarlac City. The conference served as a platform for discussions on updates, reportorial requirements, and future activities across various sections.

Led by DILG Tarlac Provincial Director Armi V. Bactad, CESO V, deliverables under the Capability Development Section, Monitoring and Evaluation Section, and Finance and Administrative Section were thoroughly discussed, ensuring transparency and advancing the Department's goal of promoting good governance.

The team also actively deliberated on the Department’s Office Performance and Commitment Review (OPCR), the Office’s future activities, identifying areas for synergy to maximize impact and further improve service delivery. Moreover, the gathering also became an avenue to greet DILG Tarlac’s February Birthday Celebrants, and the newly-promoted LGOO VI Henrielle Justeee A. Tuliao, as well as to welcome its new personnel, LGOO II Denver S. Yumul, LGOO II Lois R. De Leon and PEO II Reignchill Kraizz A. Bactad.

"Thank you very much for all the efforts and for the success of the recent activities, and let us all prepare and aim for 100%  in the upcoming assessments and audits." remarked by PD Bactad. This innovative program stands as a tangible source of hope, providing temporary shelters and comprehensive support for individuals grappling with the effects of illegal drugs.

Balay Silangan embodies the spirit of renewal and transformation, as it offers various interventions addressing the diverse aspects of rehabilitation. Surrenderees undergo continuing education and health awareness sessions, fostering personal growth and well-being. On the other hand, psychological, spiritual, and physical activities, including counseling, moral recovery, and values formation, nurture the inner resilience needed for lasting change.

In addition to these vital activities, Balay Silangan prioritizes livelihood and skills training. Through specialized programs, the surrenderees gain valuable skills that open doors to employment opportunities upon their reentry into the mainstream society.

Following the conduct of the Barangay and Sangguniang Kabataan Elections in October 2023, 511 barangays in Tarlac successfully completed the Barangay Newly Elected Officials (BNEO) Towards Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Basic Orientation Course, held from February 10 to 15, 2024 across the Province.

The BNEO GREAT Program is a term-based capacity development initiative by the Local Government Academy designed to empower barangay officials to fulfill their mandated tasks effectively. Recognizing the significant role of barangays in delivering basic services and acting as the crucial link between the national government and the people, BNEO GREAT is structured to provide continuous capacity building over a period of three years or more, aligning with the elected officials' terms of office.

The course covered essential topics such as the Basics of RA 7160 or the Local Government Code of 1991 for Barangays, the Barangay Development Plan and Capacity Development Agenda, Participation in Governance through Barangay-Based Institutions and Volunteerism, DILG’s programs, projects, and activities for the barangays, Public Ethics and Accountability, and the Barangay Agenda for Governance and Development (B-AGAD).

Participants included Punong Barangays, Sangguniang Kabataan Chairpersons, Sangguniang Barangay Members, Barangay Treasurers, and Barangay Secretaries. Through interactive sessions, workshops, and presentations, they gained valuable insights into governance principles, ethical standards, and the strategic frameworks necessary for effective leadership in the grassroots.

Present to grace the orientation courses were Governor Susan A. Yap, 1st District Congressman Jaime D. Cojuangco, 2nd District Congressman Christian A. Yap, 3rd District Congressman Noel N. Rivera, the barangays’ respective Municipal Mayors, and other local officials.

In her inspirational message, Governor Yap emphasized on the changing times, stating that “iba na ngayon ang hamon ng public service at governance,” that is why as partners, the barangays should continue to ramp up their leadership skills and unite in pursuing what is good for the communities that they serve, which is proven by the Province’s various outstanding awards such as the Seal of Good Local Governance where Tarlac garnered the highest number of awardees in Central Luzon.

As the series of orientation courses concluded, the most participative barangay will be receiving a three-wheeler vehicle or “Toktok” courtesy of the Provincial Government of Tarlac which they can use in their prompt delivery of basic services. Now as the Barangay and SK officials return to their respective areas of responsibilities, DILG Tarlac is hopeful that they carry with them the knowledge and skills needed to promote sustainable development and foster inclusive governance, and that they remain steadfast in the commitment to building 511 Tarlac Barangays that are more transparent, accountable, and empowered.
