The DILG Tarlac, in partnership with the Provincial Inter-Agency Monitoring Task Force (IMTF), conducted the Provincial Roll-Out Orientation for the 2025 Child-Friendly Local Governance Audit (CFLGA) on December 6, 2024, via Zoom.
The sessions highlighted the key provisions of DILG Memorandum Circular No. 2024-160, "CFLGA for All Levels," and detailed the audit’s indicators, categories, and criteria. These discussions ensured that the participants, including the City/Municipal Inter-Agency Monitoring Task Force (IMTF) from Tarlac’s lone city and 18 municipalities, were equipped with the knowledge necessary for an effective and accurate audit.
With the active participation of IMTF members, the orientation reaffirmed Tarlac LGUs’ commitment to fostering child-friendly communities, aligning local programs with the audit’s standards to ensure that the rights and welfare of children remain a top priority.

Enhancing Connectivity and Growth: Capas Unveils New Access Road in Sitio Kawili-wili

On November 18, 2024, the Local Government Unit of Capas, Tarlac, under the leadership of Honorable Mayor Roseller B. Rodriguez, proudly inaugurated the newly constructed access road in Sitio Kawili-wili, Barangay Cut-cut II. This vital infrastructure project, funded through the FY 2023 Seal of Good Local Governance Incentive Fund (SGLG-IF), underscores the municipality’s commitment to promoting accessibility, economic growth, and community development. The project, with a total cost of PHP 1,794,128.00, serves as a tangible representation of good governance and effective utilization of public resources.
The access road in Sitio Kawili-wili promises to transform the daily lives of its 166,975 beneficiaries by providing improved transportation routes and enhanced connectivity. Farmers, students, and local businesses alike are set to benefit from the seamless access, which will reduce travel time, facilitate the delivery of goods and services, and bolster economic activity in the area. The project aligns with the LGU’s mission to uplift rural communities by addressing their most pressing needs.
This milestone is a testament to the dedication of the Local Government Unit of Capas and its adherence to the principles of good governance under the SGLG program. As the residents of Sitio Kawili-wili celebrate the opening of this access road, the initiative serves as an inspiration for other municipalities to prioritize infrastructure projects that improve the quality of life for their constituents and pave the way for sustainable progress.
The inauguration of the project was successfully attended by DILG Regional Office III Assistant Regional Director Jay E. Timbreza, CESO IV, and DILG Tarlac Office Caretaker LGOO VII Dennis A. Daquiz. They were joined by Cluster Team Leader II Jeffrey S. Manalastas, Municipal Local Government Operations Officer Riza M. Guilas, LFP team and the local officials and department heads of the Local Government Unit of Capas headed by Hon. Roseller B. Rodriguez.
