DILG Tarlac Celebrates Empowered Women through its March PTC

In celebration of National Women’s Month, DILG Tarlac recognized the hard work of its dedicated women personnel during its Provincial Team Conference on March 26, 2024, at DILG Tarlac Provincial Office, Tarlac City. Guided by its very own woman leader, Provincial Director Armi V. Bactad, CESO V, all women in the team were serenaded with heartwarming songs and were gifted with small tokens of appreciation.
Apart from the celebration, the status of reportorial requirements was also discussed by the Capability Development Section, Monitoring and Evaluation Section, and the Finance and Administrative Section. Future activities were plotted, making sure that the Department’s programs, projects, and activities were effectively carried out by the Provincial and Field Offices. Cluster Leaders LGOO VII Dennis A. Daquiz and LGOO VII Jeffrey S. Manalastas were also present to provide inputs on the issues and concerns raised during this audit season.
By acknowledging the efforts of women who selflessly give their all be it in the office or their own homes, and through the conduct of regular conferences, DILG Tarlac ensures that everyone is heard and appreciated.
SAFEGUARDING CHILDREN’S RIGHTS: DILG R3 VALIDATES THE FY 2024 PCPC FUNCTIONALITY ASSESSMENT OF TARLAC PROVINCE

The DILG Region 3 Validation Team conducted an on-site validation and pre-assessment of the FY 2024 Local Council for the Protection of Children (LCPC) Functionality on March 26, 2024 at the Provincial Social Welfare and Development Conference Room, Capitol Compound, Tarlac City.
During the undertaking, PG Tarlac convened its Provincial Council for the Protection of Children (PCPC), headed by Governor Susan A. Yap, alongside members/representatives from the different offices during the pre-assessment.
Present in the activity were Provincial Administrator Engr. Roberto Ventura, PSWDO Elena Jalos, PCPC Focal Person Princess Dantes, and other PSWD personnel. Ms. Dantes presented the pertinent documents as means of verification during the assessment, anchored on the indicators set in the DILG MC No. 2021-039 which mainly focuses on four main areas, namely: Organizational Sustainability, Policies and Plans for Children, Budget for the PCPC, Service Delivery and Monitoring Management for Children.
Following the assessment, the DILG R3 LCPC Validation Team led by LGOO V Cherina Quiones delivered comments on the Tarlac's PCPC Functionality which served as an avenue for improvement in the future assessments.
Also present during the assessment were other members of the Regional Team which includes PIA ARD Carlo Lorenzo Datu, LGOO III Pamela Herrera, and PEO II Emmanuel P. Apron, together with LGOO V Maricar Janice C. Perez and LGOO II Katherene Estavillo from DILG Tarlac.
1st Liga ng mga Barangay - Tarlac Chapter Provincial Congress: Influencing Barangay Officials for Sustainable Local Governance

On March 21-23, 2024, the 1st Liga ng mga Barangay (LnB) - Tarlac Chapter Provincial Congress for the year was held with the theme "Strengthening Individuals’ Knowledge, Abilities, and Development (SIKAD) towards Sustainable Local Governance” at the picturesque island of Boracay in Aklan. This momentous event brought together Tarlac's local and barangay officials, while resource persons from DILG Tarlac shared their valuable knowledge on barangay governance charting a path towards a more effective and sustainable local leadership.
The Congress was graced by the presence of distinguished officials, including:

Moreover, the activity aimed to fortify the capabilities of barangay officials in contributing to national development and delivering essential services aligned with National programs, projects, and activities (PPAs). Recognizing the indispensable role of barangays in the country's progress, the Congress emphasized the need for continuous capacity-building activities among barangay officials.
Through the guidance of DILG Regional Office III Director Atty. Anthony C. Nuyda, CESO III and DILG Tarlac Provincial Director Armi V. Bactad, CESO V, one of the vital discussions during the Congress revolved around the Seal of Good Local Governance for Barangays (SGLGB). LGOO VII Jeffrey S. Manalastas led a comprehensive discussion on the core governance areas, while LGOO VI Mon Alven A. Lagonilla, En.P delved into the essential governance areas, providing valuable insights and guidance to enhance barangay governance practices.
In her address, Governor Susan A. Yap emphasized the significance of equipping barangay officials with the necessary skills and knowledge to fulfill their roles effectively. She underscored the importance of collaboration and partnership among barangays, local government units, and other stakeholders in achieving sustainable and inclusive development.
Reflecting on the success of the event, LnB Tarlac President Hon. Jose M. Salting Jr. also expressed optimism about the future of barangays by pursuing sustainable development and inclusive growth.
Lastly, the Congress facilitated networking opportunities and strengthened ties among participants, fostering a sense of unity and collective responsibility towards building resilient and vibrant communities.
Indeed, the LnB Congress concluded with a renewed commitment from participants to apply the learnings and best practices in their respective barangays, contributing to the overall progress and well-being of their communities.
