The 1st Quarter 2024 Multi-Stakeholder Advisory Council (MSAC) Meeting, held on March 25, 2024, at 1:00 PM via Zoom Video Conferencing, brought together members of the MSAC from partner national government agencies for a productive session aimed at enhancing local governance practices.
The MSAC functions as a crucial network of organizations dedicated to supporting the Local Governance Resource Centers (LGRCs) as partners and service providers. During the meeting, discussions centered on the collective efforts to establish their respective organizations as Knowledge-Centric Organizations.
The council's commitment to building good practices in local governance was further emphasized as steps were initiated towards the development and replication of effective strategies. Through collaborative endeavors, the MSAC continues to contribute significantly to the advancement of local governance principles and frameworks.
Through this meeting, the MSAC strengthened its role as a catalyst of change and progress in local governance, setting the stage for further collaboration and impactful initiatives in the upcoming quarters.

On March 22, 2024, the DILG Tarlac Locally Funded Projects Team assessed the construction of the Municipality of Camiling’s new local access road traversing from Barangay Cayasan to Barangay Birbira, which is funded under its 2023 Seal of Good Local Governance - Incentive Fund (SGLG-IF).

The connecting roads, spanning 105 meters and equipped with rip-rapping including concrete barriers, enables seamless travel to and from the two barangays. Further, its rip-rap concrete offers a smooth method for decreasing water velocity and protecting slopes from erosion.

The site inspection was carried out successfully by the DILG Tarlac LFP Team and LGU Camiling’s concerned functionaries.

n March 20, 2024, the DILG Regional Office III alongside DILG Tarlac Locally Funded Project Team conducted a site inspection of the two-storey school buildings in Tarlac City, constructed under the FY 2023 Local Government Support Fund – Support to the Barangay Development Program (LGSF-SBDP).

The LGSF-SBDP is the government's primary initiative focused on facilitating development and providing essential services to the conflict-affected barangays across the nation. It tackles the underlying issues of insurgency and armed conflicts that is essential for the government to prioritize and coordinate the provision of basic services and social initiatives while promoting inclusivity and engaging various sectors of society to achieve lasting peace and prosperity.

The project allocation for F.Y. 2023 LGSF-SBDP of Barangay San Nicolas, and San Vicente, Tarlac City is P6,606,882.17 per building, covering all necessary expenses for completion, which consists of two additional classrooms both in San Nicolas Elementary School and San Vicente Elementary School. The joint inspection intent to ensure the quality and compliance of the two school buildings in both Barangays following the established standards and guidelines prior to its implementation.

The FY 2023 LGSF-SBDP project monitoring and inspection in Tarlac City was successfully evaluated by the DILG Regional Office III, DILG Tarlac Cluster Team Leaders, LGOO VII Dennis Daquiz, LGOO VII Jeffrey Manalastas, and the Locally Funded Project Team.

On February 23-25, 2024, the Liga ng mga Barangay - Capas, Tarlac Congress convened at the Plaza Lodge Hotel, Baguio City, participated in by newly-elected Barangay Officials from the 20 barangays of Capas.

Under the theme "LnB Congress- Capas Chapter: Empowering Local Leaders Towards Good Local Governance," the Congress aimed to enhance the leadership of the Municipality's dedicated barangay officials, further ensuring the delivery of quality service to its constituents.

Municipal Mayor Atty. Roseller B. Rodriguez and DILG Provincial Director Armi V. Bactad, CESO V were present to grace the activity, while Hon. Arnold C. Arcilla, President of the Liga ng mga Barangay – Capas Chapter, initiated the proceedings with an inspiring welcome address to all participants. Mayor Rodriguez underscored the important role of barangay officials in the advancement of local governance, advocating for a deeper focus on public welfare and unity transcending political affiliations.

PD Bactad lauded the Officials' unwavering commitment to public service, recognizing their significant contributions to the development of the Municipality.

Moreover, LGOO VI Mon Alven Lagonilla provided insights in maintaining peace and order in the barangays. Meanwhile, LGOO VI Rod Mark Salvador emphasized the importance of the BPOC/BADAC Functionality Assessments, and LGOO VII Jeffrey Manalastas led a comprehensive discussion on the Seal of Good Local Governance for Barangays.

In essence, the Municipality of Capas' LnB Congress symbolized their dedication to sculpting a more progressive Municipality, true to their branding “Paspas Capas!”

On March 14-16, 2024, the 2024 Liga Ng Mga Barangay - Tarlac City Congress commenced at White Rock Beach Resort in Subic, Zambales. The event, graced by esteemed guests including Mayor Cristy Angeles, Vice Mayor Genaro Mendoza, Senator Bong Go, and members of the Sangguniang Panlungsod, welcomed newly-elected Barangay Officials from the 76 barangays of Tarlac City.

Themed "Strengthening Individual Knowledge, Ability, and Development (SIKAD) of Barangay Officials of Tarlac City, Tarlac: Unity Towards a Safe, Prosperous, and Resilient Tarlac City," the congress aimed to nurture camaraderie while refining leadership and management skills among the City's dedicated barangay officials.

Hon. Cernan Cruz, President of the Liga ng mga Barangay – Tarlac City Chapter, set an inspiring tone by welcoming all participants. On the other hand, Mayor Cristy Angeles emphasized the crucial role of barangay officials in the City's progress, urging a focus on public welfare and unity above political divides.

DILG Regional Office III Director Atty. Anthony Nuyda CESO III and DILG Tarlac Provincial Director Armi Bactad, CESO V lauded the officials' commitment to public service and highlighted their contributions to Tarlac City's development and outstanding performance in the various thrusts of the National Government.

The congress also showcased DILG's flagship programs like the Seal of Good Local Governance, KALINISAN and Buhay Ingatan, Droga’y Ayawan Programs, striving for exemplary performance across Central Luzon. LGOO III Christopher Clemente outlined the event's objectives, while LGOO VII Jeffrey Manalastas led the discussion on the SGLG for Barangays.

Crucial insights on maintaining peace and order in barangays were also emphasized through a session on Katarungang Pambarangay, while LGOO VI Rod Mark Salvador underscored reportorial compliance, transparency, and accountability in barangays, highlighting DILG's measures for good governance.

Overall, Tarlac City’s LnB Congress, beyond a gathering, symbolized unity, dedication, and a steadfast commitment to shaping a more progressive and resilient Tarlac City.

The vibrant youth leaders of Concepcion, Tarlac, convened at Hotel Henrico, Baguio City, from March 15-17, 2024, for the much-anticipated 2024 Sangguniang Kabataan (SK) Congress. Themed "Empowering Youth Leaders of the Nation: SK Officials at the Forefront," the congress aimed to equip SK officials with the necessary tools and knowledge to lead effectively in their communities.

Leading the charge was the esteemed SK Federation President of Concepcion, Tarlac Chapter, Hon. Cygel S. Lusung, whose dedication and vision set the tone for an enriching and empowering congress experience.

The congress was graced by esteemed guests, including Assistant Regional Director of DILG Central Luzon, Jay Timbreza, CESO V, Provincial Director of DILG Tarlac, Armi V. Bactad, CESO V, and the honorable Municipal Mayor of Concepcion, Tarlac, Hon. Noel Villanueva. Their presence underscored the importance of youth involvement in governance and community development.

During the Sangguniang Kabataan officials engaged in a workshop focused on crafting their Comprehensive Barangay Youth Development Plan (CBDYP). Led by experienced facilitators and with the guidance of their Municipal Local Government Operations Officer, LGOO VI Rowena Angeles, the workshop provided a platform for SK officials to collaborate, exchange ideas, and draft plans tailored to address the unique needs and aspirations of the youth within their barangays.

Cluster II Team Leader LGOO VII Jeffrey Manalastas discussed "Servant Leadership and SK Fund," while Santa Ignacia Field Officer LGOO VI Mon Alven Lagonilla tackled "Local Youth Development Plan and Comprehensive Barangay Youth Development Plan." The latter presentation emphasized the crucial role of a well-crafted CBDYP in ensuring the holistic growth and development of the youth within the barangay.

Monitoring and Evaluation Section Chief LGOO V Camille Transfiguracion shed light on "SK Full Disclosure Policy and SKDP Board," and Municipal Accountant Mr. Reggie Bondoc provided valuable insights into the "Financial Transaction of the Sangguniang Kabataan."

The 2024 Sangguniang Kabataan Congress of Concepcion, Tarlac, served as a platform for collaboration, learning, and empowerment, inspiring young leaders to take on the challenges of governance with confidence and commitment.
