On October 27, 2024, DILG Tarlac participated in the conduct of the 2024 2nd Semester Barangay Assembly, with San Nicolas, Victoria, Tarlac as its Provincial Showcase Barangay. With the theme “Talakayan sa Barangay: Aktibong Diskusyon ng Pamayanan Tungo sa Masigla at Maunlad na Bagong Pilipinas,” the assembly served as an essential platform for transparent governance and community engagement at the grassroots.
As mandated by the Local Government Code of 1991, the assembly provided the community an opportunity to hear the Barangay’s semestral report on its various programs, projects, and activities (PPAs), alongside the pressing issues within its jurisdiction. The residents were informed of key developments, with presentations from Punong Barangay Paul Joseph Tabangay on the status of barangay PPAs, and Sangguniang Kabataan (SK) Federation President Carl Lewis Rendon on the utilization of SK funds. Updates on DILG-initiated programs were also discussed, highlighting the importance of community involvement in governance.
DILG Tarlac Provincial Director Armi V. Bactad, CESO V, emphasized the significant role of barangay assemblies in fostering transparency, accountability, and active citizen participation. PD Bactad described barangay assemblies as an opportunity for the residents and the barangay officials to listen, exchange insights, and collectively identify solutions to address local needs. As a resident of Barangay Nicolas herself, she encouraged residents to participate actively, noting that this engagement forms the foundation of a well-informed, empowered, and progressive Victoria.
Punong Barangay Tabangay expressed his gratitude to the residents for their support and engagement, emphasizing that their commitment and active involvement empower the barangay to function with integrity and responsiveness. He highlighted that community support is instrumental in ensuring the effectiveness and success of governance initiatives, strengthening the barangay’s role in the continuous pursuit of good governance.
Also in attendance were DILG Tarlac’s Cluster Leader Jeffrey S. Manalastas, MLGOO Precious Ava E. Guevarra, En.P, alongside other DILG Tarlac personnel; the Municipality of Victoria’s local elected officials led by Mayor Rex Villa Agustin, Vice Mayor Tristan Reevo Guiam, members of the Sangguniang Bayan, and Barangay San Nicolas council members and personnel.
The success of the 2024 2nd Semester Barangay Assembly in Barangay San Nicolas underscored the power of community-driven governance, where local leaders and residents come together to shape a stronger, more resilient future. By fostering transparency and building mutual trust, the assembly reinforced the role of each resident as an active stakeholder in their barangay’s progress, where every voice contributes to the shared vision not only of a progressive Victoria but more importantly, a prosperous Philippines.

 

On November 20, 2024, DILG Tarlac conducted its Provincial Team Conference graciously hosted by the Municipality of Capas, under the leadership of Mayor Roseller B. Rodriguez. The conference served as a platform to review accomplishments, discuss updates, and prepare for year-end activities.
Reports from the Capability Development Section, Monitoring and Evaluation Section, and Finance and Administrative Section were presented, highlighting significant achievements and ongoing efforts to strengthen program implementation and service delivery across the Province.
A key focus of the conference was the upcoming 2024 Seal of Good Local Governance (SGLG) Awarding Ceremony, set to be held in December. This year, an outstanding 18 out of 19 local government units (LGUs) in Tarlac have qualified for the prestigious recognition, underscoring the Province’s commitment to fostering transparency, accountability, and exemplary governance.
As the year draws to a close, DILG Tarlac Office Caretaker LGOO VII Dennis A. Daquiz expressed gratitude to the entire team for their hard work and urged everyone to remain steadfast in fulfilling the Department’s reportorial requirements and maintaining excellent service to their clientele.
The DILG Tarlac team remains unwavering in its commitment to good governance, exemplifying resilience and dedication amidst every challenge that comes its way.
 
On October 16, 2024, DILG Tarlac successfully held the 2024 Provincial Seal of Good Local Governance (SGLG) Exit Conference at the Tarlac Capitol Center Roofdeck, providing a platform for local government units (LGUs) to review their performance in the recent SGLG assessment and strategize for future improvements, with the ultimate goal of achieving a 100% passing rate in the years to come.
The conference gathered key stakeholders, including DILG Tarlac Provincial Director Armi V. Bactad, CESO V, Cluster Leader Jeffrey S. Manalastas, DILG Tarlac Field Officers, Local Planning and Development Coordinators (LPDCs), and SGLG Focal Persons from Tarlac’s 19 LGUs. The event focused on identifying strengths and addressing areas for improvement in compliance with the SGLG’s stringent criteria, which promotes accountable, transparent, participative, and effective governance.
The Province of Tarlac continues to stand out as one of the provinces with the highest number of SGLG passers in recent years. Thus, initiatives like the Exit Conference aim to sustain the momentum and inspire all LGUs toward meeting the high standards of the SGLG.
In her message, PD Bactad extended her heartfelt gratitude to the LGUs, particularly to the dedicated LPDCs, whose hard work and commitment embody the “galing, husay, tatag, at lakas” expected from every public servant. She also highlighted the unwavering support of Governor Susan Yap for all LGU initiatives and DILG programs, as well as commended the DILG Tarlac personnel for being the TALAs of the province, working together to achieve these remarkable successes.
With continued collaboration and commitment, Tarlac truly aims to maintain its reputation as a model for good governance, taking the lead in inspiring other LGUs to take proactive steps for continuous progress.
On October 14, 2024, the Tarlac Police Provincial Office (TPPO) hosted a significant event at the Patrol Hall Multi-Purpose Facility, Camp General Francisco S. Macabulos, Brgy. San Vicente, Tarlac City, focusing on the critical issue of loose firearms. The presentation highlighted the accomplishments of the TPPO in accounting for these firearms - a vital part of the government's ongoing efforts to strengthen peace and order in our communities, most especially during this time when the elections are nearing.
A total of 18 firearms were accounted for, comprising nine pistols, two revolvers, three shotguns, and four homemade shotguns. These firearms are currently secured under the custody of the TPPO, pending their transfer to headquarters for use as court evidence. The activity not only showcased the TPPO's commitment to accountability but also emphasized the collaborative efforts among various agencies to mitigate risks associated with unregistered and potentially dangerous firearms. By addressing this issue head-on, law enforcement aims to enhance community safety and promote a culture of responsible firearm ownership.
The initiative was attended by PCOL Miguel M. Guzman, TPPO Provincial Director; Atty. Sim C. Flores of NAPOLCOM-Tarlac; and Atty. Fernando F. Cot-om, Provincial Election Officer from COMELEC-Tarlac and LGOO VI Henrielle Justeene A. Tuliao, representing Provincial Director Armi V. Bactad, CESO V.

Isinagawa ang malalimang pagsusuri ng DILG Tarlac, alinsunod sa FY 2023 Seal of Good Local Governance para sa Lokal na Pamahalaan ng Moncada noong ika-9 ng Mayo, taong kasalukuyan. Layunin nito ang pagtitiyak na sinusunod ng lokal na pamahalaan ang mga pamantayan ng DILG para sa naturang proyekto.

Ang proyektong ito ay pagtatayo ng konkretong kalsada sa Barangay Camangaan East, Moncada, Tarlac. Ang proyektong farm-to-market road ay may layong mapadali ang pag-access ng mga residente sa mga mahahalagang serbisyo ng bayan at upang maibsan ang umuusbong na problema patungkol sa transportasyon sa nasabing barangay.

Matagumpay na isinagawa ang pagsusuri kasama ang mga kinatawan mula sa DILG Tarlac at Lokal na Pamahalaan ng Moncada.

Ngayong ika-14 ng Mayo, 2024, matagumpay na isinagawa ang Pagpupulong para sa Buwan ng Mayo sa DILG Tarlac Provincial Office, Tarlac City. Pinangunahan ito ni Provincial Director Armi V. Bactad, CESO V.

Sa nasabing pagpupulong, tinalakay ang kasalukuyang kalagayan ng iba't ibang seksyon ng Opisina at ang mga paghahanda para sa 2024 Seal of Good Local Governance Assessments. Ibinahagi ang mga ulat at mga update mula sa bawat seksyon upang masiguro ang maayos na pagtalima ng opisina sa mga programa ng kagawaran.

Sa kanyang mensahe, ipinarating ni PD Bactad ang pasasalamat sa sipag at tiyaga ng bawat isa sa kabila ng sunod-sunod na gampanin na para naman sa ikabubuti ng mga komunidad. Ipinahiwatig din nya ang importansya ng pagiging biyaya sa buhay ng iba sa kabila ng mga biyayang natatanggap sa pang araw-araw.

Sa kabuuan, naging maayos at matagumpay ang pagpupulong, na nagpakita ng dedikasyon at pagsusumikap ng opisina sa pagsunod at pagpapatupad ng mga inisyatiba ng buong Kagawaran.
