Today marks a significant undertaking in the journey towards community rehabilitation and the promotion of peace and order as Bamban, Tarlac inaugurates their own Balay Silangan Reformation Center in Barangay Dapdap. Under the visionary leadership of Mayor Alice L. Guo, this initiative is set to revolutionize the way we approach the reformation and reintegration of drug surrenderees in the mainstream society.

The Balay Silangan Program is not just a physical structure; it embodies hope, transformation, and a commitment to creating a better future for our communities. Through this program, individuals with a history of drug involvement will have access to comprehensive interventions, counseling activities, and livelihood programs aimed at equipping them with the necessary skills and support to reintegrate as productive and law-abiding citizens.

The facility is set to provide a safe and nurturing environment for individuals seeking a second chance and a path towards a brighter future, through the guidance of partner National Government Agencies such as the DILG, Philippine Drug Enforcement Agency, Philippine National Police, and the Philippine Army, among others.

Through partnerships and shared dedication, the Balay Silangan Program aims to significantly contribute to the improvement of public safety and the well-being of Bamban’s residents and shall signify a new chapter in the journey towards healing and redemption. It is a testament to the resilience of our communities and our unwavering belief in the power of rehabilitation and second chances.

On March 13-15, 2023, San Jose, Tarlac held its 2024 Liga ng mga Barangay Congress with the theme “Strengthening Internal Capacity and Development” or SICAD, a vital component of the Barangay Newly Elected Orientation - GREAT Program. This congress served as a platform to equip barangay officials with essential knowledge and skills crucial for effective governance in their respective communities.

Dedicated to enhancing the capacity of Barangay and Sangguniang Kabataan Officials, Secretaries and Treasurers, the congress delved into a wide array of topics indispensable for barangay governance. From discussions on Katarungang Pambarangay to the intricacies of the Local Government Code of 1991, the program ensured that attendees were well-versed in key aspects of barangay administration.

One of the highlights of SICAD was the comprehensive diacussion of the Lupong Tagapamayapa Incentives Awards, shedding light on the importance of conflict resolution mechanisms at the barangay level. Additionally, the session on Barangay Violence Against Women Desk underscored the significance of addressing gender-based violence within communities, emphasizing the role of barangay officials as frontline advocates for gender equality and women's rights.

Furthermore, SICAD provided insights into the Seal of Good Local Governance for Barangays, emphasizing the importance of accountability, transparency, and good governance practices in ensuring the well-being of the community.

Present to grace the activity were Mayor Romeo Capitulo, DILG Assistant Regional Director Jay E. Timbreza, CESO V and DILG Tarlac Provincial Director Armi V. Bactad, CESO V, alongside the resource speakers LGOO VII Jeffrey S. Manalastas, LGOO VI Omar James N. Gabriel, LGOO VI Mon Alven A. Lagonilla, En.P, LGOO VI Esther Rose P. Basingel and MLGOO Mark Jester M. Alejo.

Through interactive sessions and engaging discussions, the SICAD: 2024 Liga ng mga Barangay Congress of San Jose, Tarlac proved to be a transformative experience for participants. Armed with new knowledge and skills, barangay officials emerged more prepared and empowered to fulfill their roles as dedicated public servants in the barangays of San Jose.

In a collective effort towards the rehabilitation of the Manila Bay, six local government units (LGUs) in Tarlac underwent table and onsite assessment in the 2023 LGU Compliance Audit under the Manila Bay Clean-Up, Rehabilitation, and Preservation Program (MBCRPP) on March 14-15, 2024.

Led by the Department of the Interior and Local Government (DILG) Central Luzon, the Regional Inter-Agency Committee (RIAC), including representatives from the Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB), Bureau of Fisheries and Aquatic Resources (BFAR) Regional Office 3, and National Housing Authority (NHA), evaluated the LGUs across critical areas such as Solid Waste Management, Liquid Waste Management, and Management of Informal Settler Families.

The assessment involved onsite visits to the LGUs in their respective schedules:

Further, this initiative underscores the commitment to ensuring compliance with environmental regulations and fostering sustainable practices crucial for the restoration and preservation of Manila Bay's ecosystem.

On March 14, 2024, DILG Tarlac conducted the FY 2023 Provincial Table Validation for the Local Project Monitoring Committee (LPMC) Functionality Assessment via Zoom Video Conferencing to ensure transparency and accountability in the implementation of local development programs and projects. The LPMC Functionality Assessment Team aims to further monitor and evaluate logal government units, particularly on their project implementation.

Various aspects of functionality were evaluated during the assessment as stipulated under Regional Memorandum Circular (MC) No. 2024-003, which includes the priority areas set by the National Project Monitoring Committee, such as Organization, Training, Planning, Implementation and Reporting.

The table validation was led by PD Armi V. Bactad, CESO V as Chairperson, LGOO VII Jeffrey S. Manalastas as Team Leader, alongside the Assessment Team Members, LGOO VII Dennis A. Daquiz, LGOO VI Henrielle Justeene A. Tuliao, LGOO V Maricar Janice C. Perez, and Engr. II Gallajahd G. Tan

DILG Tarlac recently organized a heartwarming send-off and welcome ceremony to bid farewell to LGOO VII Danilo C. Rillera, outgoing Cluster I Leader, and warmly welcome LGOO VII Dennis C. Daquiz as the incoming Cluster I Leader at DILG Tarlac Provincial Office, Tarlac City on February 26, 2024.

The activity served as a touching tribute to LGOO VII Rillera's exemplary service and dedication throughout his stint in DILG Tarlac. Colleagues from both the Provincial and Field Offices expressed their well wishes, acknowledging LGOO VII Rillera's generosity, leadership, and unwavering commitment to the Department's mandate.

In his remarks, LGOO VII Rillera expressed his gratitude for the support and camaraderie he experienced during his time at DILG Tarlac. He emphasized the importance of teamwork in achieving collective goals, expressing confidence in the capabilities of his successor, LGOO VII Daquiz.

LGOO VII Daquiz, in turn, reassured the DILG Tarlac Personnel of his dedication and willingness to work hand in hand with the team to continuously serve the Tarlaqueños with integrity and excellence.

In return, DILG Tarlac Provincial Director Armi V. Bactad, CESO V, extended her heartfelt appreciation to both LGOO VII Rillera and LGOO VII Daquiz for their commitment to public service. She expressed her confidence in their abilities to excel in their new assignments and wished them nothing but success and fulfillment in their future endeavors.

The send-off and welcome ceremony not only marked a transition in leadership but also served as a testament to the strong sense of camaraderie and professionalism within DILG Tarlac. As LGOO VII Rillera embarks on a new chapter in DILG Nueva Ecija and LGOO VII Daquiz assumes his new role in DILG Tarlac, the Department remains committed to serving the communities with utmost excellence and integrity.

The Philippine Councilors League (PCL) - Tarlac Chapter, in partnership with DILG Tarlac, successfully conducted the Capacity Development Activity entitled “BOLSTER 3.0: Boosting and Optimizing Local Sanggunians Toward Efficient Regulation-Formulation" from February 27 to March 1, 2024, at the Hennan Palm Beach Resort in Boracay Island, Aklan.

BOLSTER 3.0 aimed to equip members of the Local Sanggunians with the latest knowledge in local governance and legislation. As a follow-through activity,  BOLSTER 3.0 focused on two significant areas: Understanding Effective Local Legislation and an in-depth discussion on Administrative Investigation, discussed respectively by LGOO VII Jeffrey S. Manalastas and LGOO VII Danilo C. Rillera.

Since the enactment of laws play a crucial role in the development and progress of communities, it is imperative for the Sanggunians to be well-versed in crafting effective legislation that addresses the needs and concerns of their constituents. Through the interactive sessions of BOLSTER 3.0, participants gained insights into the nitty-gritty of local legislation, including the frequently asked questions that they encounter in their everyday duties. The program also delved into Administrative Investigation, an essential aspect of legislation that emphasizes the importance of following due process.

Hon. Jude Joseph David, President of the PCL - Tarlac Chapter, expressed his gratitude to DILG Tarlac for their collaboration in organizing this transformative program. He emphasized the significance of conducting continuous capacity-building initiatives for local elected officials to enhance their effectiveness in serving the public. In return, DILG Tarlac Provincial Director Armi V. Bactad, CESO V also recognized PCL – Tarlac Chapter’s dedication to enriching their knowledge on legislation and governance in general, which contributes to the exemplary performance of the entire Province, making Tarlac shine when it comes to accountable and transparent governance.

BOLSTER 3.0 not only provided our local elected officials with valuable insights but also fostered camaraderie among local Sanggunians from different local government units (LGUs) in Tarlac. It also served as a platform for networking and sharing best practices, ultimately strengthening the capacity of the LGUs to address the evolving needs of their communities.
