"We can win the war without even firing a single shot," said PBGen Ildebrandi Usana, Chief of PNP Human Rights Affairs Office (HRAO), as the general underlines the importance of cooperation among sectors in the fight against terrorism during the ‘PNP HRAO and Civil Society Organizations Forum on Human Rights and the Campaign to End Local Communists Armed Conflict (ELCAC)’ at Camp Cirilo Tolentino, City of Balanga on Oct 16, 2020.
The forum invited CSO representatives, PNP SARGE, and media partners to the said activity. DILG, represented by LGOO II Donna Joy Nacar served as the resource speaker in tackling Executive Order No. 70, particularly on the concept of the whole-of-nation approach.
Common concerns raised from the participants were about the activism uprising from unions in the labor sectors. The history of Bataan was also discussed from the time of the formation of leftist groups eventually towards its weakness. To date, the province remains peaceful and continues to guard its community against attempts of terrorism.
Also present in the activity are Regional HRAO Chief PLTCol Luisito Nacpil, Bataan PPO Provincial Director PCol Joel Tampis, and DPDA PLTCol Nestor Chavez who also shared their experiences and answered questions coming from the audience.
