     The Central Luzon Local Resource Institutes (LRIs) participated in the Citizen Satisfaction Index System (CSIS) training conducted by the Bureau of Local Government Supervision (BLGS) on November 21-22, 2013 at Hotel Rembrandt, Quezon City.    

   The training, attended by all key personnel of LRIs from Regions 1, 3, 4B & CAR including the DILG focal persons aims to capacitate key personnel from the LRIs who shall lead the implementation of the surveys at the local level and the Regional Office representatives who shall monitor and evaluate the project implementation.

    The CSIS is a set of data tools designed to collect relevant citizens’ feedback on the service delivery performance of the local government units.  It is a citizen-centric strategy that generates a balancing perspective from the citizenry on the reach and quality of essential public services at the local government level.

   For Central Luzon, the cities and LRIs identified by the BLGS were Balanga City - Bataan Peninsula State University, Cabanatuan City - Central Luzon State University, Mabalacat City - Don Honorio Ventura Technological State University, Olongapo City - Columban College, City of San Fernando - City College of San Fernando and Tarlac City - Tarlac State University.  

   The data collection is conducted by Local Resource Institutes. For Central Luzon, the cities and LRIs identified by the BLGS were Balanga City - Bataan Peninsula State University, Cabanatuan City - Central Luzon State University, Mabalacat City - Don Honorio Ventura Technological State University, Olongapo City - Columban College, City of San Fernando - City College of San Fernando and Tarlac City - Tarlac State University.  

   They are chosen in order to have an intermediary body between the LGU and the citizens. They have been found to establish rapport more easily because they are most often recognized by citizens.

   The results of the CSIS can be used as knowledge base of the Department of the Interior and Local Government in crafting well-informed programs and policies that would help scale up local government performance.  

   LGUs can also benefit from the CSIS by being able to have a pulse and stimulus for making executive, administrative, and legislative actions that would respond better to the needs of their people.  Information generated from the CSIS can also be used by National Government Agencies and the legislature for targeting programs, projects and other interventions to specific demographic characteristics or geographic locations.  Likewise, Civil Society Organizations and private sectors may also benefit from the CSIS by gaining information on which services they may complement side-by-side with the government.
