DILG Tarlac Strengthens Barangay Governance through BNEO GREAT

The Department of the Interior and Local Government (DILG) Tarlac conducted a two-day capacity-building event titled “Strengthening the Katarungang Pambarangay in Support of the BNEO Program towards the GREAT Barangays” on November 11-12, 2024, at the Bulwagang Kanlahi, Diwa ng Tarlac, Tarlac City.
The event aimed to elevate the governance skills of Lupon Members, strengthening their capacity for effective community administration and justice. It gathered lupon chairpersons, secretaries, and members from barangays that recently achieved Satisfactory to Outstanding Ratings in the 2024 Lupong Tagapamayapa Incentive Award (LTIA) assessment.
To broaden reach, DILG Tarlac streamed the sessions live on Facebook, enabling other Lupon Members across the province to join and benefit from the training remotely.
Aligned with the Barangay and National Engagement Operations (BNEO) initiative specifically on the Component 3: Enhancing Barangay Governance Administration, the program also sought to provide barangay leaders with essential skills and knowledge to manage local affairs. Topics covered included:
• Session 1: Overview of the Katarungang Pambarangay System, Scope, and Coverage
• Session 2: Roles and Functions of the Lupong Tagapamayapa and LTIA Assessment Criteria
• Session 3: Special Laws Relevant to Katarungang Pambarangay
• Session 4: Prescription of Crimes
Local officials showed strong support for the initiative, with Governor Susan A. Yap highlighting the critical role of the barangay lupon in promoting peace and order within communities, while Vice Governor Carlito David and 1st District Representative Christian Tell Yap emphasized the importance of collaborative efforts between government bodies and community leaders to foster strengthened effective governance.
The event underscored DILG Tarlac’s dedication to strengthening the Katarungang Pambarangay (KP) system, fostering justice, preventing disputes, and promoting harmony across communities in Tarlac.
PG Tarlac Boosts Waste Management with New Garbage Truck Supported by FY 2023 Seal of Good Local Governance - Incentive Fund(SGLG-IF)

On November 8, 2024, the Provincial Government of Tarlac, under the leadership of Honorable Governor Susan A. Yap, launched a new waste management project funded by the FY 2023 Seal of Good Local Governance - Incentive Fund (SGLG-IF). This project included the acquisition of a 3.5 cubic meter garbage truck, stationed at the Provincial Equipment Pool Office in the Province of Tarlac, with a project cost of PHP 3,999,000.00. The vehicle will improve waste collection and disposal services for the province and four district hospitals, benefiting a population of 774,441.
This new addition marks a critical step toward enhancing environmental sanitation across Tarlac Province. With this equipment, the provincial government aims to improve the efficiency of waste management, promoting cleaner surroundings and better public health for the community. The project aligns with Tarlac’s dedication to sustainability and high-quality service delivery.
Supported by the Seal of Good Local Governance - Incentive Fund, this initiative reflects the provincial government’s proactive approach to environmental management. The project is a testament to Tarlac’s commitment to public welfare, bringing sustainable improvements that benefit residents and the local environment alike.
The inauguration of the project was successfully attended by DILG Regional Office III Assistant Regional Director Jay E. Timbreza, CESO IV, and DILG Tarlac Provincial Director Armi V. Bactad, CESO V. They were joined by Cluster Team 1 Leader Dennis A. Daquiz, and the local officials and department heads of the Provincial Government of Tarlac headed by Honorable Governor Susan A. Yap.
Building Bright Beginnings: Concepcion's New Day Care Center for Young Learners

On November 8, 2024, the Municipality of Concepcion, led by Hon. Noel L. Villanueva, opened a new Day Care Center in Barangay San Nicolas Poblacion, funded by the FY 2023 Seal of Good Local Governance - Incentive Fund (SGLG-IF). With a project budget of PHP 1,799,633.11, this center creates a safe, supportive, and fun learning space for around 294 children aged 3 to 5. The facility is designed to help young children develop early learning skills and is a valuable support for families in the community.
This Day Care Center shows Concepcion’s dedication to giving children a strong start in life. The modern, child-friendly building offers an environment where kids can explore, learn, and grow. It also gives parents, especially working families, peace of mind knowing their children are in a safe, development-focused setting that meets all education standards.
This project is a significant step for Concepcion, showing its commitment to community development and accessible education. Supported by the SGLG-IF of the Department of the Interior and Local Government (DILG), the Day Care Center is an important investment in Concepcion’s youngest residents, giving them a great beginning and a brighter future.
