On April 10, 2024, the Capas National Shrine in Capas, Tarlac, became the solemn backdrop for a momentous event led by the Department of Defense - Philippine Veterans Affairs Office honoring the valor and sacrifice of Filipino heroes and the hallowed grounds of Capas which served as the sacred ground of Allied soldiers who breathed their last in Camp O’Donnell following the Bataan Death March during the Second World War.
Joining hands in solemn remembrance and gratitude, Hon. Delfin Lorenzana of the Bases Conversion and Development Authority, Capas Mayor Roseller Rodriguez, Sangguniang Bayan Members of Capas, DILG Tarlac Provincial Director Armi V. Bactad, CESO V, DILG Tarlac’s Cluster Leaders, Field Officers, and Provincial and Field Offices Personnel, and representatives from various National Government Agencies gathered to pay tribute to the invincible spirit of our Filipino soldiers.
The event, entitled “Joint Tribute to all Filipino Heroes and Paggunita sa Capas,”stands as a testament to the unwavering dedication of our heroes who valiantly defended our nation, facing adversities with unyielding courage.
The program became a blend of reflection, gratitude, and celebration of the profound legacy left by brave individuals, who also serve as an enduring reminder of the sacrifices made in the name of freedom and democracy for the Filipino people.
Inauguration of Balay Silangan Reformation Center Illuminates Hope and Unity in Paniqui, Tarlac

March 25, 2024 marks a special day for Paniqui, Tarlac, as they inaugurate their very own Balay Silangan Reformation Center in Barangay Samput, a tangible proof of the Municipality’s compassion for its citizens who are in need of unconditional support.
Under the leadership of Mayor Leonardo M. Roxas, the Balay Silangan Reformation Center represents a community-driven initiative aimed at positively transforming the lives of drug surrenderees. Witnessing the center's unveiling are esteemed guests including Vice Mayor Aida Bien Roxas, DILG Tarlac Provincial Director Armi V. Bactad, CESO V, LGOO VII Dennis A. Daquiz, LGOO VII Jeffrey S. Manalastas, MLGOO Robert C. Diola, PLTCol. Sonny Bitaga of Tarlac Police Provincial Office (TPPO), IA III William Dulay, Assistant Provincial Officer of the Philippine Drug Enforcement Agency, Father Aladin Cabanian, and the Punong Barangays of Paniqui.
Through partnership between the Municipality and various National Government Agencies, drug surrenderees are sparked with an opportunity for rehabilitation. They will be provided shelter and access to a range of programs and services designed to facilitate their integration in the society.
In her message, PD Bactad emphasized the significance of fostering unity and rebuilding families for the future of the younger generation.
The Balay Silangan encompasses continuous education, health campaigns, psychological and spiritual interventions, as well as livelihood and skills training. These endeavors aim to provide holistic support, fostering self-sufficiency and social responsibility for themselves and their families.
With the dedication of the national and local governments, partnered with strong community support, a brighter future for the people of Paniqui awaits.
DILG Tarlac Advocates Strengthened Environmental Protection in Tarlac City as KALINISAN Program’s Regional Showcase

On March 26, 2024, DILG Tarlac in coordination with the City Government of Tarlac, conducted a clean-up drive as part of the KALINISAN Program’s weekly initiatives. Being this week’s Regional Showcase, Barangays San Roque and San Vicente took the lead to minimize waste along Masalasa Creek.
Participated in by all DILG Tarlac Personnel, representatives from the City Government of Tarlac,City Environment and Natural Resources Office, Philippine National Police – Tarlac City, Bureau of Fire Protection, and Barangay Officials of San Roque and San Vicente, sacks of residual waste were collected, both in the waterway and on land. The clean-up drive served as a reminder for everyone to be mindful of their environmental practices, especially when more challenges brought about by socio-economic changes are expected in the near future.
DILG Tarlac Provincial Director Armi V. Bactad, CESO V emphasized the participants on the importance of preserving the environment, so that more generations can enjoy livable communities. Meanwhile, Atty. Debbie Santos of the City Government of Tarlac’s Legal Office also reminded everyone how fast changes in the environment are felt, that is why prompt environmental efforts are needed.
Through the iniatives of the National and Local Governments in advocating environmental protection, especially strengthened by DILG’s KALINISAN Program, we are reminded of our duties as responsible Filipino citizens – to ensure that our communities are safe, peaceful, healthy, and clean.
